THE drifting away of meritorious students from courses in basic and social sciences at the undergraduate level since the mid-90s is a fallout of the globalisation and opening up of the economy.

Ushering in an era where most students took to management, information technology and vocational courses, the shift has put the colleges in a tight spot, leading to the twin problems of managing excess staff in the sciences and employing additional hands to cater to the ever-increasing number of the subjects in vogue.

With colleges tiding over these difficulties by employing ad hoc teachers, there is a growing demand for a definite policy on conversion of these posts covered under the 95 per cent grant-in-scheme for the non-affiliated colleges of Punjab and Chandigarh.

There are 140 non-affiliated colleges in Punjab with 3,900 covered posts while there are 350 covered posts in the seven colleges of Chandigarh. There are nearly 1,000 teaching posts in the colleges of Punjab and 150 in Chandigarh which are not covered by the grant-in-aid scheme.

The conversion of these posts from "unwanted courses" to "wanted" ones does take place from time to time at the level of the Punjab Government or the Chandigarh Administration after a thorough assessment of the workload involved. The college managements and principals, however, lament that this puts them at the mercy of the authorities.

Often accused of adopting a pick-and-choose policy in allowing conversions, the authorities claim that the present system of assessment of workload is judicious and does not favour anybody. They claim that colleges, to retain government grants against the sanctioned posts, are experimenting by starting new courses without any demand and then asking for conversions. The issue has been raised in the Panjab University Syndicate.

Despite a fall of nearly 60 per cent in the number of students opting for basic and social science subjects, including Physics, Chemistry, Botany, Zoology, Geology and Geography, the colleges are unable to convert the vacant posts of these subjects to those which are in demand.

"We can convert only those posts which fall vacant when a lecturer retires. A clear-cut policy in this regard would go a long way in easing our burden," claims the principal of a local college.

"The framing of a policy would ensure better utilisation of government’s grant. In the interest of the college managements, principals, teachers and students that the matter be taken up on priority," says Mr Charanjit Chawla, a Fellow at the university.
