The question has been raised in the wake of a written request by UGC Chairman A.Nigavekar to Vice-Chancellors of the universities in the country for recommending the book as reference book for students. The issue had subsequently sparked off sharp controversies in academic and the political fields. The book priced at Rs 400 and published on behalf of Organiser, an RSS mouthpiece, was formally released recently at a function in Pune by the RSS chief, K.S. Sudarshan. The book is a collection of detailed events of political activities of Mr Vajpayee from his young days with photographs which has been edited jointly by Seshadri Chari, Chief Editor of Organiser, and Mr A. Joshi, a former BJP MP. It is stated that so far only a few copies of the book had been sold after the publication of the book. However, some more copies were soon sold as some Vice-Chancellors promptly responded to the UGC Chairman’s request and ordered for buying the book for libraries. But some Vice-Chancellors strongly resented and turned down the request. They also questioned the chairman’s ‘authority’ in making such a request to them. At least three Vice-Chancellors of three important universities in Bengal have come out strongly criticising the UGC chairman’s action. They have officially acknowledged the receipt of the UGC chairman’s letter and also replied back turning down the request. Kolkata University Vice-Chancellor Ashish Banerjee says he is much surprised to read Mr Nigavekar’s letter. This is awful, he remarked, adding a book on Prime Minister Vajpayee’s life could never be taken as a reference book. Ms Bharati Mukherjee, Vice-Chancellor of Rabindra Bharati, has turned down the UGC chief’s request. Why would the students care to read about Mr Vajapayee’s personal life ? she asked. Dr A.N. Basu, Vice-Chancellor of Jadavpore University says he is not recommending any student for buying the book, which he had conveyed to the UGC Chairman. Marxist veteran Jyoti Basu does not understand what benefit the students would gain in reading a book on Mr Vajpayee’s life. But he is surprised that the UGC Chairman could make such a request to the Vice-Chancellor. He has appreciated the actions that some Vice-Chancellors in West Bengal have taken in rejecting the request. Some 150 schools run by
the RSS in different parts of Bengal have decided to buy the book for
the students, who RSS chief (eastern region) Kalipada Basu says should

More than 70 countries will not make MORE than 70 poor countries, including India, will not be able to meet the international deadline of 2015 for providing adequate education for all children, according to UNESCO. A looming teacher shortage and cuts in education aid by western countries are also hampering governments’ attempts to reach the goals set at the World Education Forum in Dakar, Senegal, two years ago, the organisation said in a report launched in London. Some 83 countries remain on track to meet the deadline. According to the report, 28 countries accounting for over 26 per cent of the world’s population, may not achieve any of the three measurable Dakar goals: universal primary education, gender equality and halving of illiteracy rates. Two-thirds of these countries are in sub-Sahara Africa, but also include India and Pakistan. Another 43 countries, covering 35.6 per cent of the world’s population, risk falling short of at least one of these three goals. The Dakar Forum urged governments to ensure that by 2015, all children of primary school age would have access to free schooling of acceptable quality: that gender disparities would be eliminated; levels of adult illiteracy halved; early childhood care and education expanded; learning opportunities for youth and adults greatly increased and all aspects of education quality would be improved. At current rates of progress, the report says, universal primary education is unlikely to be reached in 57 countries, 41 of which — including some central and East European nations — have even been regressing. On the goal of gender
parity, supposed to be met by 2005, the report says girls’
enrollment improved in all regions during the 1990s and 86 countries
have already achieved gender parity, while another 35 are close to
doing so. However, 31 nations remain at risk of not meeting this goal
even by 2015. |
