Khanduri meets PM with 2 demands
Dehradun, November 2 He also sought central status to Kumoan University. Uttarakhand was given a special package by the NDA government in 2003 for 10 years till 2013. The state was able to attract investment worth more than Rs 10,000 crore as multinational companies flocked to Uttarakhand to avail tax, excise and other benefits. However, after the UPA government came to power at the Centre in 2004, the period of the package was reduced till 2010. It was for the second time that the Chief Minister met the Prime Minister on the issue. Earlier, he had asked commerce minister Kamal Nath to help him. Khanduri also requested for grant of central status for Kumoan University. Already, the government has given central status to HN Bahuguna Garhwal University at Srinagar. The move has created a headache for the Chief Minister who hails from Garhwal. Students, teachers and social activists in Kumaon demand similar status for Kumaon university located in Nainital. They feel there should be no discrimination on the subject. Khanduri is keen that the matter is resolved to the satisfaction of all, lest the issue is exploited by the Opposition. Already, it has assumed emotional overtones. Hence, he met the Prime Minister today in the hope of getting the central nod to the proposal. |

Dehradun, November 2 Participating in the “Open Forum” organised by the Rural Litigation and Entitlement Kendar (RLEK), a voluntary group, a sense of achievement among the newly elected members was discernable. Sharmila Rawat, Shetra, panchayat member from Masodi village (Mori block-Uttarkashi), rued the non-availability of doctors in her area. “ Women in advanced stage of pregnancy cannot expect good medical care and have to be rushed to Dehradun for proper treatment, which is often risky.” In his the address, state health and family welfare minister Dr Ramesh Pokhriyal accepted the shortage of doctors. “We are facing a shortage, which is close to 50 per cent. To fill the gap, paramedics are being hired and auxiliary health workers deputed at the subdivision level.” The minister said 9,000 ASHA workers had been appointed at primary health centres to deal specifically with women-related cases. The minister cautioned the elected women functionaries to be pro-active by keeping abreast of schemes and financial transactions in their villages. “ You should ensure that the financial statement of the work carried out in your area is provided and appraised by you, give your signatures only if the work is complete, be judicious.” Similarly, in his inaugural address, former Chief Minister Bhagat Singh Koshiyari called upon the women to live up to the expectations of the people. “Ensure that you become ears and eyes of the people who have elected you and utilise the money earmarked for carrying out development works alone,” he said. Saroj Gurung, pradhan from Hathi Barkala area, was dismayed at the way they were being told to provide information under the Right to Information Act. “Pradhans don’t have information, so they can’t be asked to do so. They are needlessly being dragged into tasks that are not under their jurisdiction,” she said. |

Dehradun, November 2 The judge was speaking about a decision reached at a Panchayat meeting recently when a rape victim was asked to marry the rapist. “In a strange travesty of justice, a victim of rape was being ordered to marry her rapist and none of the women members protested,” the judge said. Sinha asked women not to become participants in meetings that may harm their interests. “An outcaste already, there was no choice for the rape victim but to go by the decision that was personally devastating. Don’t allow such a situations in your village to take shape. Stand up and raise your voice against injustice.” He was speaking at the concluding session of the two-day Open Forum for Panchayati Raj functionaries organised by Rural Litigation and Entitlement Kendra, an NGO engaged in spreading awareness about self-governance. The judge conveyed to women to act in a non-partisan manner and realise the goals of Ram Rajya - ensuring justice and fair play. Ruing the slow pace of development in villages, Sinha said that there are several milestones to be reached and lack of educational facilities in villages continues to pose a problem. “You should ensure that none of the children in your area of influence remain uneducated. Impart education and make people literate,” he said. Later Justice Sinha honoured Radha Devi, pradhan, Methi beri (Sahaspur block) with the first Nathu Begum award for the exceptional work undertaken by her. The award has been constituted by RLEK in memory of late Nathu Begum, a woman of substance who crossed several hurdles and became a pradhan despite being illiterate and hailing from an orthodox background. |

Forest Act: Forum to hold protest today
Dehradun, November 2 Addressing mediapersons, Munni Lal, convener of the forum expressed concern over the delay in the implementation of the Forests Act in the state. “ The Uttarakhand government hasn’t till date taken any step towards implementation of the Forests Act, accept for asking the department of social welfare to begin the process. No work has been done at the ground level yet,” Munni Lal said. Referring to Van Gujjars of Rajaji Park, Munni Lal said the park authorities were evicting the Gujjars from Rajaji Park “The Gujjars were being forced out from Dhaulakhand East and the Kansro Range.” Echoing similar sentiments, founder president of the forum, Ashok Chowdhary, said it was difficult to imagine that crores of STs are living like slaves even after 61 years of

Owners of 2 trekking agencies arrested
Dehradun, November 2 Police sources in Uttarkashi said Dharmendra Panwar of Himalayan Adventure and Kapil Singh of Dehradun-based Mount Shepherd had been nabbed and a police team sent to New Delhi to arrest the third accused, who runs a trekking agency from Shakarpur area in East Delhi. An 11-member team of trekkers and porters from home and another 35-member team from Australia were trapped in a blizzard in September. While all trekkers were rescued, five porters were killed in the incident. A team of Snow Commandos of the ITBP successfully rescued 39 trekkers, including seven Austrians trapped on the Bhatwari-Kalindi Khal-Arbatal-Ghastoli-Mana route. Noted historian from Uttarakhand Shekhar Pathak and renowned photographer Anup Sah were also rescued. Subsequently a case in this regard was registered by the SDM of Bhatwari on September 24. The Chief Minister had ordered a probe into the incident. According to the sources, the arrests were made yesterday. Investigations showed the accused helped the trekkers obtain the inner line permit to go on an adventure tour to the Badrinath-Kalindi trek from September 10-15, despite knowing well that the weather conditions in the higher Himalayas may be adverse during the period. |
Shifting of forest dept office
Dehradun, November 2 The financial department has objected to sanctioning of funds for construction of the new forest headquarters building in Dehradun, arguing since the headquarters ars still at Nainital, no funds can be released for the same The forest authorities have now sent a cabinet note and are awaiting a decision on shifting of headquarters to Dehradun. The new office, to come up on Rajpur road is named "Aranya Bhawan". It will house key state forest offices. Before the inception of Uttarakhand, all forest activities of the region were managed from Nainital and de facto it continued to be the headquarters. Despite practically all work now being carried out from Dehradun, Nainital continues to occupy the headquarters status. "As our offices are spread all across, a need is being felt for a forest headquarters building and we have sent the proposal to the government for approval of the same," RBS Rawat, principle chief conservator of forests, said. The forest headquarters on Rajpur road is an old British bungalow and lacks basic infrastructure. Apart from the office of principal chief conservator of forests, the campus houses offices of the chief conservator, Garhwal, chief conservator planning and financial administration and conservator of forests, Yamuna circle. Apart from the state forest headquarters, the Uttarakhand chief wild life warden office is based at Nainital. Most of the staff is also based at Nainital while the department has its camp office in Dehradun. A skeletal staff manages the Dehradun office. Certain key forest offices -- human resource department, eco-tourism and land survey directorate -- are situated at various locations in Dehradun other than Rajpur Road headquarters. Their shifting to a single campus will be in the interest of overall working of the department. |

No security arrangements in cinema halls
Dehradun, November 2 Being crowded the threat of terror attacks looms large over cinema halls but theatre owners seem little bothered about foolproof security measures. In the nine cinema halls in Dehradun, none of them is equipped with metal detectors. Furthermore, despite repeated directions by the district police administration, cinema hall owners have not installed CCTV cameras. A visit to some cinema halls on Chakrata Road revealed that there were no security personnel to check cinegoers entering the hall. What was shocking was the fact that in contravention of the rules, several persons even took their bags inside the hall. “The theatre owner has not put up any instruction board in the theatre which prohibits viewers to carry bags inside the hall,” said Sagar Sharma, a teenager. Many persons said that for the past several years, they had not undergone any security check in any cinema hall. “With a spurt in incidents of terror attacks in crowded places, there is urgent need to beef up security in cinema halls”, opined Priyanka, a collegiate. Despite repeated attempts, president of Cinema Owners Association Krishan Lal Bhatia could not be contacted for comment. Dehradun SSP Amit Kumar Sinha, however, admitted that high security vigil required in cinema halls is not in place. “We had time and again instructed cinema hall owners to ensure that the security in charge at cinema hall should double-check bags being carried inside theatres. Besides, we also asked the theatre owners to install CCTV and metal detectors,” he said. Sinha further said that the police administration convenes a meeting with cinema owners association at regular intervals and had stressed upon having proper security arrangements. |
Farmers to get credit to buy tractors
Dehradun, November 2 Stating this at the inauguration of Krishak Mahatosav at Raiwala yesterday, the Chief Minister B.C. Khanduri said it was imperative to keep the cost of agricultural production at a level where it is financially profitable for the farmers. He also stressed on optimum use of natural resources not only to ensure increase in the agricultural production but also the farmers’ income. He drew attention towards increasing production of aromatic plants as it would ensure increase in sources of farmers’ income. The state had a great potential for the cultivation of these plants due to availability of world famous species of these plants in the state. A strong push for diversification of agriculture was the need of the hour to ensure all round development of the state, he added. Besides a large number of farmers, the state agriculture minister Trivendra Singh Rawat, secretary agriculture Om Prakash, the district and area panchayat members were present on the occasion. |

Dehradun, November 2 Nishith won the first set with ease and defeated L. Sanga 21-13. Excellent drop shots combined with brilliant smashes gave Nishith an edge over his opponent.
