More churches attacked in Mangalore
Mangalore, September 15 When people came out to protest against the attacks on nine churches in Daxina Kannada, Udupi and Chickmagalur districtrs yesterday, some miscreants threw bottles at the group that resulted in stone pelting from the other side. The police resorted to lathi charge in Thokkottui, Kulashekar and B C Road where a large number of Christians gathered in the morning. The police said the situation was slowly returning to normalcy. Meanwhile, Bishop of Mangalore Dr Aloysius D’Souza speaking at a press conference here today clarified that no cases of conversion had come to light in any of 158 churches under Mangalore diocese. He urged the district administration to take stringent action against the culprits responsible for yesterday's attacks and put in maximum efforts to maintain peace in the district. Meanwhile, Karnataka minister for ports Krishna Palemar today assured the people of the city that proper protection would be provided to all churches and institutions. The damages caused during the attack would be suitably compensated. He claimed that yesterday's incidents were the handiwork of miscreants and Sangh Parivar was not involved in the incidents. Energy minister K S Ishwarappa today said the state government would not spare anyone who indulged in violence even if they were Bajrang Dal activists. At the same time, the government would also not allow forcible religious conversions, he added.

Sonia convenes special meeting NEW DELHI: The spreading violence against Christians from Orissa to Karnataka has set alarm bells ringing in the Congress. Party president Sonia Gandhi convened a special meeting of senior party leaders to take stock of the Sangh Parivar’s ongoing efforts to create confrontation between two communities in the run-up to the coming elections.
Bangalore, September 15 The participants in the gathering included retired IPS officers H T Sangliana, former police commissioner of Bangalore, who won the Bangalore (north) Lok Sabha seat on a BJP ticket but was later expelled from the party, and FTR Colaso, who was Karnataka director-general of police. Both of them accused the state police of inaction with regard to the attack against the Christians. A good number of people of the ecclesiastical orders, including nuns, were present at the meeting. Tempers ran high among the participants and Justice Subray Rama Nayak, chairperson of the State Human Rights Commission, who had come to listen to the grievances of the people, got a mouthful from some of the angry participants. “You have treated me very shabbily,” Nayak was heard saying while leaving. Sangliana said the attacks should not be seen as an onslaught by Hindus against the Christians. “Only a miniscule section of the Hindus, namely the Bajrang Dal, the hardcore RSS elements and others like them, are involved. I can assure you that 90 per cent of the Hindus are with us,” he said. He said he had personally given a memorandum to the Karnataka home minister on the increasing attacks on churches and churchgoers and the members of the Christian clergy in Karnataka. “If he cannot stop such attacks, then he has no right to remain as the home minister,” Sangliana said. Colaso said ever since the BJP had come to power in the state, the number of incidents of attacks against Christian institutions had increased. He said no one was being converted to Christianity in the state by using force or inducements as alleged by the Hindu-right-wing. BG Koshy, an organiser of the meeting, announced that 54 arrests had been already made in connection with yesterday’s incidents. The information about the arrests had been given to him by the ADGP (law and order), he said. A similar appeal was also made by former MLA Ivan Nigli. KJ George, Congress MLA, said 61 people had been arrested for yesterday’s incidents. It was decided at the meeting that representations would be made to the State Human Rights Commission as well as the Chief Minister for taking action against those involved in attack against the Christians. |
Community under constant threat in Orissa: NCM
New Delhi, September 15 Back from his two-day visit to riot-hit Kandhamal district, which has been on the boil since August 23 when Hindu leader Laxmananda Saraswati was killed, NCM’s vice-chairperson Michael Pinto said Christians in the area were receiving consistent threats to reconvert or face dire consequences. Speaking to The Tribune from Mumbai, Pinto said he could sense a great deal of fear among Christians in the area. “They are worried about their future and are unable to cope with the situation,” he said, adding that the NCM would submit its report on the Orissa situation within this week. The commission may recommend to the government a ban on Hindu extremist organisations to restore peace in the area, it is learnt. But a recommendation that is sure to come involves the implementation of Orissa Freedom of Religion Act (OFRA) in letter and in spirit. “The radicals are using force and fraud on Christians, threatening them to convert to Hinduism. This is in clear violation of the Constitution and can’t be allowed to continue,” Pinto today said. He added that the foremost concern of the commission was the restoration of peace and security in the area. “The state must first bring an atmosphere of normalcy to Kandhamal so that people can return to their livelihoods without fear. For that, it is important for the state government to send clear signals to the extremist Hindu groups that they can’t take law into their hands,” the NCM vice-chairperson said, making it clear that there was nothing wrong with conversions provided they were through conviction and not fear or force. The NCM has, meanwhile, reacted sharply to the spread of anti-Christian violence to Karnataka. A team led by NCM chairperson Mohammad Shafi Qureishi will tomorrow leave for Mangalore for spot assessment of the situation. Mangalore is the epicentre of communal attacks on Christians and their institutions in Karnataka. “We will meet the Chief Minister and the Governor,” said NCM member Harcharan Singh Josh who will be part of the team that visits Karnataka. |

Orissa to change law on religious freedom
Bhubaneswar, September 15 "Religious conversion is certainly an issue in Kandhamal. We will deeply study the Orissa Freedom of Religion Act and make changes where required," state home secretary T.K. Mishra said after a review meeting here. Mishra said the state would deliberate on the sensitive issue as the district had been frequently hit by communal flare up. Kandhamal had witnessed violence between Hindus and Christians during Christmas last year in which three persons were killed. Mishra indicated the government would like to take a middle path while working out strategies and implementing them to eradicate communal tension from minds of the local residents.

On Sunday, Bajpai is reported to have collected a huge crowd in the neighbourhood, charging the pastor of forcible conversion. |

Mumbai on high alert after Delhi blasts
Mumbai, September 15 The emails, sent to various media houses shortly after Saturday's bomb blasts in New Delhi, have already warned that Mumbai and Kolkata would be next on their list. Senior police officials heaved a sigh of relief after the Ganesh festival passed off peacefully in the city on Sunday. As a precautionary measure, the security forces got the organisers of the biggest Ganpati at Lalbaug, Parel, central Mumbai, to immerse the idol on Monday morning. The procession carrying the idol to the sea left the venue well before dawn, but was immersed only after 9 am this morning. Security was tight and police personnel were redeployed from other places in order to carry out the immersion peacefully. So far, attempts by police to flush out suspects who are part of terror outfits have failed. Police say they are on the look out for Abdul Subhan alias Tauqueer, a former software engineer with Wipro, who is suspected to be the brain behind the emails sent minutes before the blasts. Even the cars, where the bombs that went off in Ahmedabad six weeks ago, were stolen from the city. So far the police have struck a blank in tracing the suspected car thieves. Officials here fear that the next attack, if carried out in Mumbai, could be different from the blasts carried out in the city so far. The terror emails sent to media houses contained threats to Shiv Sena supremo Bal Thackeray, deputy chief minister R.R. Patil and police officer Hemant Kankare. Security for all of them have been tightened. |

Rs 500-crore relief announced for Assam
Guwahati, September 15 Patil made the announcement in a press conference at the airport here yesterday evening after an aerial survey of the flood-affected areas of the state, including Majuli River Island and assessing the flood damages at a meeting with Assam Chief Minister Tarun Gogoi and his cabinet colleagues and senior government officials. “As directed by the Prime Minister, I have decided to announce Rs 500 crore to provide immediate relief and rehabilitation to the flood-affected people in Assam where 35 human lives have so far been lost due to flood. The centre will release Rs 300 crore immediately.” Patil informed that as per the estimate made by the Assam government, the state would require about Rs 83,000 crore over a period of about 15 years to carry out a long-term flood and erosion control measures. “This amount can be provided by the centre through international financial institutions over a period of time and for that the state government has to submit a detail blue print. There is need for Assam and Arunachal Pradesh to work and the proposed North Eastern Regional Water Resources Management Commission would come handy in this regard,” Patil said. Patil appreciated the Assam government’s strategy to take care of immediate flood relief and rehabilitation measures with the resources available at its disposal before approaching the Centre for more funds. “Such a gesture from the Assam government led by Tarun Gogoi is laudable and we hope all other states in country will follow the same,” the home minister said. |

Bengal’s new relief package for Singur
Kolkata, September 15 He advised the party men at Singur to personally meet those “unwilling farmers” and persuade them to accept the offer for their own interests. Today’s meeting, in which all the Left Front partners were present, was organised for mobilising public opinion in support of the Tatas Nano car project. Mamata Banerjee and 20 other parties, fighting for the farmers whose farmlands have been acquired at Singur for the Tata project, will organise a counter-rally tomorrow at Singur. Mamata alleged that the CPM had sold themselves to the Tatas and both Chief Minister Buddhadeb Bhattacharjee and Ratan Tata had now decided to crush the very existence of the poor farmers in the name of industrialisation. The government yesterday announced its “new package”, stating that only the 70 acres (and not 300 acres as demanded) from inside the Tata Motors project could be returned to the unwilling farmers, who would be paid at the rate of Rs 12 lakh per acre as the price of the land. The package includes an economic rehabilitation scheme. Tata Motors officially welcomed the new package and hoped a long-term peaceful situation to prevail at Singur for their smooth running of the plant. Interestingly, before the finalisation of the inquiry report of the four-member committee set up by Governor Gopal Krishna Gandhi on the Singur’s “land returning demand”, the government suddenly on Sunday announced it’s new compensation package even before discussing anything with the Governor. Gandhi is now in New Delhi and he will be back to the city this weekend. But he already made an appeal to the government and the oppositions to maintain the spirit of help and cooperation to resolve the Singur crisis amicably. He said in the past few days in order to resolve the issue, he found the Chief Minister and Mamata Banerjee quite reasonable. He felt since the intention of the both was good, the problem would be solved soon. The front chairman said the government wanted the Tatas to immediately re-start the Nano plant, where suspension of works was declared on August 28 in the face of the continuing violence. The Chief Minister did not attend today’s meeting. But yesterday while addressing a DYF’s rally at the nearby Burdwan town, he reiterated the decision to run the Tatas project at Singur since it was for the interest of the state and the Singur people. He appealed to Mamata Banerjee to come to the negotiation table again before launching any further agitation at
Singur. |
Combating Terror
Guwahati, September 15 Talking to the media at the airport here this evening, Patil, in reference to Delhi serial blasts said, “Intelligence agencies at all levels, including those in state, have to be strengthened as it is not possible for only the RAW and the Intelligence Bureau (IB) to do everything to thwart the design of terrorists.” He asked all chief ministers to allocate more funds in their state budgets for
modernisation of police and intelligence networks. He advocated marriage of conventional system of intelligence gathering in the country, that depended heavily on the police network, with that of western system. Elaborating he said, “In a situation where there are only 14,000 police stations in about 5.6 lakh villages in the country, we always can’t depend only on the police to provide us with the most efficient inputs on terrorists’ design. We have to introduce the western system where there are
a group of people in every village who will work as ears and eyes for the government agencies.” According to the home minister, the government, on the basis of information so far gathered in the wake of Delhi blasts, had found that the blasts had similarities with those triggered earlier in other parts of the country. “We have been examining the information gathered so far and yet to come to a conclusion,” he said. In respect of BJP’s demand for tougher counter-terror laws, Patil said only tough laws would not suffice to counter the threat from terrorists. |
1 killed in police firing at Vadodara
Vadodara, September 15 As around 400 rioters went on the rampage, setting several shops and vehicles on fire, the police opened fire after the use of lathis and teargas shells proved ineffective. The irate mob also attacked a place of worship. One Juned Sheikh (25), a resident of Hathikhana, was killed on the spot. Six others, who also received bullet injuries, were rushed to the SSG civil hospital. Condition of at least three victims was stated to be critical, hospital sources said. Considering the mounting tension, the authorities promulgated prohibitory orders under section 144 of CRPC in the area this afternoon. They have deployed heavy armed police force to contain any tense situation. The rioters, who indulged in heavy pelting of bricks in retaliation to yesterday’s sporadic incidents of violence in the Fatehpura, Yakutpura and Hathikhana areas during the immersion, today looted about one dozen shops and set four of them on fire along with three two-wheelers. Last night, at least 10 persons, including two senior police officials, were injured in heavy stone pelting between the members of the two communities in the same area. About half-a-dozen shops, three roadside ‘larries’ and two vehicles were also damaged in the mob attack. However, the police were able to quell the mob after the lathicharge and lobbing of teargas shells. The police has reportedly detained eight persons in connection with yesterday’s violence.

Protect rights of Tibetan refugees, Prachanda urged
New Delhi, September 15 About 30 per cent of the 20,000 Tibetan refugees who entered Nepal illegally and found shelter at the four camps in Pokhara, were not granted refugee certificates. They face the risk of imprisonment and deportation in an attempt to satisfy China; since September 9 this year, 132 Tibetan activists have already been arrested. Raising the issue today, ACHR director Suhas Chakma said, “Nepal has turned into a poodle of China. As a ratifying party to the UN Convention against Torture (CAT), Nepal has the legal obligation to ensure that no Tibetan refugee is repatriated to China where they face the risks of torture, inhumane and maltreatment. Article 3 (1) of the CAT prohibits expulsion, return or extradition of any person to any state where there are substantial grounds for believing that they would be in danger of being subjected to torture." The ACHR accused Nepal of following a racist policy against Tibetan refugees. |
Women hold sway in panchayat poll
Dehra Dun, September 15 Uttarakhand becomes the first state to implement 50 per cent reservation of Panchayati Raj institutions seats for women. The BJP state government headed by Chief Minister Maj-Gen B.C. Khanduri (retd) had passed an Act in this connection early this year. However, women of the state who had always been in the forefront-be it the fight for prohibition or agitation for a separate state-took advantage of the situation to win more than 50 per cent seats for themselves in the panchayat elections. According to the results already announced, besides seats for women, seven women have trounced their male counterparts in zila panchayat seats, while 65 women won general seats at the gram panchayat level and 67 seats at the block development level. Elections were held for 6,371 seats of garm panchayats, 2,943 seats of block development councillors and 371 seats of members of the zila panchayats. Interestingly, leaders of various political parties put up their wives as candidates for zila panchayat members from different districts. Deepti Rawat, wife of Harak Singh Rawat, Leader of Opposition and senior Congress leader, won from Pauri Garhwal district while Rajni Bhandari, wife of Uttarakhand sports minister Rajinder Bhandari, won from Chamoli district. Madhu Chauhan, wife of ruling BJP legislator Munna Singh Chauhan, also won from Kalsi block of Dehradun district. Ambika Sajwan, wife of former Congress minister Shoorveer Singh Sajwan, won from Tehri Garhwal. Aabha Barthwal, wife of Samajwadi Party national general secretary Vinod Barthwal, won from Raipur block of Dehradun district. On the other hand, many of the senior politicians had to face humiliation as most of their candidates failed to make it. Majority of the overall seats in the three-tier Panchayati Raj institutions were won by Independent candidates, much to the chagrin of the ruling BJP and main opposition Congress. |
SC refuses stay on HC ban debarring Anand, I.U. Khan
New Delhi, September 15 Posting the next hearing in the case for September 22, a Bench comprising Justices B.N. Agrawal and G.S. Singhvi sought all the records relating to the case in which the main accused Sanjeev Nanda was sentenced to five years recently. Special prosecutor Khan and Anand were caught on camera in a sting operation conducted by a TV news channel. The apex court also made it clear that the High Court was fully competent to strip Anand of the status of senior advocate and the Bar Council had no role in it. Deendar Anjuman ban upheld The Supreme Court today upheld the ban on Deendar Anjuman, allegedly involved in bomb explosions in 10 churches and a temple in Andhra Pradesh, Karnataka and Goa during May-July 2000. The outfit was first banned in 2001 for two years and the ban still continues with periodic extensions. A special tribunal had upheld the ban earlier this year and this was challenged in the apex court. A Bench comprising Justices Arijit Pasayat and Mukundakam Sharma dismissed the statutory appeal today on the basis of secret documents provided by the Centre, thus validating the ban. on online lotteries The Supreme Court today issued a notice on a petition seeking a nationwide ban on online lotteries to prevent families from getting ruined. The notice was issued by a Bench comprising Justices B.N. Agrawal and G.S. Singhvi. The petitioner, Satyavir Singh, pleaded his case personally, stating that he had to approach the apex court as it was not possible for him to move all High Courts in states where such lotteries were prevalent, particularly in the North-East. |

Khairlanji Verdict
Bhandara (Maharashtra), September 15 The Bhandara court near Nagpur deferred pronouncement of the quantum of the sentence but agreed to resume hearing from September 20. The case had triggered violent reactions and kicked up a storm in the Maharashtra assembly and Parliament. Ad hoc sessions and district court judge SS Cass pronounced eight of the 13 accused guilty. Gopal Binjewar, Sakru Binjewar, Shatrughan Dhande, Vishwanath Dhande, Ramu Dhande, Jagdish Mandlekar, Prabhakar Mandlekar and Shishpal Dhande were convicted under Sections 148,149,201 and 302, IPC. Three others, Mahipal Dhande, Dharampal Dhande and Purushottam Titarmare, were acquitted. The court found no evidence against the three either under Section 354, IPC, or the Prevention of Atrocities on Scheduled Caste and Scheduled Tribe Act 1989. Surekha Bhaiyalal Bhotmange, her daughter Priyanka and sons Sudhir and Roshan were killed on September 29, 2006, over a land dispute in Khairlanji village. The four were mercilessly beaten to death and their bodies thrown into a canal in the village, the prosecution had alleged. Surekha's husband and the only surviving member of the family Bhaiyalal had managed to flee. Shortly after the court gave its verdict, Maharashtra Deputy Chief Minister RR Patil appealed to the people to maintain peace and harmony.

UP Police Recruitment Scam
New Delhi, September 15 A Bench comprising Justices B.N. Agrawal and G.S. Singhvi also issued notice to the UP government on a petition filed by the CBI, challenging the High Court order. The CBI had refused to investigate the case pleading heavy workload. Allegations of casteism and overlooking of even basic requirements such as height had been raised against the then government in connection with the recruitment exercise. The present Mayawati government cancelled most of the appointments and suspended senior IPS officers involved in the scandal, but revoked the suspension following their apology. |

Kidney scam case
Mumbai, September 15 The Bandra metropolitan magistrate released the brothers on bail of Rs 15,000 each. The magistrate also sent a show cause notice to the suburban Mahim police asking them to explain why they failed to file the chargesheet within 90 days of arrest. The Mahim police will have to file its reply on September 23. "We had filed for bail today as the 90-day period for filing the chargesheet ended yesterday. Amit Kumar and Jeevan were arrested in this case on June 17 this year," advocate Ratnakar Singh, appearing for both them, told PTI. Kumar was brought to Mumbai from Ambala in Haryana by Mumbai police in a case registered against him in May 2005 on the charge of duping a local into having his kidney removed. Kumar and two others had allegedly promised Rs 3 lakh to the complainant and took him to Delhi and then to Gurgaon where the operation was conducted. However, in return the accused paid the complainant only Rs 70,000. The second case against Kumar dates back to August 1994 when he was arrested for allegedly running a kidney racket from his clinic in suburban Khar. Kumar was arrested in Nepal early this year.

UGC dole-out has teachers fuming
New Delhi, September 15 The federation of central university teachers association (FEDCUTA) today said by indulging in plain announcements, the UGC was simply trying to dilute teacher’s collective struggle for early submission of the G.K. Chadha Pay Review Committee report. “Where on the one hand the committee is talking of niceties for teachers, on the other it is offering nothing concrete in terms of the time of submission of the report,” FEDCUTA today said, adding that the central university teachers viewed UGC’s yesterday’s exercise of announcement as a “part of a diversionary and delaying methodology.” The conglomerate of 24 central universities fears the committee report will not come in time and will ultimately delay salary-hike benefit to teachers by at least one-and-a-half-year. “The announcement of elections any time now will lead to the imposition of the code of conduct. That will delay the teachers’ pay commission by over one-and-a-half year,” said federation president Aditya Naraian Misra, threatening nation-wide agitations by teachers if UGC’s promises were not soon translated into reality. FEDCUTA also wants the Prime Minister Manmohan Singh to intervene for immediate submission of the PRC report and said the UGC, by extending the period of the committee for a month, had exposed its non-seriousness on the issue of attracting and retaining talent in higher education. “Let the PM intervene lest 24 central universities plunge into a long-term mode of agitations and rupture academic flow and pursuits across the country,” FEDCUTA said, announcing its decision to hold a protest march on September 17 against the alleged delay tactics of the UGC. Prof G.K. Chadha, for his part, had yesterday announced a series of measures the committee was planning for teachers’ welfare. Promising entry-level incentives and grants for those willing to work in remote areas, Chadha said the committee report would “soon be submitted”, without specifying the date. On committee’s mind is unprecedented hike in teachers’ salary, huge entry-level incentives, student assessment of teachers, and greater involvement of teachers in the academic processes and work. Chadha, a former vice-chancellor of JNU and chief executive officer of SAARC University, had yesterday added that recommendations of the sixth pay panel would be considered when finalising the report. The committee said it would prefer the report to be implemented from January 1, 2006, if it was accepted. |

Roorkee, September 15 According to the police, following information from a local resident of the colony regarding suspicious activities of two suspects in an adjacent building, a police team reached the spot. "The police team cordoned off the area and asked the suspects to surrender.Instead, the suspects opened fire at the police, injuring one police personnel. The police returned the fire in which the suspects were injured," said a senior official. "They were rushed to the civil hospital where they succumbed to their injuries," the official added. |

They were taken to Karachi, Lodhari said. Indian Coast Guards and the external affairs ministry had been informed about the incident, he added.

New Delhi, September 15 The SP MP from Jalesar has been disqualified under the 10th Schedule of the Constitution, which deals with issues of defection. By defying the party whip, Baghel had become liable for proceedings under the anti-defection law. He today became the second Lok Sabha member of the SP to be disqualified from the House for defection. Earlier on July 28, the SP had sought disqualification of six of its MPs, who had defied the party whip and voted against the confidence motion of the UPA government. The party had expelled the MPs before demanding their disqualification in a representation to the speaker of the Lok Sabha. These included among Prakash and Baghel, Raj Narain Budholia from Hamirpur, Afzal Ansari from Ghazipur, Ateeq Ahmed from Phulpur and Munnawar Hussain from
Muzaffarnagar. |

New Delhi, September 15 Prakash was last posted as Consul-General of India at Shanghai. He has also served as a Minister (political and economics) at the Indian Embassy in Cairo and director (Pakistan) in the ministry. Sarna, the government’s face on foreign policy matters for nearly six years, has already been named as the Indian ambassador to Israel. He is expected to take up his new assignment shortly. |
