Science division retrograde step The division of UG (science) into two streams B.Sc (General) and B.Sc (Honours), is a retrograde step out of tune with the changed times. The word ‘General’ itself is depreciatory and therefore repugnant in physics education. The elitist division assumes that there are inferior and superior students at the degree level. This assumption leads to rural and urban divide. This divide is politically exploited for the benefit of none. Rural students become a (dis)favoured class for seeking funds for rural education. This hurts the process of higher education seriously because it remains deprived of funds for development. One clear implication of it is the wasteful expenditure. And this is avoidable. The B.Sc (General) has little market value and, hence, limited job opportunities. For example, education is the largest employer. Here the recruitment conditions are unfavourable for a +2 physics teacher. The applicant must have master’s degree for the post of a physics teacher. Even in engineering or medical college, a master’s degree is a must for physics teacher. But B.Sc (General) would not be admitted to the M.Sc (Physics). Then why invest money, time and resources for this not-so-useful course? The B.Sc (General) needs to be scrapped. B.Sc (Honours) is a remarkable course. It is an updated curriculum and a welcome change. Its implementation will bring about the much-needed uniformity in UG degree courses. A student or a teacher with this degree will be fit to join any university in India. The problem of equivalence is a lot simple. The syllabus for physics is very large; it includes biological and medical science too. Its main feature is project work. But parameters of the project work are not described clearly in the CDC Report. The project work has a wide spectrum of studies. However, its basic ingredients remain the same. I believe the intention of the project is to orient a student towards thinking on research lines. But not even one contact hour is recommended for this student activity Indian students are the weakest in writing research paper. They are unaware of the stipulations of the university for writing a dissertation. They have no idea of the need for acknowledging the sources of information. That explains why Indian students in a foreign university suffer most while competing with the local students. We must not limit project work to experimental activity alone. It must be extended to include theory work too. The ability to describe phenomena correctly is the merit of the research paper. I think the university/college must organise a seminar on how to go about project work once a year in the beginning of the academic session. The seminar will make students aware of what is expected of them while being involved in the project activity. A printed literature must be invariably supplied to students for later consultation and guidance, whenever necessary. The successful implementation of the UGC model curriculum depends on the infrastructure in colleges. So only those be allowed to start this course where essential infrastructure, including laboratory equipment, is assuredly available. The NET is perniciously anachronic in the higher education. The university acts as a duplicate judge of what has already been done by one university. Students who clear the UGC NET being to flaunt it as a certificate for higher learning. And they are often the first to leave teaching to join rosy careers of administration. To retain brilliant students, a teacher with PG degree in physics should be permitted to do PG degree in physics education. A teacher with a master’s degree in physics education is far more competent than that who has a master’s degree in physics alone. The CDC report is silent on this issue. SCENE Karnal According to Dr L.C. Gupta, Director, Correspondence Courses of the university, all new courses have been given the nomenclature as per the norms of the University Grants Commission (UGC). Among the new courses are the Bachelor of Information and Management (BIM) and M.A. (Mass Communications). The course for Bachelor of Information and Management has been so designed as to provide enough scope for employment. This is a three-year course. Another factor kept in mind while designing the courses is that students even in the remotest corner of any state are able to pusue the same without much help from libraries. Dr Gupta says this has been done because facilities of libraries are rare and even not-existent in far-flung corners of rural areas. The BIM courses includes papers on financial accounting, computer fundamentals, PC software principles of management and Communication Skills in both English and Hindi. The studies for M.A. (Mass Communication) have been designed as per the demands of the print media as well as the electronic media. The subjects covered under the course is media production, printing processes, radio set-up and television technology. Mr R.S. Chaudhary, Vice-Chancellor Kurukshetra University, says the correspondence courses have gained much popularity over the years with over 33,000 students appearing in various
examinations through the Directorate of Correspondence Courses. The directorate has ensured that lessons to students from experts reach in time and evaluation is quick. The directorate has romped in the services of highly qualified staff for lesson-writing. It is for the first time that a post-graduate diploma in insurance and management has been introduced. In view of the large-scale expansion taking place in business management, courses relating the trade and business are proving very popular. |
