8 BSF men were tortured, shot point blank
New Delhi, April 22
Even as the efficacy of the intelligence machinery along the eastern border is being questioned, the Centre today said that eight of the 16 BSF soldiers killed by Bangladesh Rifles personnel at the Pyrdiwah border outpost were brutally tortured and shot dead from close range while another was strangulated.

B’desh hands over 2 jawans, 1 body
Opposes border fencing
Shillong, April 22
Two injured BSF jawans and the decomposed body of another were handed over to the BSF by Bangladesh Rifles at Mahendragunj in Meghalaya this evening, Mr R. C. Silkoti, Commandant BSF Headquarters, said here.

Shoot-at-sight order in Bihar
Leaders’ entry in constituencies banned
Patna, April 22
The Election Commission has banned the entry of ministers, legislators and MPs in their constituencies till the completion of tomorrow’s fourth phase of panchayat elections in Bihar, while the state government has issued shoot-at-sight orders to counter booth grabbers and anti-social elements.

Blast leaves two dead, 25 injured
Srinagar, April 22
At least six persons were killed and 25 others injured in separate incidents of violence in the Kashmir valley since yesterday. Two persons were killed and 25 others injured when an IED planted by suspected militants near the Sopore police station in Baramula district went off this morning. The police said one person was killed on the spot while two others were critically injured.

SGPC election in November: Talwandi
Chandigarh, April 22
Supporting the stand taken by the Chief Minister, Mr Parkash Singh Badal, the SGPC President, Mr Jagdev Singh Talwandi, said today that the general SGPC election would be held in November ahead of the Assembly elections in Punjab early next year.

APHC may opt for conditional talks

Though the General Council of the APHC, which meets in Srinagar tomorrow, is yet to give a final shape to the party’s decision on the offer for talks by the chief negotiator, Mr K. C. Pant, the separatist conglomerate of 23 parties is likely to accept the offer, but on two conditions.
