Hurriyat faction to meet ahead of talks

The Abbas-led faction of separatist Hurriyat Conference is meeting here on Saturday, a week ahead of the second round of talks with the Deputy Prime Minister L.K. Advani scheduled for March 27. A five-member delegation of the APHC had the first round of talks with the Deputy Prime Minister in Delhi on January 22 last.

It had already accepted the Centre’s invitation for the second round of talks to be held in Delhi next week-end. Before entering into the dialogue process the separatist conglomerate would take up the issues of discussion with the central leadership. It had called a meeting of its senior executive members and general council on Saturday for this purpose.

Among other things the conglomerate would also take up the issue of participants in the scheduled meeting. Out of the five members who participated in the last round of negotiations with the Centre, Fazal-ul-Haq Qureshi had announced his withdrawal from the process. He had been the only member outside the executive who participated in the meeting. Four others who held the meeting were all executive committee members, including the chairman, Moulvi Abbas Ansari, Abdul Ghani Bhat, Mirwaiz Umar Farooq and Bilal Ghani Lone.

The APHC was also faced with a crisis of the division of one of its basic constituent parties, the Peoples Conference of the formerly senior executive member, Abdul Ghani Lone. Following his assassination two years ago, his younger son, Sajjad Lone was appointed as its chairman, while the elder one, Bilal Lone was deputed as its representative in the Hurriyat Conference. The two brothers had parted ways since each claiming to be heading the real party. But the APHC recognised the party led by Bilal Lone.

The differences between the two brothers surfaced on the issue of Mirwaiz Umar Farooq, former APHC chairman, attending the funeral of a top militant leader, Farooq Ledri, who was reportedly involved in the killing of Abdul Ghani Lone. Sajjad Lone, however, had supported the peace talks between the Hurriyat faction and the Deputy Prime Minister.

Cricket fever grips Hurriyat

Even the Hurriyat Conference is not immune to cricket fever!

Taking a holiday to watch the game between traditional rivals India and Pakistan at Peshawar tomorrow, the separatist amalgam has deferred by a day its meeting to discuss the invitation from the Centre for the second round of talks with Deputy Prime Minister L.K. Advani on March 27.

The joint session of Hurriyat’s executive committee, general council and working committee, scheduled for Friday, would be now held on Saturday, its Chairman Maulana Mohammad Abbas Ansari said here.

“I am not a cricket buff but others (leaders) are definitely interested in the game. Looking at the public response to the first two games, I do not think there would be any serious business conducted tomorrow,” Mr Ansari said. — PTI

Uncertainty over tie-ups in Ladakh

The battle lines in Ladakh constituency is yet to assume any definite shape following delay in electoral understanding between the BJP and the Ladakh Union Territory Front (LUTF) and also on account of the Congress being uncertain whether to support the LUTF candidate or field any party nominee.

Even after fielding Sonam Paljor as party candidates from Ladakh constituency the BJP has kept its doors open for negotiations with LUTF. A senior BJP leader said here today “In case the LUTF agreed to support the policies and programmes of the NDA we will withdraw our candidate and support the Buddhists or their candidate”.

He said, “Talks with the LUTF leaders continue and we would be willing to help them so that pro-LUTF votes do not split.”

As far as the LUTF was concerned Mr T Samphel, President Ladakh Buddhist Association, and Mr T. Chewang, Chief Executive Councillor, Leh Hill Development Autonomous Council (L HDAC), are being considered for the contest. At present the LUTF is trying to field a candidate who has the backing of all Buddhist groups. In case of consensus Sonam Paljor may opt out of the contest in order to escape any social boycott from the LUTF.

A sizeable section of voters in Kargil district are said to have conveyed to the Congress leadership that if it fielded a local man as party candidate will receive their support.

On the other hand the National Conference may field a candidate from Kargil so they in case of split in Buddhist votes among the Congress, the BJP and the LUTF candidates he touched the tape as was the case in 1999 Lok Sabha poll.

Poll pandits are of the view that the National Conference can regain the Ladakh seat in case the Congress, the BJP and the LUTF field candidates because the LUTF man may not get sizeable number of votes from the Kargil district if he is opposed by both the Congress and the BJP.

Bandh complete in Sopore

Srinagar, March 18
Sopore in north Kashmir’s Baramulla district today observed complete bandh in protest against lack of basic amenities and other infrastructure in the town.

All shops, business establishments and other institutions remained closed on a call given by the Coordination Committee of the town which included the Bar Association, the Traders Federation, the Tanga Union and transporters, sources said. The town presented the look of an undeclared curfew with people remaining indoors and stray animals lining roads, savouring the spring sunshine.

The committee is also demanding that the Additional Sessions Court be moved back to Sopore from Baramulla. A foundation stone had already been laid for a complex, but was reportedly moved to the district headquarters, the sources said.

Other demands include setting up of a women’s college, a stadium, recreation parks ad separate urinals for men and women at public places in the town.

They said the Coordination Committee also demanded speeding up of work on the sub-district hospital and upgrading D.P. Dhar hospital to a full-fledged maternity hospital.

Sopore was once the hot bed of militancy. Top Hurriyat leaders like Syed Ali Shah Geelani and Abdul Gani Bhat are also from the area. — PTI

Treasuries fail to encash govt bills

Jammu, March 18
Having landed in a severe financial crisis, the overdraft by the Jammu and Kashmir Government has touched Rs 1,450 crore. However, officials were hopeful of meeting the crisis within a few days.

Treasuries have not encashed government bills for the past few days and the salaries of employees have not been paid in certain departments. Those connected with supplies to government departments and contractors are crying that their bills have been withheld.

The state government has sought an immediate grant of Rs 350 crore from the Centre.

An official spokesman today claimed that the treasuries had released payments totalling Rs 94 crore since yesterday. Priority was being given to the disbursement of salaries and pensions.

The spokesman said that the receipts and expenditure do not always keep pace with each other and there was a temporary mismatch. Certain bills had not been cleared by treasuries as there was a delay in revenue receipts.

The government was expecting revenue receipts on account of taxes and recoveries to pick up in a couple of days. Moreover, the balance amount of dues was likely to become available from the Centre.

Award for veterinarian

A veterinarian, Dr A.Q. Mir, has been conferred with the Young Scientist Award 2004 for his research in veterinary medicine.

The award was given by the Indian Society for Veterinary Medicine in collaboration with the Division of Medicine, Indian Veterinary Research Institute, for his research paper.

Dr Mir is presently working as Assistant Professor-cum-Scientist in the Division of Clinical Medicine and Jurisprudence, Faculty of Veterinary Sciences, Sher-i-Kashmir University of Agricultural Sciences and Technology, Jammu.

3 docs fined for flouting dress code

Jammu, March 18
During a surprise inspection of the office of the Red Cross here today, the Health Minister, Mr Lal Singh, fined three doctors for not being in proper dress.

According to an official spokesman, Dr Sudesh Raina, ophthalmologist, was fined Rs 1000, while Dr Dimple and Dr Kuljeet Kaur were fined Rs 500 each.

Two laboratory assistants and a community health officer were also fined Rs 500 each for not adhering to the prescribed dress code.
