Jalandhar, March 30
The sports department in association with the Sansarpur hockey association today organised a fumction to honour Olympian Balbir Singh (senior) for his contributions towards hockey.

However, the function organised to shoot the documentary made on the life of Balbir Singh was marred by the high-handedness of the army authorities, who not only stopped the crew from shooting the film but also allegedly abused them.

The one-hour documentary is being made by Kolkata-based Piyaly Production House.

The incident took place at the Sansarpur hockey grounds. The army authorities were also part of the function. The GOC, 11 Corps, Lieut-Gen Noble Thumburaj, who was the chief guest, later felicitated the Olympian. The crew was taking shots of Balbir Singh when one of the army officers not only stopped them but also allegedly abused them. After the incident, the crew left the venue.

Director of the documentary Jaydeep Mukherjee said: “One of the officers asked us not to take shots and when we tried to explain that we have the permission we were abused.

“We are taking shots of places that are associated with the player and Sansarpur is one such place,” rued Mukherjee.

Interestingly, the GOC in his speech mentioned about the documentary being shot there. “I am upset about whatever has happened,” said Balbir Singh.

“We came to know that a documentary is being made on the life of Balbir Singh, so we decided to organise a function where he could be honoured,” said Director Sports, Punjab, Pargat Singh.

Jalandhar, March 30
The District Consumer Disputes Redressal Forum today asked tehsildar Harjinder Singh to appear in the forum on May 14 for non-compliance of its order.

The order passed on October 9 pertained to making compensation to the tune of Rs 60,000 per marla to the complainant who had purchased two plots from the rehabilitation department through an auction in 1981. He has not been given the possession of the plots since then.

The forum maintained that the tehsildar had been directed to get the sanction from the finance secretary through the deputy commissioner for clearing the payment on March 28. It also felt that sufficient opportunities had been granted for complying with the order and hence he was directed to appear in person.

Tilak Kumar, a resident of Ladhewali, had filed the case against the tehsildar (sales)-cum-managing officer of the rehabilitation department in the district, in the forum where the judgment was made in his favour on March 5, 2003. The complainant was the highest bidder for the two plots. His bids were Rs 24,500 and Rs 24,700 for the plots for which he deposited 20 per cent at the same time. The remaining amount was deposited within the stipulated time frame.

Medical negligence

Another complaint was filed in the forum on Friday in which Suman Kumar, a labourer, alleged that he had taken his pregnant wife to the Jalandhar Civil Hospital for check-up on March 21, 2005, but doctors operated upon both of them, not just terminating the foetus but also rendering them infertile.

Suman complained that he was approached by a clerk, who advised him to undergo vasectomy. He said both of them were operated upon and discharged after two to three hours. While Suman said he had gone willingly, his wife was operated without her consent. He said after being discharged, the doctors told his wife that she could deliver the baby.
