Prove majority by March 31, Marandi told Ranchi, March 14 “The occasion to take steps for forming an alternative government has not arisen as neither the present government headed by Mr Marandi has resigned, nor been voted out through a vote of no confidence,’’ press note issued by Raj Bhavan quoting the Governor said. The Governor said under the present circumstance a cut motion by a voice vote could not be considered as equivalent to floor test necessary for voting out the government in office as per the law laid down by the Supreme Court. However, under the circumstances and in view of the claims and counter-claims, the issue whether the Council of Ministers headed by Mr Marandi had the confidence of the House or not needed to be resolved as soon as possible.
