CBI summons Bibi again

NEW DELHI, Nov 20 — SGPC President Bibi Jagir Kaur, prime accused in the murder of her daughter Harpreet Kaur, has been summoned again by the CBI.

“Bibi Jagir Kaur has been asked to appear before the special investigation unit of the CBI on Friday,” senior CBI officials told The Tribune.

The SGPC chief has been asked to appear before the investigating officials in the Capital on November 24, a week after she appeared before the CBI following the directions from the Punjab and Haryana High Court, which granted her bail.

Bibi Jagir Kaur was questioned for nearly three hours by CBI officials on November 17 first time after she was charged with murder.

In its FIR the CBI had named seven persons, including Bibi Jagir Kaur, for involvement in the mysterious death of Harpreet Kaur. But in the amended FIR on November 13, the CBI charged them for murder of the 19-year-old girl. All other six accused are in custody.

Kamaljeet Singh, on whose petition a CBI probe was ordered into Harpreet’s death, had claimed that he married the girl and fathered her child which was allegedly aborted.

CBI officials said the Legal Department was examining whether to move the Supreme Court against the bail granted to Bibi by the Punjab and Haryana High Court. CBI sources said the custodial interrogation of the SGPC chief was “very vital” to reach the bottom of the case.

Ms Indu Malhotra, the counsel for Kamaljeet, who was to move the Supreme Court today against the high court bail granted to the SGPC chief, said they would file their petition in a day or two as “we are awaiting some documents.

“We are questioning the basis on which the high court granted Bibi Jagir Kaur anticipatory bail. The high court could at best have granted a conditional anticipatory bail to facilitate her appearance before the CBI for interrogation,” Ms Malhotra said.

CBI sources said the SGPC chief was the chief conspirator and every chain of incidents leading to the death of Harpreet took place at her behest. The sources said the preliminary investigation had shown the involvement of the SGPC chief was made out in all incidents leading to the death of her daughter. These incidents include the shifting of Harpreet to Phagwara on March 19, her detention in Jasdil Mansion from March 19 to April 8, bringing her back to the mansion on April 10 and her subsequent death on the night of April 20.

Even the trial court had agreed that a prima facie case under Sections 213 and 302 IPC, was made out against the SGPC chief and the Judge had stated that the manner in which the body of Harpreet Kaur was consigned to the flames without getting a post-mortem examination and lifting of the last remains of the girl from the graveyard removed all possible doubts regarding her involvement.

The Special CBI Judge had held that custodial interrogation was certainly required and if the accused is given bail before arrest, it would hamper investigation beyond repair.

Apart from Section 302, IPC, Bibi Jagir Kaur has been charged with Section 120-B, read with Sections 304, 344, 313, and 201, IPC
