THE Central Government is considering a proposal to save students from the ordeal of multiple entrance tests to engineering institutions on the one hand taking initiatives to upgrade and strengthen these institutions on the other.

This indication has been given in the annual report for the year 2000-2001 of the Department of Secondary Education and Higher Education, Union Ministry of Human Resource Development. If the proposal is given a shape, it will end the anxiety of both students and parents.

Education is on the concurrent list of the Constitution. The technical education system at the union level consists of All-India Council for Technical Education (AICTE), six Indian Institutes of Technology (IITS), six Indian Institutes of Managements (IIMS), three deemed-to-be universities, 17 regional engineering colleges (RECs) and other technical institutes in the central sector such as the National Institute of Foundry and Forge Technology (NIFFT), Mumbai, Sant Longowal Institute of Engineering and Technology (SLIET), Longowal (Punjab), and the North Eastern Regional Institute of Science and Technology (NERIST), Itanagar. Besides, each state has a large number of engineering colleges approved by the AICTE.

At present, anxiety starts from the day the students take admission in the plus one class. The tempo rises as they take the senior secondary examination. During these two years, the burden of extra classes, coaching classes, and the process of applying for various entrance tests starts. Getting prospectuses and sending application forms are no doubt a difficult job.

Some state governments have started conducting common entrance tests for engineering institutions falling in their respective jurisdiction. But students are also supposed to apply to individual institutions after the declaration of results. In case a student fails to apply in a particular institution, he is not considered for that institution at the time of the interview.

At present separate entrance tests are held for IITs, Regional Engineering Colleges, other institutions under the Centre, deemed universities and state universities by respective state governments.

Recently, the Punjab and Haryana High Court quashed the entrance test for engineering colleges held by Hisar’s Guru Jambeshwar Technical University and directed it to hold the test afresh.

The university has gone to the Supreme Court against this order. One can imagine the plight of students who had taken the entrance test conducted by this university.

About two years back, the Punjab Technical University had also bungled in the declaration of results of its common entrance test. When the court ordered re-checking of papers, a large number of mistakes were detected as a result of which admissions were delayed.

Even this year admissions to Punjab Engineering College, Chandigarh, Chandigarh College of Architecture and Chemical Engineering of Panjab University were delayed as some students had approached the High Court.

The Central Government is doing some thinking. The annual report says: "Aiming to mitigate the trauma of students and their parents in taking up multiple entrance examinations for getting admission to a professional institute, a proposal to conduct a combined test for admission to all programmes in engineering and technology is under active consideration of the Government of India."

Although no details have been given, it is presumed that the AICTE might be entrusted with this job as it is the highest body in this field. If this is done every student will get equal chance for admission into central as well as state institutes.

This step will also help in filling all seats in engineering colleges. It is proposed to strengthen and restructure RECs for ensuring high standards of education and research in these colleges on the pattern of IITs. These shall be pace-setting institutions in their respective regions.

This transformation will be brought about by

(a) declaring these as deemed universities with academic autonomy to facilitate academic innovation, promote greater interaction with other institutions, industry and society

(b) professionalising their governance by inducting people from industry on the Boards of Governors. Each Board shall be headed by an academician or a professional of eminence.

It shall provide direction and leadership to the functioning of the institutions

(c) increasing financial support to these institutions and bringing these under the Block Grant System of IITs and IIMs for achieving greater effectiveness and efficiency and

(d) increasing focus on postgraduate education and IT education.

Consistent with these changes, the report says, the RECs will be renamed. Principals will be redesignated as directors and will have a term of five years in place of three at present.

Their selection procedure will also be amended to attract academician and professionals of eminence to head these institutions.

Also in line with the overall policy approach to upgrade technical institutes wherever possible to the level of IITs, the University of Roorkee, the report says, is being converted into an IIT and will be consequent to taken over by the
