Harassed lady officer seeks meeting with Army chief
Chandigarh, May 27 Sources reveal that the officer has now written to the General Officer Commanding-in-Chief, Northern Command, in this regard. This letter follows several complaints forwarded to senior officers at 16 Corps, in which she has complained that she has not been given documents pertaining to the court of inquiry (CoI), which she is legally entitled to receive. She has also complained of being subjected to further harassment and intimidation by some senior officers. Meanwhile, the Army has so far failed to attach the officer against whom charges have been made. Till yesterday evening there were no indications that the Army was complying with provisions of Army Instruction 30/86, which require an officer against whom CoI proceedings have been initiated, to be attached to a different establishment. This is done so that the CoI is fair and impartial. This, sources said, is a significant anomaly in proceedings because being an officer from the Judge Advocate General’s department in the same establishment where an inquiry against him is on, he would be rendering legal advice to the convening authority in his own case. This, some officers added, has cast a shadow on the fairness of the CoI. The Army has chosen not to respond to the aforementioned issues. A detailed written query emailed to the public relations officer at Jammu elicited a cryptic one-line statement that the court of inquiry is in progress as per the provisions of military law. In a detailed written complaint written to the GOC, 16 Corps, on May 7, the officer had pointed out that she was being sexually harassed ever since she got posted to Nagrota in March. She had also appraised senior officers about the matter. A perusal of her complaint reveals a number of instances where she was allegedly sexually harassed. There have also been instances where she was not given a vehicle to travel while on duty, phones in her office being removed, humiliation in front of clerks and changing her appointment in official records. The officer also remained admitted to the Military Hospital, Jammu, for traumatic syndrome. Medical documents mentioned attempt to molestation and office environment as the reason for her condition, sources revealed. |
