Training the teachers PEDAGOGY and liberation have been much ignored areas. The recent theoretical innovations in the field of pedagogy emphasise the notion of dialogical exchange, introduce the culture of liberating practice and dismantling the culture of silence and oppression in the academia. The aim of education is to enable a teacher/student to interrogate one’s social and historical situation. This is possible only if classroom teaching becomes an exercise in the development of critical consciousness. This is the credo of the Academic Staff College (ASC) at Panjab University, Chandigarh, which occupies the most important place in the academia catering to teachers across universities through its various programmes that are underpinned by a completely interdisciplinary approach. The college endeavours to motivate teachers towards inculcating new methods in teaching and learning skills as well as in research methodology in the relevant discipline so as to keep abreast of the ever-changing scenario of knowledge acquisition and critical theory. The ASC is the oldest in the region. Over the years it has carried out extremely valuable work in its fulfillment of the university’s objective of disseminating education, scholarship, and research. Redefining and invigorating the academic community is its main goal. Panjab University has the distinction of playing host to lecturers from across the country who are seeking to not only gear up their teaching methodology but keep abreast of the ever-growing scenario of knowledge. It has a vibrant academic programme through its liaisons between the university departments and colleges in the country. With its state-of-the-art establishment, the ASC has full-fledged facilities of lecture halls, a well-equipped library that is ever growing, guesthouse accommodation to make the stay of the participants meaningful and comfortable. No discussion of Panjab University will be complete without emphasising the significance of this college which sets benchmarks in the region in terms of quality in the area of teaching and learning. The role of the college becomes paramount at a time when pedagogy is faced by new challenges and there is a need to adopt a progressive view of education in the 21st century. The symbiotic relationship between the ASC and the colleges all over India has established its reputation as one of the foremost institution in the country that has provided the pedagogical needs of teachers who are setting out to train as promising academics. And this has been possible owing to the input of all of us within the university, especially of the eminent and qualified resource persons that we invite both from within and from universities across the country. The college takes this responsibility seriously and carries out work with a great deal of commitment and pride in the notion that scholarship and education matter hugely. The breadth of the courses offered by the ASC enable delegates across disciplines to not only interact with some of the best academics drawn from various disciplines, but also gain enough experience in using new methodologies of teaching and learning and becoming aware of the need of pedagogical innovations that are so necessary for taking education towards new frontiers of knowledge. While this is fairly routine work for the college, what is particularly exciting is that the institute provides opportunities for holding three-day seminars on subjects of interdisciplinary nature in which experts from varied fields come together to interact with the participants. The objective of the scheme is to provide a culture of seminars and conferences as well as optimally utilising the infrastructure available with the college and the university departments. The major thrust behind the institute is an integrated harnessing of social science skills for young lecturers and for identifying and understanding the cultural, social and economic changes taking place in our country. The activities at the institute cover the diverse array of social sciences, arts and literature. All distinguished faculty members of the region take initiative in having contact with the participants through highly relevant and meticulously structured lecturers. The institute formulates its academic agenda on a yearly basis and some of its current thrust areas are pedagogy, human rights, gender issues, challenges of globalisation, education policy and the vision for the future, human resources management, peace studies, social policy, etc. The prime task of the college is to develop a system for consistent and catalytic improvement in the performance of lecturers and in the exchange of ideas. Spending a month in the stimulating environs of Panjab University sets the tone for a serious involvement in the pursuit of teaching. With its standing as India’s pre-eminent Academic Staff College, and situated on the campus of one the leading universities in the world, it moves ahead with a commitment to offer varied teaching aids and teaching skills to teachers on the threshold of a new beginning of an academic career. The institute is important for the object to disseminate scholarship and education as widely as possible, especially at a juncture when higher education is experiencing escalating expectations and demands. Comic
books are as valuable as any other form of literature to be a part of children’s education, says an expert from University of Illinois. Carol L. Tilley, a professor of library and information science at Illinois, insists that looking down upon graphic novels as being inept at benefiting the children is a mistake. Tilley said: “A lot of the criticism of comics and comic books come from people who think that kids are just looking at the pictures and not putting them together with the words. “Some kids, yes. But you could easily make some of the same criticisms of picture books —that kids are just looking at pictures, and not at the words. “Any book can be good and any book can be bad, to some extent. It’s up to the reader’s personality and intellect. As a whole, comics are just another medium, another genre.” She emphasised that there has been a slow improvement in the reception of comic books. She said: “There has been an increase in the number of comic book-type elements in books for younger children. There’s also a greater appreciation among both teachers and librarians for what comics and comic books can bring to the classroom. “For example, the National Council of Teachers of English sponsors an instructional website called ‘Read, Write, Think’, which has a lot of comics-related material. Instructional units like these would have been much more rare 10 years ago.” Tilley further asserted that comic books carry as deep or complex meanings as any other genre of literature does. She said: “If reading is to lead to any meaningful knowledge or comprehension, readers must approach a text with an understanding of the relevant social, linguistic and cultural conventions. “And if you really consider how the pictures and words work together in consonance to tell a story, you can make the case that comics are just as complex as any other kind of literature.” Tilley’s research on comics was published in School Library Monthly.

India fails to get membership of Washington Accord
INDIA’s India's bid to become a full-fledged member of Washington Accord, an international agreement for standardising engineering education, has been turned down by the 13-member grouping. India, which is a provisional member of the Washington Accord, will again seek for full-fledged membership next year. The application of National Board of Accreditation (NBA), the body under the All-India Council of Technical Education (AICTE) for accreditation engineering institutes, was rejected after two mentors of the Washington Accord gave adverse report. They suggested that India should wait for some more time till the revised criteria for accreditation, which came into force on January one this year, yield results. "The two mentors, appointed by the Washington Accord, came here and examined our accreditation system. They felt that India needs to wait some more time till the new accreditation guidelines yield results," a senior AICTE official said. They will again evaluate the outcome of the new guidelines and suggest accordingly, he said. The Washington Accord, signed in 1989, recognises substantial equivalence in the accreditation of qualifications in professional engineering, normally of four years duration. Signing the accord will enhance mobility of the engineering graduates of India to go to any of the signatory countries and do jobs or pursue further studies.

Campus Notes A two-day national seminar on "Consumer Protection in India" was organised by the Department of Public Administration and Centre for Haryana Studies of Maharshi Dayanand University (MDU) recently with a resolve to boost the consumer protection movement in India. The seminar was organised in collaboration with the Indian Institute of Public Administration, New Delhi. Professor Suresh Mishra, director, Consumer Protection Centre, Indian Institute of Public Administration, said consumer protection needed to be made a global movement. Delivering the keynote address in the valedictory session, Dr S.P. Yadav of Gurgaon said the provisions of the RTI Act should be utilised to safeguard the interests of consumers. He said students should come forward to promote the cause of consumer protection movement. Professor S.S. Chahar, head, Department of Public Administration, and director, Center for Haryana Studies, said the consumer protection movement should be taken to villages. He said officialdom must shun its redtapist approach and show sensitivity towards masses. Professor Sanjeev Sharma of Meerut University said there was no substitute for good governance. He said the government should play a pro-active role vis-à-vis consumer's rights.
Special chance allowed
The university has allowed a special chance to all such students who availed their last admissible chance in the year 2000 and onwards for the improvement of result/score and for clearing compartment paper(s). According to K.C. Dadwal, controller of examinations of the university, this special chance would not be applicable to the students of MBBS/BDS/ BAMS/BHMS courses. Further, this special chance would not entail any candidate for fresh admission. He said the examination fee for this special chance would be Rs 3000 for UG courses, Rs 4000 for PG Courses and Rs 8000 (each examination form) for all professional courses. The special chance, UG/PG and other exams (annual system) will be held in April-May 2010. The last date for submitting the examination form without late fee has been fixed November 20, 2009. Semester system examination (even semester), other than IT courses, will be held in May, 2010, and the last date for submission of the examination form is March 2, 2010. IT courses examination will be held in January, 2010, and examination form may be submitted as per the main schedule.
