No end to schools’ parking blues

As you see children of five plus queuing up in the middle of the busy road in Sector 32 which leads to a number of educational board buses, you are forced to think was it all part of Le Corbusier’s vision of the City Beautiful? It is hard to tell, but the harsh reality is that the problem is there practically everywhere in the city — be it St. Anne’s School in Sector 32 or St. Stephen’s School in Sector 45 or the cluster of schools in Sector 26, all of them are facing parking blues.

The root cause of the problem is the same everywhere — not enough parking place for the ever-growing number of private vehicles within the campus. Except for a lucky few like YPS, Mohali, and St. John’s School, Sector 26, a majority of the schools force the parents to drop and collect their wards at the school gate, thus causing parking problem and risking the lives of children.

Different systems have been evolved to tackle the problem at the school level, but the problem seems to be evergrowing. St. Stephen’s School in Sector 45 has evolved a ‘tree gate’ strategy to check the traffic flow blow effectively — one gate for the pedestrians, one gate for the school buses and another for private vehicles. Though the management claims to have solved the parking problem by 65 per cent, owners of private vehicles are still in the lurch.

"Because of lack of space we are forced to park our cars at the other side of the road and it is a risky affair for our children to cross such a busy street to get into the car," said a parent. Though the practice of making the children cross such a junction is frowned upon by the school, the parents are left with no option as the school has parking facility for only about 40 cars while the daily traffic to this school in the morning and afternoon is upto 300 cars.

At St. Anne’s School in Sector 32 about seven-eight buses line up there in the morning and afternoon rush hours. This has narrowed down the already narrow street that leads to several education institutions, including the one for mentally challenged children. The school management is helpless. "The Administration has asked us once or twice to park our buses inside the campus, but the campus has a soft soil cover. Moreover, if we allow the buses to park in the playground where will our children play," asks Sister Rose George, Principal of the school.

While the school authorities are waiting for some miracle to happen, they are seeking co-operation from the masses. "We have started a car pool system by giving a car pool sticker to those cars that bring a group of children to the school to park inside and for others we try to fix up things so that not too many cars gather at the same time," says Ms P. Cheema, Principal of St. John’s.

A majority of schools have engaged a number of their staff in traffic manning but the eternal conflict between the privileged and the less privileged class has creped in, making this problem worse. "Most of time the VIP cars make a fuss about getting a fixed area for parking in the parking slot, but we try to solve it by taking a strict stance and also reinforcing our own set of traffic rules. Everybody is the same for us," says Mr Atul Khanna, Director of Strawberry Fields, Sector 23.

Many hope that the Administration can help improve the situation by making the traffic one way in front of school areas. Others suggest adding of a slip road wherever it is possible will give some respite to the congested areas surrounding schools.

"The Administration can also help by engaging more traffic policemen in front of the schools to take measures against serious hazards," said Mr Harold Carvar, Principal of St Stephen’s School.
