Staff regularisation policy okayed

The Haryana Cabinet today approved a policy for the regularisation of adhoc, contractual and daily-wage employees.

It was decided to regularise those employees, who had completed three years of service on September 30. If there was a break of less than six months in the service of the employee for which he/she was not responsible it would be condoned. However, if the break in service was caused by some fault of the employee and it was for more than 30 days, it might not be condoned.

All such employees should also have prescribed qualifications for the post held on an ad hoc or contract basis. Their work and conduct should be good. Only those employees would be regularised who had been originally appointed against vacant posts. Only those contract employees would be regularised who were appointed against sanctioned posts on regular pay scales or on consolidated salaries.

It was decided not to cover employees who had been promoted on an ad hoc basis pending recruitment by the Haryana Staff Selection Commission under this decision.

It was decided to regularise daily-wage employees, who had completed three years of service in Group C and Group D posts on September 30 provided they fulfilled the requisite qualifications and were originally appointed against vacant posts. Such employees should have worked for a minimum period of 240 days in each year. There should be no break in their service lasting more than 30 days caused by his/her own fault.

The seniority of ad hoc, contractual and daily-wage employees would be determined with effect from October 1.

The policy, however, would not be made applicable in the case of drivers and conductors of Haryana Roadways, who were governed by the Haryana Roadways Service Rules, 1995.

The Cabinet also decided to stop appointment on an ad hoc or contract or daily-wage basis against Group C and D post.

The Cabinet also approved a new scheme for recruitment of ‘suraksha sathi’ for maintaining peace and order in villages and checking social crimes like dowry deaths, drug abuse, crime against the old and infirm and the weaker sections of society. It was decided that each village having a population of 5,000 or less would have one “suraksha sathi”. Two “suraksha sathis” would be engaged in larger villages and their respective areas would be earmarked by the district SPs concerned.

A fixed monthly honorarium of Rs 2,000 would be paid to them.

The Cabinet decided to observe September 25, the birthday of Devi Lal, as ‘samman divas’ every year. The Cabinet also approved a proposal of the Animal Husbandry Department for retaining matriculation as the minimum qualification for admission to a diploma course in veterinary livestock development.

It also approved a proposal of the Electronics and Information Technology Department for amending the existing right of way policy so as to make it uniformly applicable to all registered infrastructure providers and all authorised licencees of the Department of Telecommunications irrespective of the nature of their commercial services.

The Cabinet also approved a proposal of the Urban Development Department to allot 2,108 sq yard of land to the Jat Mahasabha, Narnaul, for a dharamshala and an auditorium.
