Bathinda, September 25
Cursed by untimely rain and subsequent failure to satisfy government agencies on the quality of their produce, a section of farmers has been awaiting purchase of paddy for the past over 10 days at the Goniana grain market here.

Farmers are a harassed lot in the district due to the non-lifting of paddy by the commission agents and the government agencies as well.

Buta Singh, a farmer of Aklia village said more than 20,000 bags of paddy are lying in the Goniana mandi till date. Paddy worth about Rs 1.70 crore is piled up in the grain market.

Buta Singh said that commission agents were not giving their due of Rs 850 per quintal as fixed by the government.

He informed this correspondent that commission agents were pressing upon them to purchase their paddy at Rs 825. Buta Singh demanded the immediate lifting of piled up paddy lying in the mandi.

Daler Singh, a farmer of Kothe village, said he has harvested 10 acres of paddy and rushed the produce to the market about a week ago but has not been able to sell his produce to meet his everyday needs.

He said that the delay in the payment would affect the timely cultivation of rabi crop because farmers will not be able to purchase the desired quantity of fertilisers.

Talking to TNS here, Sukhdev Singh, a farmer from Bahalad Mehma village, said he had been in the market for the past 10 days and trying to reduce moisture content to bring it to the level of satisfaction of procurement agencies.

He said four members of his family were looking after the produce at the market, while there was no one to care for the remaining crop in his village.

Sukhdev rued that he had been shelling out Rs 200 daily in the market and still didn’t know when his paddy would be procured.

Joginder Singh, another farmer from his village, came to the market three days back. According to him his paddy was okay, but he was told to dry it further to bring down the moisture within permissible limits.

Similarly, Karnail Singh, who had brought 16 quintals of paddy to the market, had been awaiting procurement for the past five days.

When contacted, Dipesh Singh, a Food Corporation of India official, said he had received a complaint about non-lifting of paddy and had asked its officials to speed up the process.

He said though he was not satisfied with the work of other agencies, still he would ask them to expedite procurement to ensure that the farmers didn’t have to wait long for it.

Tribune News Service

Bathinda, September 25
The Punjab Agricultural University (PAU) today launched a website, which has information regarding cotton and paddy crops, at the Kisan Mela organised here at the regional research station of the PAU.

The website www.pauipmcottondss.com is in Punjabi. After the launch of the website, farmers were briefed about it through a large screen projector.

Speaking about the website, vice-chancellor of the university, MS Kang said, " our scientists prepared the website which will have solution of all problems concerning cotton and paddy. This is based upon Decision Support System (DSS), with a motive to decrease the differences of the pest control methods of farmers."

He mentioned that farmers could increase their profits following the resource conservation technologies, proper marketing, maintaining a viable linkage with experts. Highlighting the major problem of the Malwa farmers - blackish water and soil, Kang said that the PAU scientists had been developing relevant technologies to tackle these problems.

Location of toll plazas triggers controversy
Praful Chander Nagpal

Fazilka, September 25
The location of the two toll plazas on the 90-km stretch of Fazilka-Ferozepur road have become a cause of resentment among the residents of Fazilka, Jalalabad and the surrounding areas.

The stretch in a very bad shape for long period was repaired about an year back and the control of the highway was transferred to a private concern, the Chetak Enterprises Limited, on the BOT scheme.

The company built toll plaza check posts at two places even before construction of the flyovers on the railway crossing. Their locations have raised a controversy.

The first toll plaza on the Fazilka-Ferozepur road is located at distance of 10 km from Fazilka near Theh Qalandar village. The second toll plaza is located before Goluka turn to Guruharsahai town on the Fazilka-Ferozepur road at a distance of about 45 km.

At present, there is much resentment among the residents of Fazilka, Jalalabad and surrounding areas. Those travelling on four-wheelers from Fazilka have to shell out Rs 23 as toll fee for one side trip to Jalalabad and the similar amount if they want to travel up to Guruharsahai town or Ferozepur.

The residents of Fazilka have to pay Rs 46 for one side travel of 45 km, which is considered exorbitant.

In sharp contrast, the residents beyond the second toll plaza living in area of about 45 km, including those of Guruharsahai town, have to pay nothing for their journey up to Ferozepur.

The Fazilka residents feel that the second toll plaza has been located before the turn to Guruharsahai due to alleged political influence of the then Parliamentary Secretary Rana Gurmeet Singh Sodhi, Congress MLA, Guruharsahai, who reportedly succeeded in getting the toll plaza located at the place so as to benefit the residents of Guruharsahai.

The residents feel that the second toll plaza should have been built at a distance of 5 to 10 km near Ferozepur.

They also maintain that such discrimination is largely due to lack of political representatives of Fazilka and Jalalabad areas.

Chief minister said the school, to be built at a cost of Rs 3.25 crore on four-acre plot, would cater to the needs of the downtrodden and the poor and it would be completed in year's time. He said the government had prepared a scheme to provide a school each in every constituency for providing quality education to students of poor families. “The school would be named after Dr B.R. Ambedkar after he received a request from Balmik Samaj," he added

He unfolded an elaborate plan for the overall development of Punjab, asserting that the state would become number one state in the country for which an amount of Rs 4,500 crore would be spent on civic amenities in the cities alone and we need people's support in this venture.

He said the Bathinda Development Authority was already in place and a blueprint had been prepared to take care of sewerage, solid waste management and other basic problems of the town. Flyovers would be constructed at all railway crossings here to ease traffic congestion and an airport would also come up at Bhisiana village.

The Chief Minister said an air-conditioned bus stand, with a sprawling commercial complex, would come up at the present location.

Keeping in view the high incidence of cancer in the region, the government proposed to set up a major cancer hospital in the city, he added.

Commenting on Congress general secretary Rahul Gandhi's road show, he said it was mere a show of a teenager which would have no practical impact on SAD.

Working president of the SAD Sukhbir Singh Badal said top-class infrastructure would be provided in Bathinda, which is the focal point of Punjab and borders Haryana and Rajasthan. Several development schemes have been implemented to provide connectivity in the region.

Later, chief minister laid the foundation stones of the buildings of Khalsa College and a community centre in Model Town.

Our Correspondent

Abohar, September 25
The municipal council (MC) here today resolved to set up a water-treatment plant for the sewerage water. However, it was not made clear from where the funds would be arranged.

President Shiv Raj Goyal had earlier stated that the Chief Minister would be requested to make special allocations as the MC was under debt of Rs 9 crore allegedly due to "wrong policies" adopted by the previous Congress-led council.

The MC, in its second meeting, accepted the plea of the sports associations that permission for using the renovated Nehru Stadium for carnivals or rallies should not be granted in future.

It was also decided that equipment to update the sanitation department be purchased, increase the charges for using the municipal town hall by 100 per cent and develop a market on the municipal land near the police complex.

The meeting also ended the rumours that the council would not initiate any action against 27 colonies in the town that had been notified as illegal as it resolved that the colonies would not get water and sewerage connections.

The policy will be reviewed only when the colonisers/buyers of plots paid the development charges as per the rules framed by the state government.
