Cong men join SAD

More than 100 Congress workers, led by Mr Ranjit Singh Rana, a former chairman of Land Mortgage Bank, today joined the SAD.

Mr Rana, who accompanied former SGPC chief Bibi Jagir Kaur and her supporters, alleged that he and others had taken the step due to “autocratic behaviour” of Mr Sukhpal Singh Khaira, president, Kapurthala district unit of the Congress. He said if Mr Khaira was allowed to act as per his whims and fancies the Congress would suffer in Kapurthala district.

“Mr Khaira thinks that he is a king. His behaviour with party workers is not appropriate. This is despite the fact that he has suffered defeat in the Assembly elections twice,” said Mr Rana.

Meanwhile, Mr Khaira said Mr Rana had already been “expelled” from the Congress for his “anti-party” activities.

Fishing disturbs feathered guests

These days Dholbaha Dam in the foothills of Shivaliks in Hoshiarpur district is home to a large number of birds, especially migratory from far-off places like Siberia, Russia and Kazakhstan.

The dam, one of the largest man-made check dams in the Kandi area, came into existence in 1987. It is a rain-fed reservoir.

The reservoir supports a majority of fish species. Though Indian major carps like the rohu, mrigal and catla are stocked in the lake from time to time, exotic carps are also introduced occasionally. In addition, fish from surrounding areas also enter the lake during the rains.

At present, ornithologists are worried about haphazard fishing in the reservoir which is disturbing feathered guests.

The Fishery Department instead of giving the fishing rights to contractors for a year has given on a lease for five years.

During a visit to the dam on Sunday, a number of fishermen were involved in laying nets. While laying the nets they were frightening birds by beating the boat panels and making screaming sounds.

It is not the contract which is of concern to the bird lovers but the haphazard fishing. They say while laying nets they should not disturb the birds.

But, the fishermen were pitching nets in those areas where birds, especially large cormorants, were feeding. It may be because the cormorants are gluttons and the fishermen feel the birds are eating their bounty.

However, officials of the Wildlife Wing say frightening of birds is a violation of the Wildlife Protection Act. They say the fishermen should be booked under the Act.

But the Fishery Department is ill-equipped in terms of patrolling facilities, manpower and funds.

Besides this, the fishermen were illegally ferrying tourists despite the fact there was no rescue boat or life-saving jackets.

Mr Balbir Singh, a gauge reader with the Irrigation Department, who is posted on the dam, said compared to the last year this year only a few birds reached here.

The water level in the reservoir is also low. It was just 409m against the normal pond level of 417m. Last year it was 411m.

The declining water level may also be the reason for not attracting birds, especially the red-crested pochard and the coot, which prefer deep water.

To protest against the recent attack on Shiv Sainiks allegedly by SAD (A) workers at Tarn Taran, workers of the Shiv Sena (Bal Thackray) burnt effigies of the Chief Minister and the SAD (A) chief at the Nehru Garden chowk here today.

The Shiv Sainiks were led by Mr Naresh Soni, a senior leader of the Punjab unit. The protesters alleged that the attack was pre-planned and that Mr Simranjit Singh Mann and Capt Amarinder Singh were hobnobbing with each other.

They demanded the registration of a case under Section 120-B of the IPC against Mr Mann.

Car hits bystanders, six hurt

Six persons, including two children, were injured in a road mishap in Phagwara last night.

A car hit bystanders, causing injuries to six. The injured were rushed to the Civil Hospital where two were referred to the Jalandhar Civil Hospital. The people assembled on the spot manhandled the driver, who was also hospitalised.

The injured were identified as Krishan Lal and Ramesh, both occupants of the car and residents of Jalandhar, Hans Mian, Ram Bahadur, Karan (3) and Binoo (5), all residents of Phagwara.

Jalandhar, December 5
The Union Home Secretary, Mr V.K. Duggal, today inaugurated the 51st Punjab Police Games at Punjab Armed Police stadium here.

The inter-zonal games in various disciplines, including athletics, basketball, boxing, football, handball, hockey, kabaddi and wrestling, will be held, said the DGP, Mr S.S. Virk, while addressing the gathering.

More than 1,100 sportspersons of national and international repute are participating in the games.

At present, there are nine Padma Shree awardees, 32 Arjuna awardees, 101 Maharaja Ranjit Singh awardees and one Dhian Singh awardee serving the Punjab Police.

In his address, Mr Duggal lauded the role of the Punjab Police sportspersons for their outstanding contribution in the field of sports.

Insurance company asked to pay claim

In a significant decision, the District Consumer Disputes Redressal Forum, Kapurthala, has directed United India Insurance Company to pay Rs 2 lakh as medical claim to Mediclaim policy holder Nirmala Puri of Sultanpur Lodhi.

Pronouncing the judgement, the president of the forum, Mr A.K. Sharma, and its members, Ms Sushma Handoo and Ms Sudha Sharma, asked the insurance company to pay the insured sum of Rs 2 lakh with nine per cent per annum interest from the date of repudiation i.e. from February 23, 2005.

Going one step further, the insurance company was also directed to pay Rs 5,000 as compensation for mental tension and harassment and Rs 1,000 as litigation expenses to the policy holder within a period of one month from the receipt of the copy of the judgement.

In its 13-page judgement, the forum observed that the complainant proved deficiency of service on the part of the insurance firm.

Ms Puri filed the complaint on May 25 in which she had stated that she had obtained a one-year policy from the company on November 12, 2003.

The complainant further stated that she felt pain in her limbs and the pain persisted even after taking the pain killers. Subsequently, she had been referred to the PGI where she was diagnosed as suffering from atherosclerotic PVD left lower limb, a condition in which there is decreased flow of blood or obstructed circulation of blood in veins.

Following which, she underwent surgery on her left leg on September 27, 2004, at the PGI. She had to be operated upon again on October 5 for wound exploration and proximal and distal fogartisation of graft.

Subsequently, an emergency surgery for the amputation of the knee had to be done on October 8. She remained in the PGI till November 6, 2004, for further treatment after surgery.

The complainant stated that the intimation of the ailment and the admission of the complainant was given to the insurance company on September 14 and entire original medical bills duly signed by a Senior Resident were submitted to it on November 5, 2004.

On the contrary, the complainant received a letter from the insurance company on February 23, 2005, that it had rejected her claim stating the ground that claim filed by the complainant pertained to the management of the ailment which was related to a pre-existing disease.

The forum observed that the treatment taken by the complainant in the PGI was not due to any pre-existing disease, as such repudiation of the claim to the complainant was wrong.
