New Delhi, December 9 Listing agriculture, irrigation, infrastructure, water resources and education as priority areas, Prime Minister Manmohan Singh today sought states support for “difficult” policy changes for attaining ambitious albeit feasible 9 per cent growth during the 11th Five Year Plan.
