LWDA vice-chief suspended

The Jammu and Kashmir government has put the Lakes and Waterways Development Authority (LWDA) Vice Chairman, Mr Khursheed Ahmed Naqeeb, under suspension. Orders to the effect were issued by the state government, official sources said adding that Mr Naqeeb has been attached with the General Administrative Department (GAD) with immediate effect.

67 Bangladeshis arrested

This was stated by the Chief Minister Mufti Mohammad Sayeed while presenting the Tamga-e-Shahaadat, the highest police award, to kin of 76 martyrs here today.

30 hurt in Pulwama blast
NC leader’s guard killed in attack

Srinagar, December 11
Three persons, including two militants, were killed in an encounter with security forces while a large quantity of arms and ammunition were recovered in Kashmir valley since yesterday.

At least 30 civilians were also injured in a grenade blast in Pulwama district of south Kashmir today.

The police here said 27 civilians were injured when suspected militants hurled a grenade towards a security patrol at Pulwama bus stand. The grenade missed the target and exploded on the road causing injuries to 27 civilians. Over 12 of them have been shifted to various hospitals here where the condition of at least four is stated to be critical.

Two militants, of the Harkat-e-Jehad-e-Islami were killed in an encounter with security forces in the Kokernag area of Anantnag district yesterday. They have been identified as Saifullah, a Pakistani national, and Nazir Ahmad of Daksum in the same area. Two AK Rifles and two magazines were recovered from the site of encounter.

A civilian, Abdul Ghani Khanday of Ahlan Gadole village was also killed in the encounter between security forces and militants, the police said.

Two civilians and a police constable were injured when an IED planted by suspected militants was being defused by the Bomb Disposal Squad on the Keegam Link Road in Kupwara district today.

The police and security forces recovered a large quantity of arms and ammunition from a hideout in Hafrada Vilgam in Kupwara district yesterday. The recoveries included 100 rifle grenades, 20 hand grenades, two solar rockets, one anti tank mine, four IEDs, five electronic detonators, one UBGL, one Chinese pistol with magazines, 15 pistol rounds, four AK magazines, 216 AK rounds and 103 pika rounds.

An official spokesman said Army and Special Operation Group (SOG) of the Jammu and Kashmir police in a joint operation killed two militants at Kunzer in Baramula district today. Some arms and ammunition were recovered from the slain militants.

He said in yet another joint operation at Sheikhpora in the same district, security forces killed another militant of the Hizbul Mujahideen (HM) Showkat Ahmad Dar alias Kaleemullah last night. JAMMU: Militants attacked the house of a National Conference leader killing his personal security officer even as security forces unearthed a huge haul of explosives including 20 kg of RDX in Jammu region since last night, official sources said here today.

Unidentified ultras opened indiscriminate fire on the house of NC leader Hashmudin in Gandoh area of Doda district last night in which his personal security officer was killed.

None of the inmates of the house were injured in the firing, the sources said.

Form panchayati adalats: Mufti

The Chief Minister, Mufti Mohd Sayeed, today announced that panchayats would be fully empowered and made nodal points for rural development in Jammu and Kashmir.

Addressing a day-long conference of panches and sarpanches of Jammu district here, the Chief Minister sought the immediate formation of panchayati adalats and the appointment of block pradhans as envisaged in the Panchayati Raj Act. The necessary instructions in this regard would be issued soon, he added.

He said the government attached immense significance to democratic institutions at the grassroots level and no compromise would be made in giving them a fair deal in discharging their legitimate role. Panchayats were the basic units of development and had to be involved in socio-economic transformation, monitoring of the administrative apparatus and protection of community assets, he said adding that the success of the common minimum programme (CMP) of the coalition government greatly depended on the panchayats.

Feeling that legislators used to be the focal point of development during National Conference rule, Mufti Sayeed said the role of panchayats had altogether been ignored despite holding of the elections with much fanfare. He favoured the execution of various works through the panchayats, as they were directly accountable to the village community. However, the necessary technical advice would be forthcoming from the government, he added. Similarly, he said, these institutions would supervise the functioning of schools up to the middle level and dispensaries in the rural areas.

The Chief Minister said the panchayats would have an important role to play in the implementation of schemes like the Indira Awas Yojna, the Jawahar Rozgar Yojana, the Border Area Development Programme and the Prime Minister’s Road Development Programme.

He referred to the revival of post of mali-cum-chowkidar and said numberdars and chowkidars would also be involved in maintaining the community assets.

AKPSC seeks separate area for Pandits
Expresses dismay over CM’s rehabilitation plan

The All Kashmiri Pandit Solidarity Conference (AKPSC) has demanded that the PDP-Congress coalition government should spell out its plan of rehabilitating displaced persons from the valley.

The demand was contained in a resolution adopted at a meeting of the AKPSC leaders here today. The meeting was presided over by the AKPSC chief, Mr O.N. Trisal.

The resolution expressed dismay over the Chief Minister’s plan of rehabilitating Pandits in Mattan Khirbhawani. This step would impose restrictions on their movement and endanger their safety, it added.

Mr Trisal said it was not an issue of resetting a few hundred souls, but the future of 3.50 lakh people who had been displaced by militants.

The resolution demanded that a commission, comprising retired judges of the Supreme Court, be set up to probe into the circumstances that led to the exodus of over 3.50 lakh Hindus from the valley in 1990.

It said that the only way for solving the rehabilitation problem of Kashmiri Hindus was to carve out an area within the valley which should be a centrally-administered territory.

The resolution also demanded immediate hike in the monthly cash relief from Rs 2,500 to Rs 5,000 per family.

Transfer triggers lawyers’ stir

Jammu, December 11
Work in the Jammu and Kashmir High Court, district courts and subordinate courts was paralysed today as lawyers in Jammu started a three-day strike today over the issue of transfer of a “tainted” judge of a Karnataka High Court to the J and K High Court.

The decision to call for the strike was taken by the Jammu Bar Association at a meeting here today.

“We have urged the state government and high court to revoke the transfer order (if any) of a tainted judge among three judges involved in a sex scandal in Karnataka to J and K,” senior member, JBA, V K Manjoo told PTI here.

The state government and high court should immediately clarify their stand on the issue and not give consent to the transfer, he said.

The strike will continue till Friday and on Saturday, the JBA will again hold a general body meeting to review the situation and chalk out the future course of action.

The JBA has given an ultimatum of 15 days to the authorities concerned to withdraw the proposed transfer move, Mr Manjoo said.

Meanwhile, reports from Kathua, Udhampur, Doda, Rajouri and Poonch said lawyers in these areas had also gone on strike over the issue. PTI

PCB told to see cement units closed

Srinagar, December 11
The Jammu and Kashmir Pollution Control Board today asked the district authorities to close down cement factories at Khonmoh, on the outskirts of the city, apparently following a demonstration by the locals.

The District Magistrates have been asked to initiate action for the closing down of polluting units, as the monitoring of the area revealed that the units had not installed pollution control devices, a spokesman of the Board said.

All such units have been directed to have pollution control devices to of prescribed standards, the spokesman added.

Residents of Khrew and Khonmoh, who claim that their health suffered due to pollution from the cement factories, today held a demonstration to draw the attention of the authorities.

The police has been deployed in the area as a precautionary measure to maintain order, official sources said. PTI

LWDA vice-chief suspended

The Jammu and Kashmir government has put the Lakes and Waterways Development Authority (LWDA) Vice Chairman, Mr Khursheed Ahmed Naqeeb, under suspension.

Orders to the effect were issued by the state government, official sources said adding that Mr Naqeeb has been attached with the General Administrative Department (GAD) with immediate effect.

The Divisional Commissioner, Kashmir, Parvez Dewan, will hold the additional charge as vice-chairman, LWDA, they said.

The government has also accorded sanction to the prosecution of Mr Naqeeb, Dr Muhammad Rashid-ud-Din Kundangar, the then Director of Research and Development, and Muhammad Ramzan Bhat, the then executive engineer, Mechanical, LWDA, in an alleged scandal pertaining to purchase of machinery worth crores of Rupees.

The state vigilance department had registered a case and raids were carried out at the LWDA office during which some records were seized.

Mr Kundangar and Mr Bhat had already been placed under suspension. UNI

Viral disease kills livestock in Leh region

An outbreak of a viral disease has killed a large number of livestock owned by local and Tibetan refugee nomads of the snow-bound Rongo and Nyoma areas in the eastern Ladakh region close to the India-China border.

Dr A.K. Kaul, District Sheep Husbandary Officer, Leh said on the phone today that out of the total 10,500 livestock 600 goats and sheep fell victim to the viral disease that spread from the Army’s animals brought from Rajasthan.

Dr Kaul said “the recent drought in Rajasthan may have caused the spread of the disease, but it has been established that the disease spread from the Army’s imported “live ration’’ sheep and goats at Loma, which is close to the Rongo and Nyoma areas.’’

He said the disease was now under control.’’

The disease had struck Jammu and Kashmir for the first time in the Panikhar area of the Sanku valley in Kargil in August, 2000, in which half of the total livestock in the area was killed.

He said infected animals had high body temperature, wet eyes, diarrhoea, pneumonia and inflammation of the mouth. UNI

Woman injured in Pak firing

Jammu, December 11
Pakistani troops fired on civilian and defence positions in the Noushera sector of Rajouri district, injuring a woman and damaging two houses since last evening, official sources said here today.

Pakistani troops, using light and medium machine guns, targeted some villages in the sector last evening and fired intermitently till this morning.

A woman identified as Shashi Bala was injured in the firing at Bhawani village. She was admitted to a hospital in Rajouri. Troops from across the border fired mortar shells on Bhawani in which two houses were damaged. Pakistani troops also opened small arms firing on two border outposts in the Samba sector since last night. PTI

Water treatment plant for Baramula soon

Srinagar, December 11
The 30-lakh gallon water treatment plant for providing drinking water to over 25,000 people in Baramula district of north Kashmir would be commissioned soon, state Finance Minister Muzaffar Hussain Beig has said.

The minister, who visited the Rs 1.16 crore plant and reviewed the construction works, was told that the project could be commissioned by middle of next year.

Reviewing other development works in the area, Mr Beig was told that metalling and black-topping of the Baramula-Babareshi road would be completed by July next year.

He exhorted the agencies concerned to utilise resources to achieve the desired results. PTI

Website seeks opinion on Ram temple

The Shri Ram Hasthashar Shrinkhala Mahaabhiyan Samiti has launched a website seeking public opinion for the construction of Ram temple at Ayodhya.

The website (www.Sriramshrinkhala.com) was launched here last evening on the premises of Raghunath Temple by samiti president Amarnath Mishra. Prominent religious leaders, including Maha Mandaleshwar Swami and Arjun Puri of Juna akhara, were present on the occasion.

Mr Mishra told UNI that a countrywide signature campaign for the construction of the temple was launched on December 6.

“Over one crore signatures have been obtained and we plan to gather 10 crore signatures’’, he said adding, “We will also submit a memorandum to the President of India on Ram Navmi festival next year for the construction of Ram temple at Ayodhya.’’ UNI

67 Bangladeshis arrested

Sixtyseven nationals of Bangladesh have been arrested near the international border in Jammu district while exfiltrating to Pakistan clandestinely, official sources said here today.

A batch of Bangladeshis comprising 35 males, 12 women and 20 children were taken into custody by the security forces in Nikki Tawi area yesterday when they were moving towards the border to crossover to Pakistan in the wee hours yesterday, the sources said. PTI

The Jammu and Kashmir Government has asked the Centre to hold recruitment rallies for the border youth of the state in the Army and paramilitary forces.

This was stated by the Chief Minister Mufti Mohammad Sayeed while presenting the Tamga-e-Shahaadat, the highest police award, to kin of 76 martyrs here today.

He said that he had conveyed to the Prime Minister and the Deputy Prime Minister that the jobless youth should be recruited in the forces.

The award recipients included relatives of those killed in terrorist attacks on the Assembly complex in Srinagar and Raghunath Temple in Jammu and other incidents.
