Protesters burn Tiwari’s effigy; seek CBI probe
Dehradun, December 28
They raised slogans like “Ayyashi ke Adde Band Karo”, “Durachari, bharastachari- ND Tiwari, ND Tiwari sarkari awwas khali karo”. After raising slogans, the protestors burnt his effigy. A government house was allotted to former Chief Minister Tiwari in the Forest Research Institute (FRI) campus after the Congress lost power following assembly elections held in February 2007. Later, Tiwari was made the Governor of Andhra Pradesh, but he still occupies the Dehradun house. Awdhash Kaushal, Chairperson of the RLEK, who led the protestors alleged that the various positions held by Tiwari enabled him to illegally occupy palatial properties where crores of rupees were spent in the name of renovation and upkeep of these buildings at the expenses of public exchequer. Demanding a CBI or a judicial inquiry, Kaushal charged that Tiwari during his tenure got an ordinance passed which enabled leaders like him to occupy huge palatial government houses by virtue of holding a post. The demonstrators demanded that such huge drain on public exchequer should immediately be stopped by getting such people evicted. “These leaders are also using many facilities such as water, power and telephone connections and large posse of security personnel to guard their homes which have become a hub of illicit activities. All pension and government perks to such leaders should immediately be stopped,” said Kaushal. He further said if the authorities failed to take immediate action, then a Public Interest Litigation (PIL) would be filed in the high court regarding getting these houses vacated not only by Tiwari but other former Chief Ministers who had followed
his precedence. |

Dist Planning Committees not constituted for want of funds
Dehradun, December 28 The situation has come to such a pass that the Central government has stopped making financial allocations for the past three years putting a rider that unless the DPCs are constituted not a penny would be released, compounding matters for the state that is already under great financial strain due to the enhanced payments that have to be made to the employees, as per the Sixth Pay Commission’s recommendations. “There is a major opposition to the creation of DPCs by the MLAs who are afraid that the devolution of power to the grassroots would weaken their positions, as the funds would directly reach the committees. No wonder the DPCs have not been constituted and the panchayats are hard pressed for funds. Usually amount in the range of Rs 15 crore to Rs 18 crore is released by the central government for DPCs,” said Shiv Prasad Devli, vice-chairman, district panchayat Dehradun. The role of the committees is to prepare annual plans, projects and schemes among other things. In addition, grants made under Backward Region Grant Fund (BGRF) by the central government too has been stopped in the absence of constitution of DPCs. Annual outlay for Tehri, Champawat and Chamoli totalling to Rs 15 crore remained underutilised last year. “The development activities are getting hindered in the absence of funds. We get a yearly grant of Rs 2.5 crore most of which goes towards the pension of the employee of the panchayat,” said Madhu Chauhan, Chairman of Dehradun district panchayat. The BRGF is designed to redress regional imbalances in development. The fund aims to supplement and converge existing developmental inflows into identified districts, so as to bridge critical gaps in local infrastructure and other development requirements that are not being adequately met through existing inflows. The problem in Uttarakhand is multi-dimensional, despite nine years of the creation of state, it has failed to enact the State Panchayat Act and continues to hold elections as per the Uttar Pradesh Panchayat Act. Uttar Pradesh too has constituted the DPCs by bringing an amendment, but the Uttarakhand has not followed suit. |
