Teaching jail inmates through CDs

Indira Gandhi National Open University (IGNOU), Regional Centre, Khanna, has
established a special study centre for jail inmates at Model Jail, Burail, Chandigarh. This special study centre has been created in collaboration with the jail administration under a scheme of special study centre scheme.

As per the MoU signed between the Burail jail and IGNOU, the space for the study centre, library, computer facilities and recurring expenditure will be met by the host institution, whereas IGNOU will provide audio-video equipment, CDs, video-teleconferencing facilities and self-instructional material.

Dr U.C.Pandey, Regional Director (Punjab and Chandigarh), IGNOU, says the academic programmes inside the jail will be offered through distance education under which self-learning material will be sent to the jail inmates by post.

Face-to-face counselling sessions will be provided to students with the help of resource persons every weekend. Apart from this, students will be able to avail of the benefit of video-teleconferencing through Gyan Darshan, an educational TV channel of IGNOU. Phone-in counselling through All-India Radio (AIR), Jalandhar, will also help in giving academic support to these learners.

Mr V.M. Gill, Deputy Superintendent, Model jail, has been appointed coordinator for the study centre. The launch of the study centre for inmates inside the jail will help those who have not been able to benefit from conventional higher education.

The special study centre has been initially activated for BA, B.Com, BPP (Bachelor Preparatory Programme), CFN (Certificate in Food and Nutrition) and PGDRD (Post Graduate Diploma in Rural Development) courses. However, in future, seeing the demand from the students, new courses could be added.

Award for young physicist

Mira Model School, New Delhi hosted a two day interactive physics workshop for teachers of classes XI-XII under the aegis of National Progressive Schools Conference.

The workshop was attended by over 50 teachers from renowned schools of India and was held primarily to familiarise the teachers with the changes introduced in the teaching of physics by the CBSE, particularly in relation to the topic on “Communication”. The two physicists who had written this chapter had been invited to chair a session of the workshop.

Mr Ashok Ganguly, Chairman, Central Board of Secondary Education, opened the workshop. Vishal Srivastava of Class XII who had secured 100% marks in physics, was given an award of Rs 5001 by Mr Ganguly. His teacher Mrs Gurpreet Kaur was also honoured.

Mr Ganguly said certain changes in the physics curriculum make it more interactive and joyful for students, but the responsibility to implement these changes at the grassroots level was with the teachers.

The first day’s programme included a discussion on the format of the new physics sample paper for class XII by the Chairman, NPSC, Mr Suraj Prakash. The second day’s programme included a lecture on the chapter “Communications” by Dr P.C. Jain and Dr Srinivas, Department of Astro-Physics, University of Delhi followed by an interactive session between the delegates regarding the new syllabi and learning material on different topics.

In addition to a handout detailing the synopsis of the workshop, some useful physics sites on the Internet, a compact disc giving simulations on motion and a book titled “Trouble Shooting in CAL” was also given to each participant.

No bureaucrat as Registrar, insist PAU teachers

The academic session for the year 2002-2003 of Punjab Agricultural University has begun. The university authorities have raised the tuition fee by 10 per cent as decided by its Board of Management two years ago.

The Punjab Agricultural University Teachers Association (PAUTA) has come in conflict with the Punjab Government over the issue of appointment of Registrar. The Punjab Government has been appointing an IAS or a PCS officer as Registrar eversince the inception of the same. This year Mr Alok Shekhar, an IAS officer, was transferred in March as Deputy Commissioner, Mansa, and the university authorities and the PAUTA urged the state government to allow the university to have an academician as Registrar.

The Vice-Chancellor and the PAUTA president, Dr Hari Singh Brar, took up the matter with the Chief Minister, Mr Amarinder Singh, and the Chief Secretary, Mr R. S. Ratra, who, according to Dr Brar gave them the green signal.

Accordingly, the university authorities advertised the post of Registrar and sought applications. A selection committee comprising the Vice-Chancellor of Sher-e-Kashmir University of Agricultural Sciences and Technology, Jammu, Mr N. S. Rattan, Secretary, Higher Education, Punjab, and Deputy Director-General, ICAR (Education) headed by the Vice-Chancellor, Dr K. S. Aulakh, was formed.

The committee selected Dr V. K. Sharma, Additional Director, Research (engineering), as Registrar. The matter was placed before the Board of Management on July 19 which approved the selection with a rider — that the Vice-Chancellor and the Financial Commissioner (Development) would consult the Chief Minister before finally appointing Dr Sharma as Registrar and ascertain if the state government intended to appoint an IAS/PCS officer as Registrar.

Before the matter could be discussed with the Chief Minister, the state government posted Mr Vivek Pratap, an IAS officer, as Registrar. Before him the government had appointed Mr Harjinder Singh, a PCS officer, as Registrar, but the orders were cancelled the same day and he was appointed SDM, Nawanshahr.

The PAUTA challenged the decision of the state government to appoint Mr Vivek Pratap as Registrar in the Punjab and Haryana High Court and got a stay order.

The PAUTA has been pressing the university to remove anomalies in the pay fixation of teachers, particularly those who joined service before January 1, 1996 and after.

According to Dr Brar, all teachers with Ph.D. who have joined service after January 1, 1996, are given four incentive increments with the pay scale of Rs 8000-12000, whereas those with the same qualifications who have joined before January 1, 1996 are being denied the benefit.

Similarly, Associate Professors who have been selected after January 1, 1996, are given the scale of Rs 12000-18300 with two increments. But those who have joined before January 1, 1996, are being denied the increments.

Similarly, the ICAR has not paid arrears of non-practising allowance (NPA) for veterinary teachers which the ICAR has agreed upon to the extent of 80 per cent since 1996. The amount involved in this regard is Rs 1.84 crore.

Dr Brar claims that under the career advancement scheme (CAS), more than 400 teachers have been promoted at the campus.
