PM promises a new Kashmir
 Announces Rs 24,000 cr revival plan; hints at more troop reduction
Srinagar, November 17
Seeking people’s participation for building a “new Kashmir”, Prime Minister Manmohan Singh today announced a plan for the state’s economic reconstruction that includes Central assistance of Rs 24,000 crore, a high-power Advisory Council for economic development and making Kashmir a priority destination for IT companies.

Gunbattle near PM’s rally venue, two militants killed
Srinagar, November 17
The police and the security forces killed two unidentified militants after a nearly three-hour-long encounter over a hillock near Dalgate, only a few hours before the Prime Minister, Dr Manmohan Singh’s scheduled public meeting at the SK Cricket Stadium, about 200 yards away.

Troop pullout from J&K begins
Srinagar, November 17
Coinciding with Prime Minister Manmohan Singh’s visit to J&K following his announcement on troop reduction in the state as part of efforts to win hearts of the people, the Army today began moving out troops.
