WHAT leads to development is not ‘knowledge’ but its ‘application’. Application creates both need as well as resources for university education. However, application is totally missing in our university education. The effect of this neglect in grooming our educated elite is evident everywhere. Only a PIL or court direction nudges us into ‘action’ in mundane public responsibilities.

If application must be the objective, why should rote and theory continue to dominate our university education, particularly technical? When one looks at the syllabus of each course, cramming is all that can be expected, while depth and practice for the application of useful component is insignificant. Also, curiosity and self-learning, two vital elements in today’s technological turbulence, are again missing.

The reason for enlargement of theoretical component and short shrift to application can be traced to salary structure and policies for recruitment and promotion of the faculty. The gap between emoluments of other options and the faculty over the last two decades had widened to such an extent that only stragglers opted for academics, whereas cream of undergraduates chose other avenues.

While emoluments have become certainly attractive after recent increases, only time will tell how long this romance will last when managerial emoluments have resumed their earlier escalation trend. There is no doubt that the guarantee of lifetime employment in the government system perpetuates domination by mediocrity. CAS, which in practice translates into promotion by seniority irrespective of performance, multiplies it a rung further.

Theoretical component gets further boost because of linking promotions to publication of “research papers” in refereed journals and acquisition of higher qualifications. Therefore, for “application” to become the new priority, besides introduction of new norms and a slew of short-term programmes to qualify for promotion, attractive incentives will be critical for acceptance of “radical change of age-old practices”.

Survival in today’s cut-throat global competition has forced developed countries to weld their earlier silos of consumer research, R&D, manufacturing and marketing into quick-response seamless units. Funds for blue-sky research have shrunk severely and entire total R&D budget shifted to application.

In total contrast, our structures of higher education and research, including CSIR, DRDO, universities, IITs and IIMs, continue to work in isolation. They have yet to grasp the importance of time and need for pooling technological and managerial resources of industry and academia. This radical cultural change would be the most difficult to achieve. Besides perseverance, it would require the rules that facilitate regular one-to-one contact between academics and industry managers to know complementary capabilities and create confidence. Mass contacts are no help. There is need to facilitate short cross-stints with the industry and guest lectures by competent managers because only the development of trust in mutual strengths can lead to the identification of projects where collaboration would benefit the industry. Therefore, what required is attractive incentives for collaborative work and public recognition for the efforts.

The biggest driver of our educated away from the field and application has been calling IT and computers as “sunshine and knowledge industry”. For a society seeped in renunciation and prayer like ours, IT has become the God-sent platform. Its glamour got multiplied by thousands of openings to freshmen for working in plush air-conditioned offices at fancy pay packages. Thus, IT got elevated to the cult stature.

In this glamour, we seem to have forgotten that computers like their ancestors, abacus and slide-rule, are just a tool for calculation. What makes them far more valuable is their ability to crunch massive amounts of data in hundreds of fashions at the click of a button. But where and how to use them is a management decision. And, applications for which our Indian IT industry does all the data crunching and analysis are masterminded by business leaders abroad. They are outsourcing this task to improve their bottomlines by taking advantage of our lower wage costs.

The trump card in today’s global competition is held by marketing and related soft skills, which in the words of J.T. Wang of ACER Computers of Taiwan, include “design, branding and strategy”. For Wang, he does “what the customer really wants”; no sitting in judgment en route.

The roost today is ruled by enterprises that foresee the customer need and have the resources and guts to take risk, invest in its conception, development and manufacture and find customers ahead of competition and in volumes viable financially. Our entry into the elite club will therefore depend upon when we graduate into that “risk-taking entrepreneurial mode”, which demands far more than “ideation”. It will require the creation of a total environment which fosters entrepreneurship and risk-taking from early age and access to venture funds in support.

Though a large chunk of our public investment in recent years has focused on excellent public causes, the delivery of results has invariably fallen short because of inadequate attention to managerial issues and details.

Deep-rooted practices and legacies make the task of the HRD Minister complex. Reform at the top alone will not deliver the lofty task that he has undertaken.

Malaysian collaboration explored

Professor Jaspal Sandhu, Dean, Faculty of Sports Medicine of Guru Nanak Dev University, recently visited Malaysia to evaluate the Sports Sciences Program of the School of Medicine, Universiti Sains Malaysia (University of Science, Malaysia).

During his visit, Dr Jaspal also discussed the possibilities of collaboration in research, teaching and faculty exchange in the Wellness Cluster Program of the Penang Campus of Universiti Sains Malasysia with Prof. Aziz Baba, Dean, Lota Baru, Kelantan Campus, and Prof. Chen Chee Keong, coordinator, Sports Sciences.

These departments work on lifestyle diseases, which is also the thrust area of research at the Faculty of Sports Medicine of Guru Nanak Dev University, he said.

He said a draft of memorandum of understanding had been finalised which would be submitted to the Vice-Chancellor, Prof. A. S. Brar, for consideration. Universiti Sains Malaysia has been accorded the Apex Status and is ranked the topmost university of Malaysia, he added.

Scholar’s death condoled

The School of Punjabi Studies of the university has condoled the sad demise of Dr Man Singh Nirankari who was an eminent opthomologist of international fame.

In a condolence message, Dr P. S. Sidhu, head of the department, said Dr Nirankari was a seasoned writer and social worker whose articles published in various newspapers and magazines were the guidelines for the masses. His demise is a great loss to Punjabi literature and the medicine world, he added.
