Haryana submits DA merger plan to EC

The Haryana Government seems to be on a climb down spree vis-a-vis the Election Commission of India. It is believed to have sent a proposal for merging 50 per cent dearness allowance with the basic pay for reconsideration to the commission.

It may be recalled that earlier the commission had disallowed the proposal in view of the ensuing Lok Sabha elections.

The Chief Minister, Mr Om Prakash Chautala, had yesterday told newsmen that the state government would not go by the directive of the commission on the DA. Earlier he had refused to transfer the DGP, Dr M.S. Malik, on the commission's directive. He had also refused to sent a panel of IPS officers to the commission for appointment of the new DGP.

According to informed sources, during the commission's visit to Chandigarh on April 7, the Haryana Chief Secretary, Mr A.N. Mathur, had urged the commission to reconsider its decision because no objection was taken by it to a similar move by the Central Government. The Chief Election Commission, Mr T.S. Krishnamurthi, is believed to have told Mr Mathur to submit the proposal again for the commission's consideration.

The sources say the government has now not only submitted the DA proposal again but is also sending a proposal for the appointment of the DGP for the approval of the commission.
