Women should do better

The Academy of Agricultural Research and Education Management (AAREM) uses the famous poet and thinker’s saying as its guideline. AAREM functions as part of the Directorate of Human Resource Management, Chaudhary Charan Singh Haryana Agricultural University, Hisar.

Set up with financial assistance from the World Bank over a decade ago, the academy aims to provide in-service institutionalised training to the academicians and administrators working in teaching and research institutes. It gives them an opportunity to update their knowledge by furnishing information about the latest developments in their respective fields.

The academy has been providing specialised training to teachers and scientists through refresher courses, orientation programmes, workshops, seminars, conferences and other related activities. It also caters to the specific needs of related government departments and banks.

Since its inception, AAREM has organised nearly 40 courses for foreign nationals on the request of their respective governments. It is the only institute of its kind among all state agricultural universities (SAUs) of north India.

“While a B.Ed degree or JBT diploma is a basic requirement for the candidates aspiring to join a State-run school as a teacher, no such qualification in teaching is required in case of colleges or universities. This underlines the significance of training the teachers of universities and research institutes,” observes Dr R.S.Dalal, HAU Registrar-cum-Director, Human Resource Management.

He points out that the Mehrotra Committee, constituted in 1986 for revising the pay-scales of teachers serving in the institutions of higher learning, recommended that their promotion be linked with training and capacity-building programmes.

Following this, the University Grants Commission (UGC) got Academic Staff Colleges established on the campuses of different universities. But there was no such set-up in the SAUs.

The National Academy of Agricultural Research Management, Hyderabad, is a central body for training of agricultural scientists. Apart from it the Indian Council of Agricultural Research (ICAR) also sponsors summer/winter schools organised at SAUs and its own institutes.

Still, these arrangements were inadequate in view of the growing number of agricultural scientists and teachers. It was in this scenario that AAREM was set up on the HAU campus.

Soon after its establishment, the academy undertook an intensive computer literacy campaign, under which it trained nearly 1,000 officials of the university in just one year. Being run with a skeletal staff, the academy has trained thousands of teachers, scientists and other officials from different parts of the country and abroad.

The major areas under which the academy imparts training are education technology and teaching skills, extension and research activities, administrative management and agricultural journalism. Apart from agricultural scientists and academicians, it also trains non-teaching and technical staff.

The latest additions to the academy are a NISAGENET unit — the first in the country — and an IPR cell. Owing to its efficient functioning, the university administration now plans to develop AAREM as a regional centre of agricultural training.

Women should do better

Dr. Bawa said that parents should not discriminate among male and female children. He said if the women are provided more opportunities, they could prove better than their counterparts. Talking about women empowerment, the Registrar said women are showing supremacy in almost all fields. He suggested that after marriage their husbands and in-laws should provide more freedom to the women to show their talent and worth. He also awarded certificates to the participants.

The UGC Observer, Dr. Pam Rajput, while speaking regarding evolution and feedback about such workshops, she expressed her satisfaction over the response of women delegates in such workshops.

Earlier, in the interactive session, Mrs. Anita Punj, IPS, AIGP, Punjab said that in Punjab, out of a police force of 70,000 personnel in the state, only 1,500 are women. On the IPS front, there are 144 officers of which only five are women. She said the concept of glass ceiling and sticky floor has to be broken to motivate women in to higher managerial positions.

Dr. Karuna Chanana from JNU, New Delhi said that there are only 20 per cent women teachers in colleges and universities. Recently, the number of female students joining higher education and research increased to 40 per cent. In medicine and engineering, the girls enrolled are less, 25-28 per cent. The professional subjects preferred by girls are software and biotechnology. Dr. Renu Bhardwaj, Coordinator of the workshop said that women science students in Punjab are doing extremely well.
