Plan to develop Tawi front

A plan has been prepared to develop the Tawi front here to beautify the city which is haphazardly extending in all directions.

The plan provides for landscaping of both sides of the river by constructing walkways, gardens and recreation centres to replace the garbage dumps which have come up over the years.

What is being emphasised is the construction of check-dams on the river bed and development of bundhs to channelise the river water into a lake. The river has gradually turned into a narrow drain.

Jammu has the distinction of having a river running through the middle of the city and also a forest within the municipal limits, but these have not been maintained properly.

Although the Chief Minister, Mufti Mohammad Sayeed, has been taking interest in the development of the river front, but reports of certain elements trying to sabotage the prestigious project have started pouring in even before the scheme has been approved.

Over the years, junkyards have come up and filth has accumulated on both sides of the Tawi. The local Municipal Corporation itself had been dumping more than 60 tonnes of garbage on the river bed everyday. The nullahs carrying the filth from the city flow into the river.

According to Mr B.V. Sharma, the architect who has prepared the developmental plan, the river needs to be channelised for freeing large areas for recreational use so that the river forms an integral part of the city both physically and visually. This would restore the pristine glory of the river and provide a clean and fresh environment.

It is proposed to develop both banks by constructing walkways, water cascades, fountains, commercial complexes, recreational clubs and having a lot of open space. The area between the Bikram chowk and the university campus is proposed to be developed on the left bank.

A water body with a musical fountain in the central plaza will come up at the complex. The area will be reserved exclusively for pedestrians.

1 arrested for aiding attack on Akshardham temple

The Jammu and Kashmir police has arrested a person who helped two terrorists in carrying out the suicide attack at the Akshardham temple in Gujarat last year bringing the total number of arrests to six.

The Jammu and Kashmir police, which was developing leads into the Akshardham temple case provided by the Intelligence Bureau, zeroed in on Chand Khan, who hails from UP and runs an automobile repairing shop in the Valley, the police said.

During his questioning, the police claimed that Khan told the interrogators that he had taken the two Lashkar-e-Toiba (LeT) militants from Srinagar to Bareilly from where they boarded a train to Jaipur and later a bus to Ahmedabad.

Khan, according to the police, said the two terrorists, who were killed by NSG Commondos, had also planned to carry out an attack during the Gaurav Yatra proposed by Chief Minister Narendra Modi as part of his election campaign.

Khan, arrested by the police on Sunday, said the two militants chose the Akshardham temple after visiting several spots in the city, the police claimed. He told the police that the terrorists carried the arms and ammunition inside a holdall to Ahmedabad.

Inspector-General of Police (Kashmir Range) K Rajendra Kumar told PTI that the Gujarat police had been informed about the arrest and asked to come with a production warrant and other documents to take his custody. — PTI

Income Tax Dept asks Geelani to explain his funds

Srinagar, September 2
The Income Tax Department is questioning firebrand Jamaat-e-Islami leader Syed Ali Shah Geelani and his kin asking them to furnish answers to a questionnaire about their sources of income.

The questionnaire followed an assessment of Mr Geelani's wealth by the department following a series of raids conducted at his house and other places in June last year.

The department had raided Mr Geelani's house and other places of his kin on June 9 last year and seized Rs 10.2 lakh and $ 10,000 in cash, vouchers showing purchase of substantial jewellery, a diamond-encrusted watch inscribed with "From Pakistan Government" besides documents pertaining to purchase of property and vehicles.

Mr Geelani had shown an annual income of Rs 17,100 — Rs 7,100 as pension from the state Assembly as a former MLA and Rs 10,000 as agriculture income.

However, according to the assessment made by the Income Tax Department, the monthly expenditure of Mr Geelani allegedly ranged from Rs 1 lakh to Rs 1.5 lakh as he had 15 servants at his house and his wife had confirmed that she used to get Rs 25,000 per month for kitchen expenses.

Mr Geelani, meanwhile, has responded to the income tax notice and asked the department to show him the documents seized from his house last year.

The sources said Mr Geelani had also appointed a chartered accountant to file his returns to the Income Tax Department.

"We can only levy a financial penalty against him (Geelani) for possessing wealth beyond what he has disclosed in his annual returns," a senior IT official said.

Notices had been served on the kin of Mr Geelani who also were asked to furnish details about their incomes.

However, Mr Geelani's son-in-law in New Delhi Iftikhar Geelani had not been served with any notice by the department even though he was also raided by taxmen on June 9 last year.

The sources said there was nothing against Mr Iftikhar Geelani and his financial transactions were devoid of any fraud and he had not received any funds from abroad. — PTI

EU team visits Kashmir valley

Srinagar, September 2
A five-member delegation of the European Union envoys in India called on Jammu and Kashmir Education Minister Harsh Dev Singh last evening, officials said here. The minister told the delegation that during the past six months, 350 new schools had been opened in the state and about 4,000 more schools were being planned in the next six months.

The delegation, which arrived here yesterday on a three-day tour of the Kashmir valley, discussed militancy and education with Mr Singh. The minister said the state government had introduced English as a subject from Class I.

He said the state had a secular educational system and no discrimination was being made while imparting education to the children of different communities. He added that the government wanted to set up 20 more colleges in the state to improve educational standards.

The European Union delegation is likely to meet All-Party Hurriyat Conference leaders, Jammu and Kashmir Democratic Freedom Party leader Shabir Shah, besides other separatist leaders during their stay in the valley.

Meanwhile, state Chief Minister Mufti Mohammad Sayeed today urged the European countries to withdraw the advisories to their citizens against travelling to the state, saying that it would be their greatest contribution in accelerating the peace process.

Mr Sayeed, during his meeting with the delegation of the European Union, impressed upon them to persuade their respective governments to withdraw the travel advisories issued to their citizens for not visiting the state. — UNI, PTI

New transfer policy for Finance Department

The Jammu and Kashmir Government has announced a new transfer policy to do away with the shortcomings in the present system of transfer and posting of officers in the Finance Department.

This will be in the first phase applicable to members of the State Accounts Service.

An official spokesman announcing the salient features of the new policy here yesterday said as per the policy, the posts of junior-scale accounts officer and subordinate accounts services had been put into three categories based on the sensitivity of the posts. However, the posts could be categorised as sensitive and non-sensitive within a department as well, the spokesman added.

As per the policy, no officer or official shall be transferred from his/her present place of posting unless he/she completes a minimum period of two years. An officer or official posted in the super-sensitive category of posts shall not be posted again in the category during his tenure of service.

However, the officer or official can be posted in any other office shown in the said category, but not before having gained an experience of at least eight years in other equivalent position.

APHC executive panel meets today

The future equation between the Jamait-e-Islami and the All-Party Hurriyat Conference (APHC) is expected to be known tomorrow when the executive committee of the APHC meets in Srinagar.

The APHC Chairman, Maulvi Abbas Ansari, has asked the Jamait-e-Islami leadership to send their representative to attend the meeting. The Jamait-e-Islami has not announced the name of its representative to the Hurriyat Conference after Syed Ali Shah Geelani snapped ties with the APHC and retired from the Jamait-e-Islami.

Soon after getting elected as the chief of the Jamait-e-Islami, Mr Nazir Ahmed Kashand wrote a letter to the APHC Chairman, asking him to convene a meeting of the general council of the APHC at which, in the presence of the Jamait-e-Islami representatives, the issue concerning the expulsion of the Peoples Conference from the 26-party conglomerate could be discussed.

The APHC leadership, however, turned down this demand and opted for a discussion on the issue at the executive committee meeting. However, Maulvi Ansari was hopeful that the Jamait-e-Islami will not sever its connections with the APHC.

Meanwhile, in order to strike a balance between the moderates and the hardliners, Mohammad Ashraf Sehrai, a close associate of Syed Ali Shah Geelani, has been appointed as Naib Amir (deputy chief) of the Jamait-e-Islami.

The Regional Engineering College, Srinagar has been declared the National Institute of Technology with deemed university status, an official spokesman said here.

A notification to this effect has been issued by the Union Ministry of Human Resource Development in exercise of the powers conferred by Section 3 of the University Grants Commission Act 1956 (3 of 1956).
