Fake GPF sanctions scam unearthed Nawanshahr, October 21 The police has arrested three persons, Karampal Goel, pharmacist-cum-accountant, Dr Krishan Lal, who had served as Senior Medical Officer, PHC, Mujjafarpur from December 5, 2007, to September 9, 2009 and Shalinder Singh, multipurpose health worker, in the case. The two other accused, Dr Jugraj Singh (retired), who served as SMO, Mujjafarpur, from May 3, 2002, to September 30, 2007, and Dr Hardev Singh, who served as SMO, from October 3, 2007, to December 5, 2007, are still at large. Giving details at a press conference here today, SSP Rakesh Aggarwal said earlier the police had registered a case under sections 420, 467, 468, 409, 201 and 120 B of the IPC at Rahon police station on January 22 on the basis of a complaint lodged by the then Civil Surgeon, Dr Chitranjan Brar. In his complaint, the Civil Surgeon had stated that Karampal Goel had tried to draw Rs 2.65 lakh and Rs 2.45 lakh under the signatures of the then SMO, PHC, Mujjafarpur, from the treasury by preparing fake GPF sanctions in the name of Darshan Singh, sanitary inspector, and Bhupinder Kaur, staff nurse. On the basis of the complaint, a special team, comprising Inderbir Singh, Dalbir Singh and Gurinder Singh, was constituted, to conduct investigation into the case. After thorough investigations, it came into light that so far as many as Rs 1.50 crore had been drawn from the treasury by preparing fake GPF sanctions of the employees, that too, without any application submitted by the employee concerned. Besides, the errant officials had also caused loss to the state exchequer by drawing excess salaries of three to four employees by fraudulently including their names in the monthly salary bills. The police had recovered a Maruti Zen car along with Rs 4 lakh, Rs 3 lakh from the house and Rs 3 lakh and National Savings Certificates/Kisan Vikas Patras worth Rs 3.60 lakh from the bank locker of Karampal Goel in the ICICI Bank, Ludhiana. Besides, land registration deeds of as many as 15 plots purchased by Karampal Goel and official record in connection with fake GPF sanctions was also recovered, said the SSP, adding that it had also come to light that Karampal Goel had got his son admitted to MBBS course under the NRI quota at the Medical College, Bathinda, by paying a donation of Rs 22 lakh. |

Suffocated by fireworks, kid loses life Jalandhar, October 21 Unaware of the consequences, Satish (2) and Shivam (5), sons of a gardener, bolted the door of the room of their house in Guru Tegh Bahadur Nagar last night and started busting crackers inside it, while their parents were not at home. Clothes inside the room caught fire from the sparks of the crackers and subsequently dense smoke filled the room. The children fell unconscious due to suffocation. Ram Manohar, father of the children, in his statement to the police, claimed that he was away from home while his wife Aarti, who works as a domestic help, was in the neighbourhood when the incident took place. Aarti found smoke billowing out of the room as she reached home and found her sons unconscious on the floor. The children were rushed to the local civil hospital where Satish breathed his last while Shivam is said to be recovering. The body was handed over to the parents after postmortem examination. The police has initiated inquest proceedings in this regard |

5-month-old foetus found in Civil Hospital Jalandhar, October 21 The sweeper, Surinder Kumar Sonu, found a four to five-month-old male foetus from the choked toilets of the male washroom adjoining the main laboratory section of the hospital. The foetus was found dead and was transferred to the mortuary of the hospital. We have informed the police and further action will be taken only after investigations by police, said Medical Superintendent of the Civil Hospital Dr. Ashol Nayyar. The finding of the foetus in the premises
of the Civil Hospital is reason enough to invite controversy regarding the functioning of
the hospital. “It seems a case of unwanted pregnancy as the sex of the foetus is male. Therefore, we can’t designate it as a case of female foeticide. Even so, finding a foetus in the premises of a hospital is not justifiable. A four-five-month-old foetus can be delivered only by the means of induced labour or surgical intervention. This simply proves that a premature baby was delivered under the supervision or with the opinion of a medical expert”, said an expert, on
condition of anonymity. Though the hospital authorities are claim that someone from outside could also have thrown this foetus in the hospital, what accentuates the mystery of the case is why would the washrooms of the civil hospital be chosen to dump a foetus, when it can be thrown in garbage dumps, drains, sewerage manholes, cesspools etc. It suggests that the baby had been delivered somewhere very near or in the premises of the hospital,” said an employee of the hospital. Meanwhile, the concerned SHO of police station, division no.4, claims that the police is going to register a case against unknown
persons under section 318 of the IPC. |

Sarpanch booked for embezzlement
Amritsar, October 21 Maan Singh, a resident of the village, in his complaint alleged that the sarpanch had pocketed the whole amount released by the government for September, 2008, by imprinting fingerprints of fake persons in the records. He alleged that out of 1,700 populace of the village about 136 persons were getting pensions under various quotas. An enquiry was conducted by the SP (D) of the Amritsar (Rural) police, following which the case was registered against the sarpanch under sections 409, 420, 465, 468, 471 and 120-B of the IPC.

ESI Hospital becomes breeding ground for
mosquitoes Amritsar, October 21 The ESI Hospital, Amritsar, which caters to the underprivileged strata with joint efforts of state and central government, is the live example to gauge the “careless attitude” of the state government as well as the local administration. Just adjacent to the 24-hour emergency block, there lies a pond of stagnant sewage, which has become a breading ground for mosquitoes, and poses a serious threat to lives of the patients. On visiting the site, it was observed that the stranded water is the resultant of spilling over of filthy water from the reservoirs of Temporary Disposal Sewerage Water Pumping Plant which shares the common wall with the hospital. It is relevant to mention that this plant has been established to flush out the sewerage from the pipelines while redirecting it to the main sewerage disposal outlets. Ironically, the insiders said the authorities had spent over Rs 30 lakh on beautification of this hospital by wrongly-passed orders. “The administration talks aloud about its cleanliness and ‘exquisite’ landscaping which cost over Rs 25 lakh. What was the logic of installing lampshades worth Rs 10,000 each to decorate the compound when the mandatory cleanliness is being ignored with impunity?” said an official, preferring anonymity. A probe into the matter revealed further startling facts. Actually, this plant, installed on one canal 7 marla land belongs to the hospital. There has been rift between the corporation and the hospital management to get it vacated. But the matter was suppressed, apparently, under political pressure. |
Punjab to set up spl security group on NSG pattern, says Sukhbir Jalandhar, October 21 He was in the city to attend the state-level police commemoration day parade at the PAP grounds today. Sukhbir Badal said a proposal for raising five Indian Reserve Battalions (IRBs) had already been sent to the Union Government. “I am taking a personal initiative to break stagnation at every level and am confident that this initiative would boost the morale of the force,” he added. Expressing concern over depleting strength of the force, especially in the thanas, Sukhbir said he had ordered massive recruitment drive to fill all vacancies besides ordering promotion in all categories after finalisation of their seniority lists. It was his endeavour to make the police people-friendly and totally professional force so that it could be relied upon by the masses at the time of any crisis, he informed. The police would set up suvidha kendras in all districts by March next year to handle all civil issues of the people professionally. These air-conditioned computerised centres would be set up in commercial areas and policemen in mufti would deal with public with due courtesy, he said. The staff here would handle issues like personal and NRI verification, servant and tenant verification, arms licence and passport verification and other allied tasks and provide a computerised receipt listing the completion date of their work. |
