Jamiat rubbishes police claim on Lone killing

Even as the Jammu and Kashmir police claimed the involvement of three of its men in the killing of former minister Mushtaq Ahmad Lone, Jamiatul Mujahideen today said it along with the Laskar-e-Toiba carried out the killing on September 11 last year. The Jamiat said the slain minister’s nephew and MLA Qaiser Jamsheed Lone was next on their hitlist.

Urdu compulsory in J&K schools
Srinagar, June 18
Urdu, the official language of Jammu and Kashmir, has been declared compulsory subject in the schools and will also be introduced at university level, the state Assembly was informed today.

Give relief to border migrants, govt told

The Speaker of the Legislative Assembly, Mr Tara Chand, today directed the Jammu and Kashmir Government to take adequate measures for the relief and rehabilitation of border migrants. He expressed concern over the condition prevailing in the border areas due to shelling and the plight of the migrants residing in camps.

Amid noisy scenes during question hour, the Speaker had to defer a question on evacuee property houses posed by Mr Yogesh Sawhney of the Congress seeking details about the total rent received during the past 50 years. Cutting across party lines, Mr Jugal Kishore (BJP), Mr Manjeet Singh (BSP), and Mr Ashwini Kumar Sharma (JSM) went to the well of the House, demanding a discussion on evacuee property houses. Some members also staged a walkout on the issue of the promotion of Urdu.

Even as the Speaker directed the state government to take immediate relief measures for the border migrants, National Conference leader Abdul Rahim Rather expressed resentment over the delay in relief measures.

Earlier, replying to a question by Mr Kafil-ur-Rehman (NC) from the border constituency of Karnah in Kupwara, Minister for Law and Parliamentary Affairs, Abdul Rahman Veeri said a number of residential houses were destroyed due to heavy shelling from across the border in the Karnah area in the beginning of this year. The question was posed by Mr Mir Saifullah in the absence of the Kafil-ur-Rehman. The minister stated that verification of the damage to the houses was under way and the decision would be taken by a district-level screening committee after the receipt of the report.

Mr Veeri said seven deaths had taken place and 40 cases of damage had been reported to the screening committee. He said the government would try to expedite the cases. The members also expressed concern over the plight of those residing in the Mchhil and Gurez sectors in north Kashmir as a result of the shelling.

The Housing Minister, Mr Ghulam Hassan Mir, assured Mr Abdul Rahim Rather (NC) that the details of the amount received from tenants of the evacuee property houses would be furnished in the next session of the Assembly. He said it was not possible to collect all information sought by the member, and it would be a time-consuming process as the tenants had changed.

In a written reply, Mr Ghulam Hassan Mir, in the absence of Revenue Minister, Hakeem Yaseen, said a large number of tenants had been residing in the evacuee property houses of the Custodian Department since the division of the State. He said Rs 374.29 lakh had been received as rent of these houses in the Jammu division during the past 10 years.

A member of the National Conference, Mr Sajjad Ahmad Kichloo, also went to the well of the House and staged a walkout in protest against the “discriminatory” approach to Urdu for which a House committee had been constituted in 1997. In his reply to Mr M.Y. Tarigami, Education Minister, Harshdev Singh said some of the recommendations of the committee had been implemented while others had been taken up with the department concerned.

One member objected to the name plates in English in the House to which Mr Tara Chand said that these would be written in both languages henceforth.

The Speaker directed the state government to conduct a probe and ensure punishment to those involved in the killing of an imam and his son in the Kreeri area of Baramula.

Abdul Qayoom and his 13-year-old son, Zahoor Ahmad were killed near Kreeri on Sunday. The discussion was started following demands from Opposition members over the killings, allegedly at the hands of the security forces. The members asked the government to give a statement on the killings.

Meanwhile, the Minister for Finance, Planning, Law and Parliamentary Affairs, Mr Muzaffar Hussain Beigh, accompanied by MLA, Ghulam Nabi Lone and the Deputy Commissioner, Baramula, visited Dharaw, Wagoora to condole the deaths. A cheque for Rs 2 lakh as ex-gratia payment and an appointment order under SRO-43 to the next of kin of the deceased was presented by the minister who said a magisterial probe had been ordered into the killings.

The claim of the policemen being involved in the killing was baseless, Jamiat’s commander for Kupwara district Inamul Haque said in a faxed statement here. He said the Jamiat and the Lashkar carried out the attack. Al-Nasireen, a little-known militant outfit, had claimed the responsibility for the killing.

The DGP, Mr Gopal Sharma, had said the militants in connivance with three police personnel from the Soqam police station had killed the former minister at an election rally. PTI

BSF jawan killed in IED blast

Two security personnel and as many militants, including a self-styled battalion commander of Hizbul Mujahideen, were among four killed and two injured in two fierce encounters in the Kashmir valley since last night, official sources said today.

Hizb battalion commander Ghulam Hassan Khan, alias Moulvi Rashid, was killed along with his close associate Fayaz Ahmad Ganai in an encounter with the Army during search operations at Chilipora village in Pulwama district last night, they said. Jafferson, Junior Commissioned Officer, Rashtriya Rifles, was killed and two jawans injured in the encounter which lasted several hours. BSF Sub-Inspector Bachan Singh was killed when militants opened fire on a search party at Dalwan village in the Chrar-e-Sharief area of Badgam district in central Kashmir today, they said.

JAMMU: A group of heavily armed Pakistani militants on Wednesday held hostage family members of a surrendered militant, including three children, and were using them as human shields during an anti-insurgency operation in Poonch, official sources said here. The ultras, who escaped a security cordon during an anti-insurgency operation launched by troops in the Khanetar forest belt, were being chased by troops when they entered the house of a surrendered militant and took the family hostage this morning.

Meanwhile, a BSF jawan was killed and two others were wounded in an IED explosion in the Mahore area of Udhampur district. A BSF spokesman said the security forces launched search operation and recovered another IED. The Army rescued a boy from clutches of Pakistani militants in Doda district, while two hideouts were busted and a large quantity of arms and ammunition was recovered in Poonch and Rajouri districts. During an operation, troops rescued Farooq Bhat of Kalotroam village in Doda, they said, adding that he was handed over to his family. The troops also busted two hideouts in the Surankote and Darhal areas of Poonch and Rajouri districts.

Replying to a question by Mr M.Y. Tarigami (CPM), Education Minister Harshdev Singh said some recommendations of the House Committee set up for the promotion of Urdu pertaining to the Education Department had been implemented while others taken up with the departments concerned. PTI

No fresh liquor licences in J&K

Srinagar, June 18
The Jammu and Kashmir Government has no proposal to issue more licences for running liquor shops in the state, Minister of State for Law Abdul Rehman Veeri informed the Assembly today.

Replying to a question by Mr Balwant Singh (NPP), Mr Veeri said the issuance of such licences would be considered in “exceptional” cases keeping tourism in view.

He said 325 IMFL and country liquor shops were operating in the state.

He said 39 licences for operating retail outlets of IMFL had been issued by the previous government for the districts of Jammu, Udhampur and Kathua, which covered both the rural and urban areas in these districts. Liquor shops in the valley had been closed after the eruption of militancy in 1989. UNI
