New Delhi, February 12
In an apparent embarrassment to the ruling RJD ahead of the second round of elections in Bihar, the Election Commission today served a notice on the RJD over CDs featuring the post-Godhra riots in Gujarat and postponed polls in three seats in view of "inadequate" security arrangements.
According to EC sources here, Bihar Chief Electoral Officer K.C. Saha issued a notice to RJD state President Abdul Bari Siddiqui seeking to know the "factual position", by this evening about the use of the CDs in Purnea and Kishanganj districts.
The RJD has been asked by Mr Saha to explain the position as to whether the CDs were being shown for electoral publicity and if the party had taken prior permission from the commission for it, the sources said.
The EC also decided to postpone till February 18, polls in Bahera, Ghanshyampur and Jale Assembly constituencies in Darbhanga district, where elections were
originally scheduled in the second phase on February 15, on the grounds of "inadequate" security and law and order arrangements.
