Organisers in lurch after ban on zinda dance

Ahmedgarh, September 28
The ban which has been imposed by the Jagraon police on the organisation of the controversial Zinda dance at historic Chhapar Mela, has left organisers of Zinda dances as well as the contractors of land on mela site under debt. While the organisers have since slipped away from the mela site, the contractors have ‘impounded’ their belongings, including electric generator sets, to recover at least a part of the rent which organiers were to pay.

According to information, around 20 zinda dance organisers had hired space on rent at mela site and all of them were to pay around Rs 2 lakh to the contractors. As usual almost all organisers had field days on the first two days of the fair. On September 19, the local SDM had ordered most of them and some other stalls to close down their ‘business’ because they had not taken prior permission from the district administration. On the intervention of panchayat of Chhapar village, these shows were registered on the same day and most of the organisers, later, obtained written permission from the district administration after depositing requisite fee. One of the organisers, Mr Vicky, said the drafting of the permission also contained the condition that the permission could be withdrawn anytime. On receiving reports of the nuisance caused on September 20 night, the administration reportedly ordered the closure of Zinda dance shows. Mr Mukhwinder Singh Cheema, Senior Superintendent of Police, at Jagraon, had banned all such dances and loudspeakers as these had been causing noise pollution. Eventually, the organisers of these shows pulled down the curtains and slipped away from mela site quietly. Sound system owners were the next to flee and even tent house owners had to run without getting their fund payments.

According to Mr Mela Singh, he had paid Rs 3.48 lakh to the panchayat for the whole piece of land while he had yet to recover more than 1.5 lakh, a major share of which was to come from the organisers of Zinda dance. Similarly, Joginder Singh, another contractor had paid Rs 1.89 lakh for the land belonging to Sekhan Patti. He is also in deficit yet.

Though most of the show organisers had left nothing of their own at their pandals, yet contractors were reported have ‘impounded’ 11 electric generators to enable them recover at least a part of their rent. The organisers, on the other hand, seem to be determined not to turn back on the site. Meanwhile, the contractors have started using these generators for their own purposes till the ‘owners’ return and negotiate with them.

Power bill scam in PSEB

A bill scam worth lakhs of rupees has been reported in the local subdivision of the Punjab State Electricity Board.

According to information available, the Board’s cashiers used to put the money collected from the bills in their own pocket instead of depositing it in the Board’s account. They have been befooling consumers by reportedly giving them fake receipts for the past many months. Though local officials of the Board had come to know about the scam for quite some time, they were able to hush up the matter by giving consumers false assurance of finding a solution to their problem.

Some consumers got upset when the board officials knocked their doors for depositing the arrears. The connections of some houses were cut off without even giving them a hearing. The affected consumers said they had themselves deposited the bills at the counter of the PSEB at Machhiwara. They lamented that they had never imagined that the Board officials would put the money in their pocket instead of depositing it in the PSEB account. These consumers showed the receipts of bills deposited to this correspondent.

Meanwhile, the electricity connection of another consumer Tarsem Lal on the Rahon road was cut off today, while he had deposited an amount of Rs 871 on June 12, which is contrary to the statement of the local SDO that the cases of bills to be deposited in July would be kept pending.

The consumers have appealed to the Vigilance officials to order a probe into the matter and demanded registration of a case against the erring employees. They have also appealed to the Board not to cut off their power connections. Efforts to contact the local SDO, XEN Samrala and SE, Ropar, were unsuccessful.

LMA’s mega event today

The Ludhiana Management Association’s (LMA) mega event to felicitate three eminent personalities, including the Editor of The Tribune, Mr Hari Jaisingh, and two noted industrialists — Mr Nirmal Kumar Jain and Mr Kanwar Deep Singh — will be held at Hotel Majestic Park Plaza here tomorrow at 11.30 am.

Besides the award presentation ceremony, two top management executives — Mr Ravi Boothalingam, CEO of Manas Advisory Ltd., a consultancy practice focussing on travel and tourism, corporate governance and corporate management, and Mr Sudershan Banerjee, CEO of Hutchison Telecom — will deliver a keynote address at the 24th annual day function of the LMA.

According to Mr Rajinder Gupta and Mr V.K. Goyal, President and General Secretary of the LMA, respectively, the LMA-Dyanand Munjal Award for “excellent performance in creating public awareness towards an informed society” will be presented to Mr Hari Jaisingh, Editor, The Tribune.

The LMA has also decided to confer LMA-Vardhman award for entrepreneur of the year upon Mr Nirmal Kumar Jain, Director, Duke Group of Companies, and Mr Kanwar Deep Singh, Chairman-cum-Managing Director of Toubro Infotech and Industries Limited, has been chosen for the LMA-Trident Award for Young Innovative Entrepreneur of the Year.

The Governor of Uttaranchal, Mr Surjit Singh Barnala, would present the awards.

Warning against pest attack

Experts at Punjab Agricultural University here have warned the farmers against the pest attack of “bollworm”, a notorious pest of cotton, especially the “American bollworm”.

According to Dr D.S. Brar from the Department of Entomology, there are chances of the attack of “bollworm” and whitefly on the cotton crop and these should be controlled as per the PAU recommendations. Similarly, stem borers and leaf folders should also be controlled on basmati varieties.

The animal science experts have warned dairy farmers against the overgrown Napier bajra fodder as it can cause impaction in the animals. The agriculture experts have advised the harvesting and marketing of Okra, chillies and bottlegourd. They have asked the farmers to start the sowing of mid-season cauliflower and local varities of radish and toria. Heavy irrigation has been advised for late sown moong, maize and rice crop till two weeks before harvesting.

The fruit experts have said the decrease in temperature was most suitable for planting citrus, mango and litchi plants. They have predicted dry weather with occasional thundershowers at isolated places during the coming week.

School charged with encroachment

A senior secondary school in the posh Sarabha Nagar locality in the city has been charged with encroaching upon a part of the 20-foot-wide service lane behind the main market while the authorities have allegedly turned a blind eye to this glaring violation over the years. With the extension of the boundary wall towards the street through the entire stretch behind the shop-cum-offices, the width of the street stands reduced to less than 10 feet while the road beyond the school limits, retains its original width.

The site map of the Sarabha Nagar scheme, approved by the state government in 1971 and developed by the Ludhiana Improvement Trust, reveals a drawing no. DTP (L) 4/71 dated January 15, 1971, which shows a service lane with a width of 20-feet between the backside of main shopping centre and the site, where the school building had subsequently come up.

Local residents alleged that the encroachment by the school management was well within the knowledge of the then officials of the Improvement Trust and subsequently of the municipal corporation administration, to whom the scheme was transferred for maintenance. Howevcr, no action had been taken so far.

Some shop-cum-office owners the main market here claimed that the main water supply and sewerage lines, had now gone inside the school premises after its boundary wall was extended to cover a part of the street. “The simple fact that water and sewerage lines in the street lied within the extended boundary of the school was enough proof of land grab.” Another resident disclosed that in some title deeds of SCOs in main market, the property was shown to be bounded by a 20-feet-wide street whereas in some others, registered after a part of the street was encroached upon by the school, it was shown as 10 feet.

A delegation of the Kartar Singh Sarabha Nagar Welfare Society had recently met the Commissioner, Municipal Corporation, Mr S.K. Sharma, seeking steps for the removal of the encroachments from the public street. It was officially learnt that the MC Commissioner had marked inquiry to the Joint Commissioner, Mr Prem Chand, who was expected to submit his report in the next few days.

Talent hunt at S.D.P. College

A talent hunt to discover the latent talents of students was organised at S.D.P. College today.

The function was a joint venture of Music Club and Central Association of the college. The senior students welcomed the freshers by presenting several dances and sang songs and ghazals for them.

In the second part of the function, the freshers thanked their seniors for their heart-warming welcome. In turn, they too, presented a lively gidda , mono-acting and group dances.

The most coveted event was the selection of Ms Punjaban. Twentyone students participated. Ms Rajni of 1o+2 was selected Ms Fresher and and Ms Amanjit of B.A. (II) was the winner of Ms Punjaban Contest. The principal Ms S.S. Verma, appreciated the efforts of both senior and freshers. Mr Balraj Bhasin, president of SDP College, extended his warm wishes to the students.

PUDA staff up in arms

Employees of Punjab Urban Development and Planning Authority (PUDA) here are up in arms against certain senior officers, whom they charged with being vindictive and sitting over the genuine demands.

In order to focus on the injustice being done to the employees, the Field and Workshop Workers Union, Punjab has decided to stage a day long dharna in front of the office of Superintending Engineer here on October 8.

Riot victims seek houses

Riot victims under the aegis of the Danga Peerat Welfare Society, Punjab, today demanded that they should be allotted houses in the city as the state government had promised last year.

Mr Surjit Singh Saluja, secretary of the society, said the Punjab Government had decided on August 3, 2001, that at least 1000 families of the riot victims would be allotted residential houses in the city, but the promise was never fulfilled. He demanded that these houses should be allotted to them immediately.

He alleged that some employees of CRPF Colony and certain leaders were threatening them to vacate the houses where they were staying. Otherwise, they would have to face dire consequences.

He warned such people that they should not try to resist the government’s decision otherwise they would launch an agitation against them.

He also demanded from the government that it should immediately allot the 327 booths in the Dugri area and construct a plus two level school as promised.

He threatened that if the government did not pay any heed to their demands within a fortnight, they would be forced to launch an agitation outside the residence of the Chief Minister.

Nisha, Saru Rana honoured

Two girls — Nisha Kaura and Saru Rana — were honoured at a function held by Shaheed Bhagat Singh Manch yesterday for standing up against injustice. Saru Rana, a student of Punjabi University, had reported sexual harassment against her by the former Vice-Chancellor of Punjabi University, Dr J.S. Ahluwalia. Her relentless fight against the VC forced his ouster from the post.

Nisha Kaura, after failing to get a government job, had in a letter to the then Chief Minister, Mr Parkash Singh Badal, written about irregularities in the recruitment procedure. Her letter was published in the columns of the Tribune, which created ripples. Later, an inquiry discovered irregularities in the selection process of the lecturers and the committee was dissolved. Both the girls met for the first time yesterday. They resolved to fight against injustice. The girls said they were always ready to help the victims of sexual harassment.

They said their parents’ support had given them courage to stand up against the injustice. They praised the media for its support to their cause. Saru said she had taken admission in a Mass Media course since she wanted to be a journalist. Nisha is currently working as a part-time lecturer in Jagraon’s DAV College.

Stamp exhibition on Gandhi’s life

The Department of Posts and Ludhiana Philatelic Club will celebrate the Gandhi Jayanti by putting up a special stamp exhibition on the life of Gandhiji.

On this occasion, Mr Raj Pal Oswal, a local industrialist, and other prominent philatelists will display their collection of postage on Gandhiji. Stamps exclusively on Gandhiji issued by the Department of Posts on different occasions will be displayed.

The exhibition will remain open on October 2 and 3 at the Ludhiana Head Post Office. On this occasion, a plantation drive will also be launched, according to Mr Yashpal Bangia, Public Relations Officer and general secretary of the club.

Golden Peacock Award for PNB

Punjab National Bank (PNB) has been awarded the Golden Peacock Award — 2002 for excellence in corporate governance.

Mr S.S. Kohli, Chairman and Managing Director of the bank, received the award from Mr Sahib Singh, Union Minister for Labour, during the inaugural session of the 3rd International Conference on Corporate Governance (ICCG). This was disclosed by Mr U.S. Bhargava, General Manager, Punjab Zone, here today.
