Militants bid to blow up the heavily-guarded district Police Lines here was foiled yesterday, while three militants and four securitymen were among 13 persons killed across Jammu and Kashmir during the past 24 hours. Official sources said militants managed to plant a powerful IED inside the high security district Police Lines here.

Harsh Gupta is new HP Chief Secy

The uncertainty over the appointment of the new Chief Secretary of Himachal Pradesh ended today, with Mr Harsh Gupta taking over charge of the post this afternoon. The 58-year-old Gupta, (1966 batch IAS), who was Additional Chief Secretary, will continue to function as Chairman of the H.P. State Electricity Board and Secretary (Power).
