TALWANDI SABO: Dreams of students of the Ph.D “off campus programme” at the local University School of Management, Punjabi University, Guru Kashi campus to achieve a doctorate degree in Business Administration have been shattered following the decision of discontinuation of the course by the university authorities.

At least 13 students, who have spent thousands of rupees and about two years on this course so far, were in for a rude shock when the Punjab University authorities asked them to get themselves re-registered at the Punjab School of Management Studies, Punjab University, Patiala, through a letter issued on July 12.

The students, who have registered themselves with the University School of Management, Punjabi University, Guru Kashi campus, Talwandi Sabo in 1998, as per the requirement mentioned in the handbook of information issued by the authorities concerned, have been finding it difficult of find a solution to their problem.

With registration letters in their hands and after passing two semesters, these students are on the road as the university authorities have failed to respond to their representation in this regard.

Interestingly, Mr B.S. Bhatia, Registrar, Punjabi University, Patiala, who was Dean, Academic Affairs, when this course was introduced in the local University School of Management had inserted the advertisement in leading English dailies regarding the course under his signatures.

However, when Mr Bhatia was contacted, he said the university authorities were looking into the matter and at this stage he would not comment.

Sources said the university authorities has decided to ask the students to get themselves registered again as some courses introduced in the local University School of Management in 1998 are not in accordance with established rules and practices.

Following representations by students, the authorities had proposed a committee to sort out the matter. However, it is not known when the committee will meet to take a decision in this connection.

Sources pointed out that authorities concerned had introduced various courses in Business Management under the category of “off campus programme” in 1998 to make the local University School of Management an autonomous body.

Official sources said Ph.D in Business Administration under the “off campus programme” scheme ran into rough weather as no ordinance was passed by the Academic Council of Punjabi University, Patiala, when it was introduced in 1998.

The students have urged Punjabi University to continue the course as per the guidelines prescribed in the handbook of information issued in 1998 of the University School of Management, Talwandi Sabo, and nobody should be allowed to play a havoc with their future.

I am keen on doing postgraduation from Britain. Does one need to take a test to prove one’s proficiency in English.

Raja Chawla, Ferozepur

If you are planning to study at a college or university in the UK, the most suitable test is the IELTS (International English Language Testing System). You could even take the TOEFL (Test of English as a Foreign Language). The average entry score for most university-level courses is around IELTS 6.0 or TOEFL 550. But some courses require higher English language qualifications than the others. Among those considered to be ‘exacting’ are courses in areas such as management, linguistics and journalism. Such courses will require IELTS scores in the range of 6.5-7.0 or TOEFL scores in the range of 575-600.
