Bhattal appears in court

Bathinda, February 4
A former Chief Minister, Punjab, Ms Rajinder Kaur Bhattal, today appeared in the court of Additional Sessions Judge Karnail Singh, as Special Judge-cum-District and Sessions Judge B.C. Rajput was on leave, in connection with the non-bailable warrants issued against her by the court in the corruption case registered against her by the Vigilance Department. She was directed to do so by the Punjab and Haryana High Court while disposing of a criminal petition filed by her against the execution of the warrants.

The Judge adjourned the hearing of the case till February 8 after he declined to accept the bail bonds of Ms Bhattal, who was represented by advocate Rajdev Singh. The court had directed that if the petitioner accused puts in appearance on February 4, the Special Judge would admit her to bail on her furnishing requisite bail bonds to his satisfaction subject to further order of the court.

Ms Bhattal, who arrived by a helicopter in the city, was given a rousing welcome by a section of lawyers by garlanding her when she entered the district court premises and was taken to bar room amid sloganeering. A chaotic scene was witnessed in the court room when hundreds of supporters stormed into it along with Ms Bhattal and the Judge refused to take up the case and asked Mr Rajdev Singh that with whose permission so many people had entered into the courtroom.

A heated exchange took place when Mr Rajdev Singh said the crowd was not accompanying him and it was the failure of the system which had been set up in the complex to guard the courtrooms. The Judge refused to listen to arguments in favour and against the case until his courtroom was vacated by those persons who had no concern with the case.

When the courtroom was cleared of the crowd the Judge said he would not take any action on the copy of orders of the high court put forward by Mr Rajdev Singh before cross-checking the same from the high court through telephone as no copy of orders was received by the court of special judge so far. He asked Mr Rajdev Singh to wait till 11.30 a.m.

There was a chaos in the court when policemen tried to stop the advocates from entering the courtroom which remained close for more than half an hour after Ms Bhattal entered it and an objection in this connection was raised by Mr Surjeet Singh Dhillon, advocate, before the Judge.

The Judge said he had decided to adjourn the case as he had no powers to accept the bail bonds in the absence of any orders from the Punjab and Haryana High Court.

The Judge refused to accept the pleas made by Ms Bhattal that case should be adjourned to any date after February 13, as she was busy in canvassing and the deviation from the campaign schedule would harm her party prospects in the elections.

The Judge didn’t accept the plea of Mr Balwant Singh Dhillon, on whose complaint a case under the Prevention of Corruption Act and Section 409 of the IPC was registered against Ms Bhattal for her alleged involvement in the bunglings in the Chief Minister’s Relief Fund, to adjourn the case after February 13.

Bhattal sees plot in case against her

Former Chief Minister Rajinder Kaur Bhattal, while alleging that a section of bureaucrats, her political opponents and a senior official of Public Relations Department, Punjab, was involved in a conspiracy hatched in connection with her implication into a false criminal case, said she would continue her fight against the associates of British, who subjected thousands of Indians to atrocities and cruelty.

While addressing a press conference after she came out of the court of Additional Sessions Judge, Mr Karnail Singh, where she appeared in connection with the bail in the case, Ms Bhattal refused to divulge the details regarding her political opponents who had hatched a conspiracy against her.

She said all people, who had high regards for her, know each and everything. She added that a senior official of the Public Relations Department was involved in it.

She refused to comment when asked whether she was raising a finger on the official of the department, who was considered very close to Mr Amarinder Singh and running Congress poll campaign. She, however, said she would not take any action against such official and her political opponents, if the Congress voted to power.

She said she would face all atrocities by her political opponents and others. She belonged to a family of freedom fighters, who sacrificed everything for the sake of Independence, she added.

When asked that how the party would handle the problems being created by rebels, she said it was for the first time that so many rebels had jumped into fray. She believed that it was the failure of the Congress leadership, she added.

When asked whether the court had violated her Constitutional right of doing canvassing in the elections by not accepting her plea for giving next date of the hearing in the case after February 13 poll, she said she had high regards for the judiciary and would accept its all orders.

When asked whether the Congress high command was going to make her Chief Minister, if voted to power, she said the candidate for the Chief Ministership would be elected by the elected MLAs of the party and the issue was still open.
