New Delhi, December 24
With the exception of Pondicherry, Panaji and Shillong, 60 out of 63 mission cities, including Chandigarh and Delhi have submitted their city development plans to the Union Urban Development Ministry to access Central funds under the Jawaharlal Nehru National Urban Renewal Mission.
The Mission was launched on December 3, 2005, for infrastructure development, e-governance and to provide basic services to the urban poor in selected mission cities with a Central outlay of Rs 50,000 crore for a period of seven years.
While 43 city development plans have been approved, 17 others are under appraisal. 114 detailed project reports from 39 cities spread across 12 states-- Andhra Pradesh (Rs 771.76 crore), Chandigarh (Rs 56.98 crore), Chattisgarh (Rs 303.64 crore), Gujarat (Rs 1433.96 crore), Karnataka (Rs 79.96 crore), Madya Pradesh (Rs 987.99 crore), Maharashtra (Rs 2779.43crore), Punjab (Rs 179.34 crore),
Rajasthan (Rs 288.48 crore), Tamil Nadu (Rs 381.31 crore), Uttar Pradesh (Rs 32.51 crore) and West Bengal (Rs 880.01 crore)-- have been sanctioned by the Central Sanctioning and Monitory Committee of the Union Urban Development Ministry.
The projects approved are with regard to water supply, sewerage, drainage, storm water drains, solid waste management, mass rapid transit system, roads, flyovers and other urban transport.
The national Capital Delhi submitted 39 detailed project reports worth Rs 7,649.50 crore, of which 26 are under appraisal while 13 have been returned to the Delhi Government for modifications.
The value of the 114 projects sanctioned so far is Rs 8175.41 crore while the additional Central assistance committed is 3901.38 crore. The approved Central assistance for release is over Rs 850.45 crore and the Central assistance released so far by the Ministry of Finance is over Rs 791.65 crore.
Four twenty three cities with a population of one lakh and above will be covered under the Mission Mode Project on e-governance in municipalities. The project will be implemented during the next five years.
The municipal functions, which are proposed to be covered under the project, are registration and issue of birth/death certificate, payment of property tax, utility bills, grievances and suggestions, building approvals, procurement and monitoring of projects, health programmes, accounting system, personnel information system.
