Surprise checks on schools Jalandhar, May 2 Mr Verma found that though in most of the schools, a large number of students were absent, they had been marked present in the attendance registers. He directed the District Education Officer (elementary), Mr Joginder Singh Aulakh, to issue strict instructions to all officials concerned to check the malpractice. He asked the officer to call the explanation of head teachers in Government Primary School, Kala Bakra, and Government Primary School, Pachranga, who had “fudged” the attendance records. The DC was also surprised to know that in many schools, the annual grant of Rs 500 given per teacher (for procuring or preparing teaching aids and learning materials for quick grasp of lessons) was not being used. “As a result of the disinterest shown by the teachers, the general knowledge level of the students was found to be very poor. When I asked Class IV students to name the days of a week and months of a year, they were unable to do that,” said the DC. Mr Verma also went to schools in Jallowal and Bhogpur. He found that in some of the schools, textbooks provided free of cost by the government to scheduled caste students had not been given, despite the fact that the academic session in primary schools had started two months back from March 1, 2006. He took a serious note of the negligence and directed Dr Karnail Singh, Assistant Commissioner (grievances), to fix the responsibility for this lapse and submit the report within a week. At Government High School, Pachranga, the DC found that though the academic session had started a month back, computers were still not operational. There, he took the principal to task and directed him to look into the matter at personal level and get the computers operational within a week. Mr Verma also asked the District Education Officer (secondary) to furnish a certificate within 15 days ensuring that computers were functional in all schools where computer education was being imparted. He directed the DEO (elementary) to convene a meeting of all Block Primary Education Officers in the district and bring to their notice any shortcomings that he had found during the surprise inspection. He said that after the summer break, such surprise inspections would be conducted again, and in case any shortcomings were found again, strict action would be taken against the erring teachers and officials. During the surprise visit, the DC was accompanied by Dr Karnail Singh, DEO (elementary), and Dr Kala Singh, Deputy DEO (elementary). |
PSEB ready with power purchase MOUs: Sekhon Jalandhar, May 2 Stating this here, Member, Distribution, Punjab State Electricity Board, Mr Jaswinderjit Singh Sekhon, said the board had signed agreements with the private companies like Lanco and Reliance for the purchase of power. States like Jammu and Kashmir and Himachal Pradesh had also agreed to give power to Punjab to meet the demand during the peak summer months, he said. The board had signed Memorandum of Understandings (MOUs) with the private companies for supply of power till the end of July, and talks were in process with states like Orissa that were ready to provide power to the board, but the transmission lines passing through the states of Uttar Pradesh and Bihar were not able to transmit more power, he said. Till yesterday, the board stood at demand and supply gap of only 50 lakh units against the gap of 150 lakh units last week, said Mr Sekhon. Though the demand-supply gap was likely to stand between 300 and 400 lakh units from the month of June, the power available was 850 lakh units till yesterday against the demand for 900 lakh units, he said. The agriculture sector would also be given eight-hour power supply from the month of June. Jammu and Kashmir had agreed to give power up to 16-17 lakh units everyday till the end of September, he informed. By decreasing the transmission losses, the board planned to draw 400 to 500 MW of power from the system, he added. |

Dharna by health workers Jalandhar, May 2 Addressing the gathering, Mr Harinder Singh Dusand, state representative, said that the government was trying to suppress such protests being launched against the handing over of reigns of health services to zila parishads and panchayats. He said the members would not get jittery after such attacks and would instead intensify their move. They said that massive protests were being planned for Bathinda on May 7 and Lehragaga on May 14 to protest against the cane-charging incident in which 94 employees were injured and 12 were still in serious condition. Meanwhile in Phagwara, hundreds of health department employees under the banner of Health Services Bachao Sangharsh Committee, Punjab, staged a dharna in the local Civil Hospital premises today and raised slogans against the incident. In a statement, the leaders of Punjab Pharmacists’ Association and Sangharsh Committee, Kapurthala, alleged that the government was using repressive measures against the Health Department employees. Criticising the Punjab government, they alleged that it was bent upon granting sanction to the controversial proposal of handing over of health services to private hands on contract basis, thereby downgrading the health services in rural areas. The PCMS association, Kapurthala, also condemned the incident in Kapurthala today. In a rally at the office of the Civil Surgeon, the association members and doctors from the district participated and demanded that the decision of privatising the health services should be taken back. |
