Thirteen persons, including six militants and two security personnel, were killed in separate incidents in Jammu and Kashmir where a terrorist was arrested and a hide-out smashed since last night, officials said today.

The Jammu and Kashmir Vigilance Bureau today registered a case against National Conference legistator Gulam Mohmmad Jan, as well as two erstwhile top officials for alleged misuse of the Constituency Development Fund.

The five members of the National Conference in the Lok Sabha are likely to abstain from voting on the No-Confidence motion of the Congress against the NDA government headed by Mr Atal Bihari Vajpayee.

BSNL mobile phone service from August 18

Bharat Sanchar Nigam Limited will start the operations for mobile phone service in Jammu and Kashmir from Monday. The SIM Cards will be given through a draw of lots to the applicants. This was in accordance with the announcement made by the Prime Minister, Mr Atal Bihari Vajpayee, yesterday.

Eight persons were injured, two of them seriously, when a gas cylinder exploded near railway track at Bari Brahamana, 16 km from here, today, police sources said.

Six terrorists among 13 killed in J&K

Srinagar, August 16
Thirteen persons, including six militants and two security personnel, were killed in separate incidents in Jammu and Kashmir where a terrorist was arrested and a hide-out smashed since last night, officials said today.

Four foreign mercenaries, including two self-styled commanders, were killed in fierce gun battles with security forces in Kore Behrote and the Lah forest area near Thanamandi in Rajouri district during the wee hours today, a police spokesman said.

A jawan was also killed in the encounters which broke out when the troops moved to the area following thrashing of a civilian by militants at Kote Behrote after he refused to give shelter to them, the spokesman said.

Two of the militants have been identified as Harkat-Ul- Jehadi-Islami’s operational commander in Pirpanjal, Hamza Turki of Afghanistan, and Hazbi of Pakistan who was functioning as area commander of the Al-Badr outfit. The duo was instrumental in killing a Deputy Superintendent of Police and some jawans in the Thanamandi attacks. Four AK rifles, nine magazines, one pika gun, 13 UBGL grenades, two radio sets, 179 rounds and three IEDs were seized from the slain terrorists, he said.

Another Pakistani militant Abu Tayyub, alias Abu Osama, was killed in an encounter with the Army at Kandikote in the Kokernag area of Anantnag district, the spokesman said.

Security forces killed a militant during search operations near the Line of Control in the Machil sector of Kupwara district. An AK assault rifle and three magazines were seized from him.

Militants killed a youth at Magam in the Handwara area of Kupwara district, the spokesman said. The police fished out a decomposed body from the Sindh river at Watal Bagh in Ganderbal on the outskirts of Srinagar today.

Militants forced their entry into the house of Rashid Shah in the Lasana area of Surankote in Poonch district last night and shot him dead accusing him to be an informer, he said.

A security personnel, who was injured in an IED explosion in the Banihal area of Doda on August 14, succumbed to injuries at Udhampur hospital yesterday.

Militants entered the house of Gulam Hassan in Bharthi village of Doda early today, took him out and killed him, official sources said.

A bullet-ridden decomposed body was recovered from the Gulabgarh area of Udhampur by security forces, they said.

Security forces apprehended a militant from Saral in Udhampur district and seized a grenade from him, they said

In another incident, security forces busted a militant hide-out in the Bandipora area and seized a pistol, two grenades and some ammunition.

Security forces seized three anti-personnel mines, a rocket booster, three AK magazines with 145 rounds and a pistol magazine with 3 rounds from Lokhipora in Anantnag.

The police arrested three Bangladeshi nationals in the Abdal border outpost area in Ramgarh sub-sector of Jammu today, while one youth was arrested by the BSF last night in the same area. — PTI

Jawan injured in Pak shelling

Jammu, August 16
An Army jawan was injured as Pakistani troops fired mortar shells in the Balakote sector of Poonch district, official sources said here today.

Sources said Pakistani mortar shelling last evening from across the Line of Control (LoC) on Army posts in forward areas in the Balakote sector prompted Indian troops to answer.

One Army jawan of Engineering Regiment sustained splinter injuries at a forward location in the sector. He was later shifted to hospital.

Indian and Pakistani troops have been also exchanging fire along the International Border (IB) in Samba, R.S. Pura and Jammu sectors since yesterday.

However, there was no loss of life or property on the Indian side of the border, the sources added. — UNI

Jammu and Kashmir Director General of Police Gopal Sharma, Additional Director-General of Police, CID, Dr Ashok Bhan and DIG, Jammu-Kathua Range, Mr Farooq Ahmad are among the 28 recipients of Sher-e-Kashmir Award for Police Personnel announced on the occasion of Independence Day here yesterday.

Of the 28 officers, eight have been awarded Sher-e-Kashmir Medal for meritorious services and 20 others get Sher-e-Kashmir Medal for gallantry. DIG Farooq Ahmad gets medals both for gallantry and meritorious services.

Among eight officers, to whom medals for meritorious services have been awarded include Director-General of Police, Gopal Sharma.

Additional Director General of Police, CID, Dr Ashok Bhan, DIG, Jammu-Kathua Range, Mr Farooq Ahmad, SP Ajit Singh, Inspector Moti Lal Koul, Inspector Mohammad Ishaq, Assistant Sub-Inspector Jagdish Singh and Assistant Sub-Inspector Daya Krishan Kotwal.

The police chief, Mr Gopal Sharma, complimented the officers, men and women of the police and the security forces deployed in the state for excellent work done by them in ensuring peaceful Amarnath Yatra and Independence Day.

Mr Sharma especially acknowledged the contribution and help rendered by the senior commanders of Army, the BSF, the CRPF and the ITBP.

DGP gives away prizes to best student contingents

The Director-General of Police (DGP), Mr Gopal Sharma, here yesterday gave away Rs 60,000 as prizes to the student contingents in the boys and girls categories which were adjudged first, second and third in the march past. The daredevils of the state police were given Rs 25,000 on the occasion.

In the boys category, the NCC contingent got the first prize of Rs 15,000 whereas in the girls’ category, the contingent of JNV, Ganderbal, got the first position and also received Rs 15,000 from the Director-General of Police.

The second prize of Rs 10,000 was won by the contingent of JNV, Ganderbal, in the boys’ category. The second prize of an equal amount in the girls’ category went to the NCC contingent.

Vigilance registers case against NC legislator

Jammu, August 16
The Jammu and Kashmir Vigilance Bureau today registered a case against National Conference legistator Gulam Mohmmad Jan, as well as two erstwhile top officials for alleged misuse of the Constituency Development Fund (CDF).

A FIR was registered in the court of Anti-Corruption judge against Mr Jan, and also against former Deputy Commissioner Khalid Hussein and Chief Planning Officer (CPO), K Quarashi, Vigilance Bureau sources said.

Mr Jan, who was elected to the Poonch-Haveli constituency in October, 2002, on a NC ticket, is alleged to have diverted his CDF, worth Rs 2.50 lakh for construction of a library in a private school belonging to his ‘close ones’ in Poonch town, the sources said.

The legislator, in league with Mr Hussain and Mr Quarashi, had diverted money meant for the public and development of the constituency for private purpose, the sources said.

The investigation is being led by Senior Superintendent of Police (SSP) Vigilance Alok Puri, who was also instrumental in registration of cases against senior IAS officer, Aslam Quarashi and KAS officer, T.K. Sharma in the Jammu Development Authority Recruit-ment and Land Allotment scam, besides unearthing the Kathua land scam last month.

This is the third such case registered against an MLA, and the bureau is already investigating cases against two former MLAs Prem Lal and Sat Paul, the sources said. — PTI

National Conference may abstain from voting on no-trust move

The five members of the National Conference (NC) in the Lok Sabha are likely to abstain from voting on the No-Confidence motion of the Congress against the NDA government headed by Mr Atal Bihari Vajpayee.

It is learnt that the NC MPs have not yet formally discussed the stand that they will take on the issue, but an MP of the party today said that most probably they might abstain from voting.

He said that NC president, Omar Abdullah, had gone out of Delhi for two days and a final decision would be taken only after his return.

It is learnt that NC leadership was annoyed with the Congress president, Ms Sonia Gandhi, who kept Mr Abdullah out of a meeting of opposition leaders recently convened by her to plan floor strategy against the NDA government in the current session of the Lok Sabha. Initially, Mr Abdullah's name was reportedly considered for being invited to the meeting, but the idea was dropped after Chief Minister, Mufti Sayeed and Deputy Chief Minister, Mangat Ram Sharma, requested her not to do so.

The NC was equally disappointed with the NDA government to which the party has accused of embarrassing it during the Assembly elections in the state, Mr Omar Abdullah had resigned from the central ministry following communal riots in Gujarat.

Bharat Sanchar Nigam Limited will start the operations for mobile phone service in Jammu and Kashmir from Monday. The SIM Cards will be given through a draw of lots to the applicants. This was in accordance with the announcement made by the Prime Minister, Mr Atal Bihari Vajpayee, yesterday.

Initially, 10,000 SIM Cards will be released each in Jammu and Srinagar 2,000 each in Udhampur and Anantnag and 1,000 each in the rest of the 10 district towns. In the first stage, only district headquarters, the Vaishnodevi shrine and the 300-km-long Jammu-Srinagar highway will be provided cellular coverage.

Eight persons were injured, two of them seriously, when a gas cylinder exploded near railway track at Bari Brahamana, 16 km from here, today, police sources said. The gas cylinder, used for welding work, caught fire and exploded, injuring eight persons near the railway track at Bari Brahamana in Jammu district around 4.50 pm, they said. — PTI
