Tackle the school bully early Little Taran is an obese eight-year-old who attends the local public school. During the recess the students call him Taran bhaji and offer him their tiffin. If any classmate offers resistance, Taran and the bhai-log of the class 'set him right' with their fists. Bullying and teasing have been serious topics for discussion, but have become a major concern for the educators. Bullying is a universal problem and is a characteristic of many children in the elementary school itself. Bullying of other children may be a consequence of the example set by a parent or an older sibling. Emotional insecurity, lack of true companionship and bad behavioural models make the child feel that he is not loved. He suffers from a sense of isolation and tries to compensate with the revenge motive. He will tease his classmates who are puny or those who wear spectacles. Children who are stronger normally have the courage to fight the bullies. If there is boredom in the classroom due to lack of adequate activities, the child may have no outlet to express his adventuresome spirit. As the young pupil has not got enough to keep himself occupied, he will harass his neighbour. Many children show aggression when authority is imposed on them or after a conflict with a sibling. They hit out at those they consider weak. In such cases, an appeal has to be made to the child. Taking away a classmate's fancy stationary or raiding his tiffinbox are simple illustrations of bullying at the early stage. Bullying may also arise out of curiosity such that the child thinks of it as experimentation. He soon starts dominating others and then enjoys being the boss who picks on others. As he grows up with no real feeling of security, he will be seriously maladjusted. Child rearing practises too are responsible for a child turning into a bully. Children who are rewarded for aggression embrace the macho culture of bullying. Their on-surface toughness is a reminder of their personal adequacies. Television and video games not only show aggression but also go a long way in reinforcing it. The child cannot differentiate between real life encounters and the world of fantasy. Bullying is common in boarding schools and college hostels where 'survival of the fittest' is the motto. At times bullying in the hostel can become a highly aversive experience scaring the student for life. Extreme ragging in professional colleges often leads to suicide by the freshers. Incidents of ragging may include abuse, social exclusion of the victim, marring his reputation or getting him into unnecessary trouble. Bullying and ragging cannot be ignored. The big bully with his aura of toughness has to be dealt with in childhood itself. The child will need skilful guidance and gentle handling. The mentor will have to be tactful so as not to incite rebellion. Constructive occupation will channelise the energy of the child. Small tasks like cleaning the board, sharpening the pencils and acting as the teacher's helper give a sense of achievement to the young pupil. Physical punishment for bullying is not the answer. Colleges have banned ragging and there are anti- ragging cells, but ragging still exists. Tell someone if you are being harassed. Stand up and defy bullying.

Notes B.Sc Agriculture (Hons) should be designated as professional degree to make agricultural profession attractive to the rural youth. This recommendation has been made by the brainstorming session organised by the Punjab Agricultural University on the subject, "Education in Agriculture and Allied Subjects in Punjab." The session was attended among others by the Punjab Agriculture Minister Sucha Singh Langah, Dr G.S.Kalkat, Chairman, Punjab Farmers Commission and former Vice-Chancellor, Punjab Agricultural University, officers of the State Agriculture Department and members of the Board of Management of the PAU. Dr Manjit Singh Kang, Vice-Chancellor, PAU who presided over the session, made presentation giving details of the various agricultural education programmes of the PAU. According to Dr (Mrs) S.K. Mann, Dean, Postgraduate Studies, who acted as the Nodal Officer, the brainstorming session also recommended that agricultural education must be diversified, made enterprise-oriented, focus on the development need-based training and short-duration courses. PAU should develop sub campuses to reach out to all the rural areas of the state, use KVKs (Krishi Vigyan Kendras), wherever possible and develop distance learning facilities. The main strategy for agricultural education should be to increase the income of the farmer and make small farmers viable. Keeping in view the dwindling intake of rural students (about 8 per cent of total students admitted to B.Sc. Agri (Hons), it was recommended that 25 per cent seats be reserved for the state for those who have done their matriculation or +2 from rural schools. For this, legislation needs to be enacted by the State Vidhan Sabha on the pattern of Karnataka. Strengthening of agricultural education and research being crucial in the state, the government should spare 5 per cent from Rural Development Fund collected annually for strengthening the teaching and research activities of Punjab Agricultural University. It was further recommended that all colleges/institutions offering diploma and degree programmes in agriculture and allied subjects in Punjab should affiliated to PAU to maintain the standard of education and practical training and a regulatory authority needs to be constituted. Cooperative farming should be given a thrust, with a policy on a cooperative system for services like marketing of crops and inputs. — Contributed by K.S. Chawla
