Panel raps govt for vacancies in SC/ST posts

A number of vacancies in SC/ST posts have not been filled by the government because it lacked the “zeal” and not that relaxations and concessions to these depressed sections of society were inadequate, said a parliamentary standing committee on the Ministry of Personnel.

“Surely, the government has failed not because the relaxations and concessions were inadequate but because of the absence of zeal to implement these relaxations and concessions in letter and spirit,” the Committee on Welfare of Scheduled Castes and Scheduled Tribes said in its latest report tabled in Parliament.

It said, “Even after 57 years of Independence, Group A and B posts meant for SCs and all posts meant for STs have not been filled up despite the government claiming to have provided relaxations and concessions to these communities.”

The committee, headed by BJP MP and former Social Justice and Empowerment Minister Satyanarayan Jatiya, asked the government to bring a comprehensive legislation on reservation for SCs and STs and to include it in the Ninth Schedule of the Constitution.

Rejecting the government’s stand that posts filled by deputation or by transfer on deputation were outside the purview of reservation, it said that in a department where 10 or more posts were filled in such manner “the rule of reservation could be made applicable”.
