22 Haridwar, July 7 With the Maha Kumbh slated for 2010, the mela is being seen as a test for preparations for the worlds’ greatest fair next year.
Elaborate arrangements have been made and facilities provided to cater to the Kanwariyas for their smooth journey so that they returned with good memories. With Kanwariyas being a volatile lot and incidents of violence common, the first thing the administration needed to do was to provide security. Hence, 5000 policemen are on guard at the mela. Provincial Armed Constabulary (PAC), Rapid Action Force(RAF) and Home Guard personnel have also been put on duty. The mela area has been divided into zones and sectors. Four super zones have been created with 16 zones and 66 sectors. Four SP rank officers, four ASPs, five DSPs,16 inspectors, 30 SI, 200 head constables and 250 constables in addition to two companies of the RAF, six of the PAC, 600 Home Guards and 700 jawans of the Prantiya Rakshak Dal (PRD) are on duty. To man traffic and the movement of Kanwariyas, there are more than 200 constables under inspectors. The police headquarters has given the Haridwar police 23 motorbikes and nine Boleros. With the terrorist threat looming large, the anti-terrorist squad aided by sniffer dogs and four teams of bomb disposal squads is working round the clock at the mela zone. Police personnel in the garb of Kanwariyas have been told to mingle with the crowds to keep a watch on anti-social elements. They have been specially trained for the purpose. These personnel will be in touch with their superiors who will also be attired as Kanwariyas. On the initiative of SSP Sanjay Gunjiyal, for officers the duty has been lessened to 12 hours from 24 hours and for policemen to eight hours from 12 hours. A separate “Kanwar office” has been established at the SP’s office premises. Late last evening, SSP Gunjiyal held a meeting with police personnel and directed them to deal with the Kanwariyas amicably and in case of any acrimony to report the matter to higher officials at once. Every year there have been incidents of confrontation between the Kanwariyas and locals. The police has now stopped “Dak Kanwariyas”, the cause of most trouble. Dak Kanwariyas would start their journey from Haridwar in vehicles with at least one of them on foot and the rest on vehicles. They were required to reach the venue within a stipulated timeframe. As a result, speeding and rough driving by them led to major accidents and quarrels with other commuters as well as the locals. SSP Gunjiyal has prohibited music systems, loudspeakers and DJs on Kanwariyas’ vehicles. A vigil is being maintained at Roorkee, the entry point. DGP Subash Joshi, at a meeting with district officials, has ordered strict vigil against those coming for merry-making as they often create hooliganism. The Indian Railways has upped its preparations too. Three extra trains are plying from Haridwar till July 23 to lessen the pressure. 3 SD train leaves Haridwar at 1.40 pm and reaches Delhi at 8.55 pm via Shamli; 2 DNS via Saharanpur leaves Haridwar at 2 am and reaches Delhi at 8.50 am; and 2DN starts at 1 am and reaches Delhi at 8.30 am. Two coaches will be added to the BandaKui-Rishikesh passenger train from July 7 till July 22. Station superintendent Samarendra Goswami says if need be, the railways will add more coaches to other trains as well. The tourism department has put up signboards and hoardings from the Narsain checkpost in Roorkee till Haridwar. District tourism officer YK Gangwar says this is being done to guide the Kanwariyas to their destination. Also at Har-Ki-Pauri, an information tourism kiosk has been opened with the Internet facility. Hoardings on the significance of the holy Ganga and urging the Kanwariyas to keep Ganga clean are in place. The health department has made hospital, ambulance, and other arrangements. Chief medical officer Anil Bhatnagar says that sampling of food at roadside dhabas and food stalls has been undertaken and directions given to the owners to maintain cleanliness as most Kanwariyas eat at these roadside eatries. Cabinet minister Prakash Pant has directed the administration to make the Kanwar Mela a success in cooperation with the local residents. Meanwhile, on the occasion of Guru Purnima today , lakhs took dip in the holy Ganga at Haridwar and Rishikesh ghats. From early morning, the Kanwariyas in numbers were seen heading towards Har-Ki-Pauri amid chants of Lord Shiva. |

Dehradun, July 7 According to the NHRC recommendation, a copy of which is with The Tribune, the commission has requested the Government of India to lend the services of the CBI and convey its concurrence within three days. “After the Centre gives it concurrence, the CBI will expeditiously enquire into the matter and submit the report to the Commission within six weeks,” the Commission said. The commission has also said that it is reported that the state government has entrusted the investigation to Crime Branch of Criminal Investigation Department (CB-CID) but considering the gravity of the matter, the commission was of the opinion that the matter should be enquired into by the CBI which has the expertise and credentials to investigate such matters. “Such reports of police brutality, if true, are not only violative of human rights but also an insult to civilised society which we claim to be,” the commission said. It added that it was imperative that such incidents were independently and impartially probed and the guilty police personnel were brought to book. The NHRC has also issued a notice to Uttarakhand Director General Police Subhash Joshi directing him to submit a detailed report in the matter and also to forward the post-mortem and inquest reports to the commission within two weeks. Meanwhile, the investigation into the death may be handed over to the CBI. An indication to this effect was given by Uttarakhand Chief Minister Dr Ramesh Pokhriyal Nishan yesterday. He said in case the parents of the deceased demanded a probe by the CBI, the state government would not hesitate to do so. “Our government wants to proceed in the matter in a transparent manner. What matters most is that the parents of the victim are satisfied,” he said. Union minister of state for labour and employment Harish Rawat has termed the action taken by the government in the case as “insufficient”. “The incident has caused irreparable damage to the image of the hill state as well as the police admin tration,” he said. Leader of the Opposition in the assembly Dr Harak Singh Rawat said Dehradun being an educational hub, students from various parts of the country came here to study. The incident had left parents of most extremely “worried.” “A CB-CID inquiry is not enough and the CBI must be told to probe the matter without delay,” he demanded. The Dehradun Bar Association boycotted work yesterday in protest against the killing. Demanding strict action against the policemen allegedly involved in the incident, association representatives submitted a memorandum to the district magistrate. Meanwhile, new Dehradun SSP Abhinav Kumar has said his main focus would be to redeem the image of the police At the same time, he would take steps to enhance the morale of the force so that efforts to tackle crime did not suffer. Akash Ghai Roorkee: The National Student Union of India (NSUI) has joined the stir against the alleged killing of Ranbir Singh. The local unit of the union staged a protest against the state government and burnt the effigy of Chief Minister Ramesh Pokhriyal at Chandershekhar Chowk, Civil Lines, last evening. Demanding that all policemen involved in the case should be booked under a murder case. The union members, including district president Amit Rod and Ramesh Josh, also asked for Rs 20 lakh compensation for the family of the deceased. “The ‘cowardly act’ of the state police has brought bad name for the state. “The cops guilty should be registered under Section 302 of IPC,” said the union members. “We want a thorough and fair probe into the case. If our demands are not be met soon, we will gherao the resident of the Chief Minister,” warned the union members. |
Rights body to challenge scrapping of Sec 377 Roorkee, July 7 In a meeting held at Purani Tehsil here, the members of the bureau expressed their displeasure over the Delhi HC decision of striking down the provision of Section 377 of the IPC as it violated the fundamental right of life and liberty and the right to equality as enshrined in the Constitution. “With this, the gay culture would be promoted which would ultimately vitiate our rich Indian values and traditions,” said Shailender Sharma, state president of IHRPB. “We are going to challenge the decision in the Supreme Court in the days to come,” said Sharma. The other members, who were present in the meeting, included district president Munir Alam and city president Navin Jain. “We are a great and ancient civilisation. In our society, there is no place for such ‘unnatural’ culture. So we have decided move the apex court,” said the members. |
