Bus driver booked for killing man
Union leaders block traffic
Tribune News Service

Ludhiana, May 24
The Division No V police station has registered a case of death by rash driving against the driver of a PRTC bus after a day-long drama in a hit-and-run case that caused the death of an old man.

While the police and witnesses claimed that he was crushed by a PRTC bus, members of the Karamchari Dal claimed that he had been killed by a private bus driver and alleged that the police was implicating the PRTC driver.

The members of the dal staged a dharna and blocked traffic near the bus stand in protest against the registration of a case and alleged misbehaviour meted out to the driver by a PCR policeman. They blocked the traffic for more than an hour.

Sarwan Singh (75) died near the bus stand after he was crushed by a bus at 11 am today. He was rushed to hospital where he was declared brought dead. Soon after the incident, Jagtar Singh, a policeman, caught hold of a driver of the PRTC bus and handed him over to the Division No V police.

Mr Suresh Sood, general secretary of PRTC-INTUC, alleged that the policeman and some other witnesses were trying to implicate the driver. He alleged that the cop also beat up the driver soon after the incident. He also misbehaved with the president of the dal, Mr Pritam Singh, when he was trying to intervene, he alleged. He also said the bus whose number was produced by the police did not belong to the PRTC depot.

He claimed that they lifted the dharna after the police apologised to the driver. However, the SHO, Mr Anil Joshi, said they had booked the driver under Section 304-A IPC. He said union leaders were trying to create a ruckus to save the driver, although according to eyewitnesses, he was driving the bus when the man was crushed. He said the police had nothing against the driver but the unionists were trying to shield him. He said they had not even disclosed the name of the driver.

Mr Joshi added that an inquiry had been marked into the case and investigations were on. He said they would identify the driver from the duty desk. Refuting the allegations levelled by the unionists, he said they had even tried to hoodwink the police by producing three buses with similar numbers. Meanwhile, Mr Sood said they had chalked out a programme to oppose any move of the police to implicate the driver.

PTU students demand merit lists
Deepkamal Kaur

Ludhiana, May 24
Resentment prevails among students of the local engineering, pharmacy, technical and management colleges affiliated with the Punjab Technical University (PTU) over non-availability of merit lists of students who appeared in the examination held in December, 2003.

The students said that the university had declared their results last month but without a merit list they could not know their overall position in the university. Some of them who had attained good results in their respective colleges said that they could only know about their ranks in their own college or the city but not in the entire state. Some of the more anxious students said that they had recently written in this regard to the PTU authorities but they have yet not got any response.

While the university officials sent the merit list to all its students soon after declaration of results, this time no merit list has been dispatched by the university to its students who appeared in BE, B Pharmacy, BBA, BCA, MBA and MCA examinations in December last year. The students said that while all other universities, including Panjab University and Guru Nanak Dev University, had declared the overall ranks of all their classes, they failed to get any such information from their university.

Dr K.N.S. Kang, Director of Punjab College of Technical Education, said that the toppers of various classes were trying to contact him almost every alternate day to enquire about the merit list. He said that many students from his college had got a good percentage, especially in MBA first and third semesters but without the availability of merit list, they could not know about their overall rank.

Dr A.S.Bansal, Director of Guru Nanak Institute of Management and Technology, said that his students had also been pestering him to enquire about their overall rank. He said that he had tied to contact PTU officials who had said that they were currently busy with the entrance examination and admissions but would soon be sending the desired information to all the colleges.

Prof G.S. Dua, coordinator of Gujranwala Guru Nanak Institute of Management and Technology (GGNIMT), said that his students were also awaiting their merit lists after declaration of their results last month. He said that it affected the morale of the students who felt encouraged to find themselves on the top slot.

HC orders FCI to reinstate workers
Our Correspondent

Ludhiana, May 24
Providing a major relief to the sacked workers of the Gill Road depot of the Food Corporation of India (FCI) here, the Delhi High Court has issued directions to the managing director of the FCI for their reinstatement within eight weeks and payment of Rs 10,000 to the petitioners as costs.

Stating this, Mr Karamjit Singh Kila Raipur, president of the FCI and Punjab Food Agency Palledar Union (Azad), said in a press note here today that the decision had been hailed by workers and being applicable to others placed in a similar situation, would benefit a large number of workers, who had been retrenched from 14 depots of the FCI.

He said in connection with the same petition, the Delhi High Court had earlier ordered that if any more workers, other than those already working there, were to be deployed at the Gill Road depot here, the sacked workers would be given preference, but local officials had refused to abide by the court orders and 14 workers had been forcibly shifted from the Chawa Payal depot to the Gill Road depot though the workload had increased at the Chawa Payal depot.

Mr Karamjit Singh further said the 14 workers of the Chawa Payal depot, who had been shifted here in a vindictive manner, had moved the Punjab and Haryana High Court, demanding justice, and the court had issued a notice of motion to the FCI management for September 24.

City scientist gets patent for female sex-fixer drug
Our Correspondent

Ludhiana, May 24
A city-based scientist, Dr B.S. Aulakh, belonging to Gregor Mendel Institute for Research in Genetics (GMIRG), has created a history of sorts as his patent relating to the discovery of female sex-fixer drug has been published by the United States Patents Officer (USPTO). The USPTO has confirmed this in a letter.
With this, the patent has come into force in the USA under the International Patent regime rules and regulations.

Giving details of the drug, Dr Aulakh said in a news conference here today that the research was in the form of a drug formula which produced female off-springs in dairy animals and other mammals and could boost the milk and meat production in the world to unprecedented levels. “Another great advantage of this drug is in saving slaughter of male calves, which are subjected to neglect and conditions leading to their early deaths. With the use of this drug, the over population of male calves can be avoided and instead female calves can be produced.”

He said the GMIRG had been in constant touch with various governmental and non-governmental organisations such as Central and states dairy ministries, NDRI, and PAU etc in India and Central Data Register for International Patents, Germany, abroad in connection with the female sex-fixer drug.

According to Dr Aulakh, the USPTO which had earlier issued a notice of acceptance of publication of this patent in September 2003 and later in December 2003, had projected the publication date to be in March 2004. With the publication of the patent, a new chapter in the history of reproductive physiology had opened. This research could pave the way for further research in the form of male sex-fixer drug in the near future.

Non-representation of Punjab in ministry flayed
Tribune News Service

Ludhiana, May 24
The state unit of the Bharatiya Janta Party (BJP) and the Shiromani Akali Dal (SAD) rue that Punjab has remained unrepresented in the Union Council of Ministers. Two senior leaders of the alliance, Lala Lajpat Rai and Mr Mahesh Inder Singh Grewal, said, although Punjab felt proud that the Prime Minister, Dr Manmohan Singh, belonged to this state, there should have been some representation from the state in the ministry.

Mr Rai pointed out, that it was probably for the first time that an important state like Punjab did not get any representation in the ministry. He maintained that the United Progressive Alliance at the Centre had not been able to provide uniform representation to all states across the country. He said, even states like Uttar Pradesh and Jammu and Kashmir had not been duly represented.

The senior BJP leader said, although the party had not performed well in the state, it should not mean that the people of the state did not get any representation in the ministry. Mr Rai, refused to suggest any names, but maintained that the purpose was to ensure that the state was not sidelined or marginalised when it came to taking important decisions by the government at the Centre.

Mr Grewal observed that the ministry was not balanced as some states had got more than what they should, while others had been left out. He said, although very Punjabi felt proud that the Prime Minister, Dr Manmohan Singh ,belonged to Amritsar in Punjab, but that alone would not serve the purpose of the people of the state.

The SAD leader observed that Punjab, being one of the important states in country and having a phenomenal contribution in the agricultural and economic growth of the country, deserved to be represented adequately in the Union Cabinet.

He pointed out that it is not the issue of appointing one or two ministers from the state, but the issue of being part of the decision-making process. He said, the Union Council of Ministers took important decisions. He said when there would be no representative from the state, there was every possibility that the point of view of Punjab would not be put forth, which could even harm the interests of the state.

Designers target children
Our Correspondent

Ludhiana, May 24
Children are being targeted by business houses and since they are impressionable, designers are coming out with branded clothes for children starting from birth to 16 years. In Ludhiana alone, two big showrooms selling branded clothes have opened, exclusively selling children’s clothes.

A variety of clothes are on offer comprising Tshirts, half pants, jeans, socks, shoes and belts. There are also designer school bags, tiffins and water bottles.

Ms Sudesh Kapoor, mother of two, says “I am very happy for now I can shop under one roof for my kids. Everything is available — dresses, matching socks, hair bands and other accessories. Though these are expensive, mothers generally like to dress up their children in smart clothes.

A customer says, “If we give children the freedom from the age of two years to wear whatever they wish to spend a large part of the budget on clothes, we will never be able to stay within our budget. Children grow fast and it is senseless to spend Rs 300 on a dress which they would outgrow in a few months. They also dirty their clothes fast.”

The clothes for new borns are also expensive. “Isn’t the comfort of the baby more important than the brand? It is sheer wastage to spend a fortune on a baby’s clothes,” says another mother.

“Only a few people can afford such clothes. I have been very practical. I pick up clothes that are wearable but not expensive,” says Ms Vibha.
