For the sake of honour
Roopinder Singh

I have a bit of shocking news for you, said a familiar voice on the phone.

"All well, sir?" I inquired, concerned.

"Well, you know, Guru Nanak Dev University has decided to confer a Honoris Causa degree upon me. I don't know why they selected me… it is a great, but a very pleasant surprise. You remember that I could not complete my college degree… I would like you to be there."

I immediately said a yes and was present when Marshal of the Indian Air Force Arjan Singh, DFC, was conferred the degree of Doctor of Literature at the 31st convocation of the university at Amritsar on Sunday. Mr Justice Khalil-ur-Rehman Ramday of the Pakistan Supreme Court and Dr Manohar Singh Gill, a former Chief Election Commissioner of India, were also given Honoris Causa degrees. The Latin term means: "for the sake of honour".

The Marshal of the Indian Air Force spoke from the heart when he said that so many years after he left his studies at Government College, Lahore midway because he joined the IAF, he had been given a much higher degree than the graduation that he missed.

He is extremely proud of the three years that he was a student of Government College, Lahore, and remembers that period between 1935 and 1938 rather clearly. His experiences there and the learning that was imparted to young Arjan Singh comes through very clearly, and there is much gratitude towards the institution and its teachers in him. Having written his biography, many details are familiar: how he led an austere life, how he chose to live in the Quadrangle, since it was cheaper, games he played and excelled in.

He spoke from the heart when he addressed the students at the convocation. "I believe in austerity and hardship during student days," adding that "hard work is never wasted". He asked the students to have a simple living and pointed out that the simplest man in the country is President Abdul Kalam, who has not only lived a spartan life, but also does not have any house, anywhere.

Even as he made a pitch for the armed forces by telling the students that the forces looked after their own very well, the man who has fought three wars said: "I hate wars." He recalled how he was among the lucky five out of the 21 who went to fight the war in Burma and said that the only way to prevent wars was to be always prepared for these. "Leadership is never the achievement of one man, but is the cumulative effect of team leaders below," said the man whom the Indian Air Force still considers its leader, its only five star General. An IAF contingent was present in force during the function.

To those who thought they had worked hard to achieve their academic success and were, perhaps, looking forward to a break, Marshal of the Indian Air Force Arjan Singh, DFC, said: "I wish you work very hard after you get your degrees, you must achieve with I got-mental satisfaction."

Arjan Singh did not get a degree from Government College, Lahore, but he was educated there, and the result was for all to see at Amritsar. His speech was straightforward, clear and inspiring and it was received amidst thunderous applause.

To many attending the convocation, it seemed that Guru Nanak Dev University was only formally putting a seal on the education imparted by another premier institution across the border 70 years ago.

The Marshal of the Indian Air Force was conferred a degree, for the sake of honour. He imparts education to those who come in contact with him through his deeds, honourable conduct and speech.

Prospectus, forms to be online

Raman Mohan

Come the next academic session and students seeking admission to various teaching departments will not have to depend on booksellers for buying prospectus and forms. The MDU will make these available at its website mdurohtak.com.

Besides, the forms for migration, re-evaluation of answer books and registration for Ph.D will also be available for downloading from the website. So far, these forms could only be bought from the sale counter of the university's publication cell. All the forms pertaining to the Directorate of Distance Education of the university are already available online.

The initiative to put even the prospectus on the Internet was taken by the Vice-Chancellor, Dr R. S. Dhanker, who wants the website to be as user-friendly as possible. The prospectus will move online the day the hardcopy version is released for sale.

University officials said, earlier, admissions had been slow to begin, as the students first procured copies of the prospectus and forms by post before applying. Now that these will be available on the Net, the university expects the duly filled forms to start pouring in much earlier. A bank draft to pay for the form and the prospectus will have to be attached with every form.

Efforts are afoot to allot sub-domains on the website to the teaching departments. The 135-odd affiliated colleges have also been offered a chance to get their websites prepared by the university and link these to the main MDU website, for which the institutions would have to pay a fee.

Students and research scholars have been offered the facility of logging in for a small fee to access secure data. A large data bank is being prepared.

Bond to go after doctors' no

The condition to furnish a bond for Rs 5 lakh and serve for at least five years will soon be waived for anyone joining as teacher in the Post Graduate Institute of Medical Sciences affiliated to the MDU. The condition had been imposed in 1996 by the-then Bansi Lal government to ensure that teachers did not quit the PGIMS for greener pastures after gaining experience here.

Till 2002, new appointees had to furnish a bond for Rs 1 lakh only. However, the INLD government raised this limit to Rs 5 lakh. However, the condition backfired and various departments are now facing an acute shortage of regular teachers. After the amount was raised to Rs 5 lakh, only two of the five teachers offered jobs in its dental college actually accepted the offer.

The condition hit the super-specialty departments of the institute the most. None of the teachers selected joined the institute because of the stiff condition. The new PGIMS Director, Dr N. C. Wadhwa, raised the issue of waiving the condition to attract more talent to the institute. Reportedly, the new government has accepted in principle his suggestion. Once the condition is waived, the PGIMS can hope to fill the vacancies in its medical and dental colleges.

Probe sought against ex-VC

The MDU Teachers Association has demanded a public inquiry into the functioning of former VC Maj-Gen Bhim Singh Suhag (retd), alleging that during his tenure, the university Act and statutes were grossly violated to favour certain individuals.

In separate letters to Chief Minister Bhupinder Singh Hooda and Chancellor Dr A.R. Kidwai, the association has also demanded that university officials who had colluded with the-then VC and were still occupying key posts should be shifted to ensure a fair probe and rule out tampering with official record. The MDUTA has also sought that the sanctity of university bodies be restored as per the Act and statutes.
