Panchkula, January 23
The Panchkula police has sent attested copies of daily diary report (DDR) registered in connection with the episode involving a senior Punjab IAS officer, and his colleague’s wife to the Chief Ministers of Punjab and Haryana.

Senior police officials here said they were asked to send copies of the DDR to the two Chief Ministers . With the episode turning into a major political controversy, especially in Punjab, where politicians cutting across party lines, are gunning for the IAS officer and demanding strict action against him, the police was asked to submit a fact-file on the issue.

Though top police officials preferred to remain mum on the issue, sources in the police department said investigations into the episode had revealed that the IAS officer, along with his companions was a regular visitor to the house in Sector 9 here.

The first floor of the house, from where the couple was caught, had been rented out to Mr Sumant Kapoor, who is an employee of a travel agency in Sector 17.

In fact, the residents of the area had often complained to the police about the “strange happenings on the first floor of the house.” On condition of anonymity, they said for the past two months, whenever the said officer arrived here with his companion, the police control room had been asked to take action but without any success. The fact that the police did not act on these complaints before January 20 lends credence to the theory of professional rivalry.

A resident of the area revealed that the house was not only used by the IAS officer, but also by several other couples. “In the thick of the night, a car would come to a screeching halt and a couple would make its way into the house while the tenant was away,” he said. Another resident, while reiterating this, added that the couples would also arrive here during the day. He said he had once followed a woman after she came out of this house with a male friend to her residence in Sector 4 here.

The said house is opposite a public park where security staff of the DGP Haryana, Mr Kanwar Nirmal Singh, stand guard. Talking to TNS, the security staff, while verifying the regular visits of the Punjab IAS officer, said that irked by this, a resident had deflated the tyre of his private car parked outside the house a fortnight ago.
