BJP violates Model Code of
Conduct Karnal, March 24 The messages on the hoardings were recently erased by the local administration following instructions of the Election Commission (EC). The hoarding sites were on the route of the yatra and in close proximity to the site in the city where the rally was organised. The District Magistrate and Chief Returning Officer of the Karnal Parliamentary constituency, Mr R.S. Doon, has served a dasti (by hand) notice to the BJP through its district president to explain the party’s position within 48 hours. Earlier, the Estate Officer of the Haryana Urban Development Authority (HUDA), the local police and the city magistrate apprised the DM about the alleged violation of the code of conduct by the BJP. The hoardings in Sector 12 were redecorated with party banners of the same size, depicting photographs of Prime Minister Atal Bihari Vajpayee, Deputy Prime Minister L.K. Advani
and Union Minister of State for Home Affairs I.D. Swami. A senior official of the district administration said, “the BJP has not only violated the Model Code of Conduct but also illegally acquired government property without any prior permission, leading to a criminal offence”. Mr Doon, when contacted, said he was looking into the nature of the offence apart from the violation of the code of conduct and would initiate action against the BJP accordingly. The notice served upon the BJP reads, “It is therefore proposed to refer this matter to the Election Commission of India and other competent authorities for taking appropriate action. However, before taking any action you are called upon through this notice to explain your position within two days as to why an appropriate legal action be not initiated against you and your party”. A video film has also been prepared by the district administration, showing the hoardings bearing party banners in Sector 12 near the Civil Secretariat. As per the survey conducted by The Tribune, the BJP illegally acquired as many as eight hoardings to put up its banners in contravention of instructions and guidelines issued by the Election Commission. Mr Swami, the probable candidate for the Karnal Parliamentary constituency, was not available for comments as he was accompanying the yatra.

Slight change in
L.K. Advani’s route at
Karnal Karnal, March 24 The Jagrook Chatra Morcha, a students’ organisation, burnt an effigy of Mr Advani at Kurukshetra, just an hour before he reached the holy city, while at Karnal his route had to be slightly changed by the local administration at the last moment when ousted employees of the Minor Irrigation Tubewell Corporation tried to show black flags to him. Addressing the gathering at Karnal, Mr Advani lashed out at the Congress for opposing his Bharat uday
yatra, rubbishing its claims that it would unleash communal violence in the country. He said, “there was only a single incident during the previous yatra in which some youths had pelted stones at the rath”. He did not say anything against the Indian National Lok Dal (INLD) or its leader Chief Minister Om Prakash Chautala at Karnal. He mainly highlighted achievements of the NDA government and decried the Congress. Enumerating achievements of the NDA government, Mr Advani said despite numerous problems, natural disasters and calamities, the government managed to survive and provide good governance to the country. The government introduced credit cards for farmers, taking the facility, earlier confined to business classes, to the farmers. The ambitious project of interlinking of rivers was aimed at solving the chronic shortage of water in the country and would go a long way in helping common people. The Golden Quadrilateral Road Development Programme would enhance business activities in the country, he said. At Kurukshetra, he refuted charges levelled against him by the ruling INLD in the state that he had appealed the people of Haryana, at his rally at Palwal, to vote either for the BJP or the Congress and not regional parties. He said the media had misquoted him in this regard. Without naming Mr Chautala, he said, “kisi bhi neta ko itna ahankar nahin karna chahiye”. Union Minister of State for Home Affairs I.D. Swami, state BJP chief Ganeshi Lal and former minister from Haryana Shashi Pal Mehta besides other leaders of the BJP from the state were also accompanying him.
