A two-day national seminar on ‘Indian Writing in English—Native and Diasporic’ was organised at Manohar Memorial College, Fatehabad, from January 24 to January 25. A large number of scholars of English literature across the country participated in the seminar. Inaugurating the seminar, Abhai Maurya, Vice-Chancellor of the English and Foreign Languages University, Hyderabad, observed that though Indian writers had carved a niche for them as far as writing in English is concerned, their writing was far removed from Indian ethos.

The audience, though surprised over the unexpected question, made their guesses—some said 20, some 100 and others put it at 50. However, all the guesses were wrong. The figure was as low as five out of 1,800 cadets going under training, the Governor said, adding that the concern of Mr Manpreet Badal was genuine. He emphasised the need for imparting quality education to the youth to compete in life. He said it was the duty of educational institutions to prepare and motivate the youth to join the armed forces.

Hence, in order to motivate and prepare the Punjab youth for the armed forces, government and PSU competitions through agencies like C-PYTE (Centre for Punjab Youth Training and Employment) and the police, the Punjab Government has constituted the State Vocational Training, Employment and HRD Mission (Technical, Professional, General) to function across universities, professional institutions and departments for vocational training and identify core sectors in the state in the primary, secondary tertiary sectors and to ensure qualify human resource development by various capacity building/training establishment/ institutes in the state.

The mission will also collaborate with industry to provide employment for the trained youth in Punjab through employment fairs and career counselling. It will also ensure mechanism for a meaningful and close interaction between industry and training educational institutes for the benefit of all stakeholders.

It will lay down basic norms for institutions to offer vocational training courses, including but not limited, to the qualification and skill/competency of instructors/trainers/teachers, infrastructure required, evaluation and examination certifications norms, etc., and placement norms, if any. The mission will prepare the framework for the opening of new vocational institutions in emerging trades on different models, including the franchise model. This may also generative revenue for additional education and training work in institutions.

The mission is expected to fine tune the existing educational technical education institutions/framework or job-oriented courses and vocational education and training programmes to match the requirements projected by job surveys by modifying the existing course curricula in line with the requirements of market or adding new vocational courses/modules in universities, deemed universities and affiliated/attached colleges, engineering colleges, management institutes, other professional institutes, polytechnics, ITIs, vocational institutions, senior secondary schools, vocational schools and private institutions of repute which are willing to adopt the curricula.

Its function will also be the identification and approval of new job-oriented courses and vocational education and training programmes as per the requirements of job market and offer the same at the existing educational institutions in the state at various levels, with some assured job placement/self-employment. It will get developed the detailed curricula and course material on outsourcing basis or with in-house expertise wherever possible and also identify vocational education and training programmes to remove skills and competencies caps in the existing education and training.

The mission will coordinate the activities of vocational education in schools, colleges and other professional and non-professional institutions. It will also coordinate the implementation of various skill development initiatives (SDIs), vocational training implementation in the state, facilitate the delivery of various vocational training programmes/modules through public private partnership models.

It will work on the guidelines for fee norms for vocational training institutions, which could be linked to the percentage of students placed in jobs after the successful completion of the training.

It will coordinate opening of vocational and IT college wings in Punjab colleges and institutions. It will ensure the implementation of various policy interventions by the government from time to time. As a first step, it will make it compulsory for all the institutions and selected schools to establish at least 20 per cent seats on vocational training by additions/conversions.

Headed by the Principal Secretary of Technical Education and Industrial Training, the Mission will have the Secretary of Employment Generation and Training as vice-chairman.It will also have co-opted members of industry, economists, vocational training experts and principals of colleges.

Inaugurating the seminar, Abhai Maurya, Vice-Chancellor of the English and Foreign Languages University, Hyderabad, observed that though Indian writers had carved a niche for them as far as writing in English is concerned, their writing was far removed from Indian ethos. Tracing history of Indian writers in English, Maurya said writers like R. K. Narayan (The Guide and Malgudi Days) and Mulakh Raj Anand (Untouchable and Coolie) wrote about the Indian people and their culture, but these features had not been carried forward to its logical conclusion by the subsequent writers trying their hand at the genre.

He said because of our colonial inheritance, our English writers too had been impressed with the Western mindset that they forgot the common man of the country while depicting their characters. English literature by the Indian diasporas, he added, was far more away from the Indian reality.

Maurya said Salman Rushdie (Midnight’s Children) and Arundhati Roy (The God of Small Things) might have won accolades abroad, but they hardly evoked a cathartic experience in an Indian reader like him because they did not represent Indian ethos.

Bhim Singh Dahiya, a former Vice-Chancellor of Kurukshetra University, Kurukshetra, said it was in the context of global scenario of English today that we needed to view our own literature in English. He said we should not continue viewing Indian writings in English in the dialectic of colonial/post-colonial.

G. K. Das, a former Vice-Chancellor of Utkal University and a former Head of the English Department of Delhi University, released a book, Postmodern Essays on Love, Sex and Marriage in Shakespeare, authored by Bhim Singh Dahiya. A large number of scholars presented their papers at the seminar.

R. W. Desai, president of the Shakespeare Society of India and a former Head of the English Department, Delhi University, presided over the inaugural session while Prof K. C Bhardwaj, Vice-Chancellor of CLDU, Sirsa, delivered the valedictory address to conclude the function. Earlier, M. M. College Principal D. K. Kaushik and Director Subhash Sharma welcomed the delegates.

C. L. Kochher, Director-cum-Principal of DAVIET (DAV Institute & Engineering and Technology), belongs to the latter group. He is a man with a mission and an educationist with a vision.

Kochher is one of the luminaries of the DAV educational movement who has played a significant role in the progress of the Doaba region. DAVIET, Jalandhar, is a testimony to the zeal and commitment of Kochher who within a short span of less than a decade has raised the college from a tiny structure to a huge campus which is always humming with academic and co-academic activities.

Born in a humble family, Kochher matriculated from Gurusar Sahai (Ferozepore). Surmounting innumerable difficulties, he managed to join Mehr Chand Polytechnic for Diploma in Civil Engineering. However, he had to give tuition to pay for his fees and meet family needs.

Immediately after completing diploma with distinction, he was appointed as an instructor in his own institution. The zeal for self-improvement and ambitious goals lead him to clear AMIE and M.Tech in Civil Engineering during his service. By dint of his diligence, he became Head of the Department and later became Principal of Mehr Chand Polytechnic for three years. He holds the position of Founder Director-cum-Principal of DAVIET, Jalandhar, and the Administrative Head DAVIET Research Foundation since 2001.

It was in recognition of his services, he was given the Bharat Gaurav Award by the Indian International Friendship Society in 1997. The Best Principal Award was conferred on him by the DAV College Managing Committee, New Delhi, in 2005. Recently, the Indian Merchant Chamber Commendation Award was given to DAVIET in 2006-07.

Principal Kochher is a life member of various institutes like the Institution of Engineers, India; Indian Society of Technical Education; DAV College Trust and Management Society, New Delhi, and Punjab Academy of Sciences, Patiala.

Apart from this, Kochher is a widely travelled man and has been to China and the US for the study of technical education systems in these countries.

Kochher is a man of a great integrity. He worked for one and a half years without salary until the college got affiliation to Punjab Tehnical University. He kept teaching assignment for himself in spite of his over-busy schedule as an administrator.

Now, he plans to make the institution the best of all technical institutions in northern India. Endowed as he is with great diligence and perseverance, he is sure to translate this dream into a concrete reality with the cooperation of his able teaching faculty.

Environmental studies a compulsory subject

The university has introduced environmental studies as compulsory subject at the undergraduate level, including professional and technical courses, from the academic session 2007-08.

This decision will also be applicable to the students of the semester system and distance courses of the university. Though most of the private candidates haven't mentioned the subject in the examination form, it is mandatory to clear in the second year of their respective courses.

Dr R. S. Bawa, Registrar, Guru Nanak Dev University, said the compulsory environmental subject had been started from the second year of undergraduate classes. He said if any student failed to clear the subject, he/she would be given two chances to pass the subject. The students could avail their first chance in the supplementary examinations and the second chance would be given to them along with the part-three examination. The medium of the subject would be as per other subjects of the degree.

The Registrar said under the semester system, the subject had been introduced in the third semester. If any candidate failed to clear the paper, he could appear in the fifth semester. The medium of the subject would be English.

Media awareness campaign

The Department of Journalism and Mass Communication at MDU will launch a media awareness campaign in the rural areas in the month of February.

The Head of the Department, Dr Harish Kumar, said the idea behind the exercise was to create awareness about various social issues among the rural masses, apart from informing them about the relevance of media in highlighting and solving their problems.

A senior faculty member at the department, Dr Sarojani Nandal, said it would be a sort of community service programme aimed at providing the villagers an insight into the functioning of the media and its significance in their lives.

The students of journalism and mass communication will get an opportunity to interact with the rural masses and share their knowledge with them in fulfillment of their social responsibility, they added.
