The Army today foiled an infiltration bid, killing two intruders near the Line of Control in Jammu and Kashmir where seven more ultras were gunned down by the security forces since last night, official sources said.

The state unit of the BJP has joined the political groups, including trade unions, that have been opposing the expansion of the Council of Ministers. The BJP, the Jammu Mukti Morcha and the All-India Trade Union Congress have criticised yesterday’s expansion on the plea that it would imply a heavy burden on the state exchequer at a time when there was a cash crunch in the state.

The Union Minister of State for Defence, Prof Chaman Lal Gupta, has said the Centre will initiate measures for bringing Doda district, the biggest district in the Jammu region, on the rail map of India.

Farm insurance scheme launched

Minister for Agriculture and Cooperatives Abdul Aziz Zargar today launched the farm income insurance scheme aimed at providing support to farmers in the event of loss in income from poor yield and market price fluctuations.

Protests over killing of civilians

Srinagar, February 13
Jammu and Kashmir Human Rights Forum chairman Mohammad Ahsan Untoo was today taken into preventive custody for violating prohibitory orders at Maisuma, near here, even as reports of demonstrations against the killing of civilians at Bandipora recently were received from different areas.

The police swung into action when Mr Untoo, along with his supporters, appeared at Maisuma after Friday prayers, protesting against the killing of six civilians by security forces at Bandipora.

The police took Mr Untoo into custody before he and his supporters could proceed towards Budshah Chowk.

The police resorted to a mild lathi charge to disperse another group of demonstrators at Abi-Guzar, near here. However, no one was arrested for violating prohibitory orders.

Similar demonstrations were also staged by the breakaway group of the Hurriyat Conference (Geelani) at different places in the city.

The demonstrators were demanding action against security force personnel who allegedly used civilians as human shield during an encounter with militants at Bandipora.

Meanwhile, tension gripped Chittibandi at Bandipora again when the body of the sixth victim was handed over to his relatives by the police.

Hundreds took to the streets, raising slogans against security forces and the coalition government in the state.

They alleged that security forces took seven villagers from their houses and later fired upon them in the forest area after three soldiers died in a militant attack. Five bodies were handed over to villagers the next day while the sixth was buried in the forest, declaring him as a foreign militant.

However, after the villagers lodged a complaint, the body was exhumed by the police. The victim was identified as Mohammad Shafi, a villager who was taken by the security forces.

The seventh villager was admitted to hospital here with bullet wounds. The Army has already ordered an inquiry into the incident and decided to adopt the village and families of the deceased.

The Army claimed that civilians, working as porters were killed in an encounter between the security forces and militants.

The Jammu and Kashmir State Human Rights Commission Chairman had also issued a notice to the Inspector-General of Police (Kashmir) to submit a detailed report about the incident. Meanwhile, the defence authorities have issued directions to all field commanders not to engage any civilian porter during cordon-and-search operation in any area. — UNI

Infiltration bid foiled, two shot

Jammu, February 13
The Army today foiled an infiltration bid, killing two intruders near the Line of Control in Jammu and Kashmir where seven more ultras were gunned down by the security forces since last night, official sources said. Noticing a group of militants near the Bhimber Gali area in Poonch district in the wee hours, the troops cordoned off the area and launched an operation, they said. On being challenged, the militants opened fire on the troops and in the ensuing gunbattle two ultras were killed, the sources said.

In another gunbattle early this morning, the troops shot dead three militants in the Phagla forests of the Surankote tehsil of Poonch, they said. The gunfight broke out at around 7.45 a.m. when the troops challenged the terrorists.

The security forces killed a self-styled battalion commander of the Hizb-ul Mujahideen, Tariq Ahmad Khan, in a gunfight at Mattan in Anantnag district. An AK rifle, a wireless set and four hand grenades were recovered from him.

In another encounter, the security forces killed three militants of the Hizb-ul, including its ‘launching commander’ after a heavy exchange of fire at Wangam-Reshipora in the Handwara area. The commander has been identified as Rafiq Ahmad Bakarwal, alias Sajjad, Mushtaq Ahmad Malla and Ashig Hussain Parray. — PTI

Protests in Jammu, Doda over custodial deaths

The alleged custodial deaths of a contractor and an Imam sparked off protest demonstrations and road blockades in the city and Doda district of Jammu and Kashmir today, official sources said. Over 3,000 persons blocked the Jammu-Srinagar national highway at Gandhi Nagar here in protest against the alleged custodial death of a 60-year-old contractor, Manohar Lal Gandhotra, at Pacca Danga police station last night.

Gandhotra had an altercation with a senior police official over parking of vehicles in Ranipark area of the city. On the direction of the official, he was picked up and allegedly beaten up in the police station, resulting in his death.

The protesters placed Gandhotra’s body on the road demanding the suspension of the policemen involved, the sources said, adding that the highway was blocked for four hours.

However, after an assurance by senior district officials, the body was lifted and later cremated.

In a separate incident, over 4,000 persons staged an anti-government demonstration over the alleged killing of an Imam of a local mosque, Mohammad Hafiz Pir, of Chapri village in Doda district by the special task force of the state police on February 11.

All shops and business establishments remained closed in the area, the sources said, adding that the police had ordered a probe into the death of the Imam. — PTI

After the Hurriyat split, the Jamaat-e-Islami, the JKLF and the Peoples League have stayed away from either of the two factions. The chairman of the DFP, Shabir Ahmad Shah, who is also among those on the new front, has been stressing upon the need for unity among the like-minded parties before the initiation of a dialogue between the Abbas faction of the Hurriyat and the Central Government last month.

A spokesman of the High Court Bar Association here said a meeting of seven organisations to create a “cohesive force” was held yesterday. These parties were the Bar Association, Jamaat-e-Islami, Democratic Freedom Party (DFP), Peoples League, JKLF, Jamiat-e-Ahli Hadees and the Jamiat-e-Hamadania.

The leaders who attended the meeting included Mian Abdul Qayoom and Majid Jehangir, president and general secretary of the High Court Bar Association; Syed Nazir Ahmad Kashanai, chairman of the Jamaat-e-Islami; chairman of the DFP Sahbir Ahmad Shah and his deputy Mohammad Abdullah Tahiri; Peoples League leaders Mukhtar Ahmad Sofi and Parvez Ahmad; Altaf Ahmad of the JKLF; Moulana Showkat Ahmad, president of the Jamiat-e-Ahli-Hadees; and Bashir Ahmad Kanth of Jamiat-e-Hamadania.

Govt not ignoring any region, says Mufti

Chief Minister Mufti Mohammad Sayeed said today that the coalition government was pursuing a multi-pronged strategy to deal with the situation in Jammu and Kashmir, adding that it had played a major role in facilitating dialogue for reconciliation and lasting peace in the state.

Addressing a public meeting after inaugurating the Raya lift irrigation scheme in the Vijaypur constituency today, the Chief Minister asserted that every region in the state was getting its share in all spheres of development, leaving no scope for feeling of neglect.

The Mufti said a comprehensive policy was being formulated for the construction of tubewells and the augmentation of water in canals for irrigation in tail-end areas. The Chief Minister said he had ordered the desilting of all canals and distributaries in the state.

The state unit of the BJP has joined the political groups, including trade unions, that have been opposing the expansion of the Council of Ministers.

The BJP, the Jammu Mukti Morcha and the All-India Trade Union Congress (AITUC) have criticised yesterday’s expansion on the plea that it would imply a heavy burden on the state exchequer at a time when there was a cash crunch in the state. The president of the state BJP, Mr Nirmal Singh, said that all Central laws should be extended to the state, including the one limiting the size of the Council of Ministers to 15 per cent of the strength of the Assembly.

Prof Virender Gupta, president of the Jammu Mukti Morcha, said it was amazing that out of the 53 MLAs supporting the coalition Government, 39 were in the Council of Ministers, three MLAs were chairpersons of public corporations and three more were being installed as heads of such organisations after the Cabinet expansion.

Doda to be brought on rail map

Jammu, February 13
The Union Minister of State for Defence, Prof Chaman Lal Gupta, has said the Centre will initiate measures for bringing Doda district, the biggest district in the Jammu region, on the rail map of India.

Addressing a series of rallies in various areas of Doda district today, the Union Minister said the first train to Kashmir would roll in August, 2007. Professor Gupta also reviewed the security scenario with district officials in Doda where he suggested to them to isolate militants so that they did not harm civilians. — OC

Farm insurance scheme launched

Minister for Agriculture and Cooperatives Abdul Aziz Zargar today launched the farm income insurance scheme (FIIS) aimed at providing support to farmers in the event of loss in income from poor yield and market price fluctuations.

The scheme, introduced in connection with wheat crop in Jammu district, is being implemented in 18 states across the country.
