It is the premier, dynamic and vibrant professional institution actively involved in providing manpower for the economic industrial and commercial development of the country.

With the liberalisation of the economy coupled with change in the Financial Management scenario, conventional accounting and audit has lost its relevance.It is now the age of cost and management accountants working for the optimum use of scarce resources.

The ICWAI was established four decades back under an Act of Parliament with the twin objective for the development and regulation of cost and management accountancy in India. The Institute, however, was first constituted as a limited company was back in 1944 during World War II. It has witnessed a phenomenal growth both in the matter of members and students — from 130 members and less than a thousand students to 23,000 members and 1.5 lakh students now.

The Federal Government, recognising the importance and usefulness of cost and management accountants created an all-India cadre by the name and title of Indian Cost Accounts Service in 1982. The ICAS, is on a par with Class I services of the Central Government to advise it on various fiscal and tax matters.

According to the prospectus of the ICWAI available from its Headquarters (12, Sudder Street, Calcutta-700016) and its four Regional offices at Mumbai, ("Rohit Chambers", 4th Floor, Janmabhoomi Marg, Fort, Mumbai-400001), Calcutta (84, Harish Mukherjee Road Calcutta-700025), Chennai (ICWAI Bhawan, 65 Montieth Lane, Egmore, Chennai-600008) and New Delhi (ICWAI Bhawan, 3 Institutional Area, Lodi Road, New Delhi-110003), any individual who has attained the age of 17 can get registered as a student for intermediate course after having completed graduation in any discipline. Incumbents awaiting for the result of graduation can also apply for provisional admission in the course. Those who do not possess this qualification but have passed the 10+2 examination will have to enroll themselves and pass a foundation course examination before entering as a student for intermediate examination. The papers for foundation course include: Business fundamentals and economic, management and organisation. Basic mathematics and statistic and commercial laws.

The subjects for intermediate and final examination includes: Intermediate Stage I: Financial Accounting, Cost Accounting, Corporate Laws and Secretarial Practice and Direct Taxation. Intermediate Stage II. Cost and Management Accounting, Auditing, Indirect Taxation and Quantitative Methods. Final StageIII: Advanced Financial Accounting, Information Technology and Computer Applications, Operations Management and Control and Project Management and Control. Final Stage IV: Advanced Management Accounting-Techniques and Applications, Advanced Financial Management, Advanced Management Accounting — Strategic Management and Cost Audit.

The examinations for foundation course, intermediate as well as final are held twice a year in June and December at 60 Centres in India and 7 Centres abroad. I am a computer programmer leaving for the USA on an H-1B visa. Can I get a Green Card on this basis?

The H-1B visa is not an automatic passport to the Green Card or US citizenship. It is issued for a maximum period of six years and does not form part of the Green Card. Even if you apply for a Green Card while you are there, it takes a while (several years) to process by which time, your visa is likely to expire. Of course this system suits the Americans as it gives them a batch of fresh recruits after every six years. Although, over 50% of the H1-B’s go to the Indians and Chinese, the US law specifies that only 7% of employment based Green-cards can go to applicants from any one country.

I will be completing BE (Mechanical) this year. I have always dreamt of setting up my own manufacturing unit but I am not sure whether I am cut out to be an entrepreneur. With no business blood in my veins, will I succeed?

To answer your last question first, you don’t necessarily need a business family background to strike out on your own. However, parental behaviour towards children does play a significant role in making or marring entrepreneurial skills. Sometimes an over-protected environment can make children highly dependent, cautious and risk-averse. Undoubtedly entrepreneurship is the bedrock of industrialisation. More so in a country like India where unemployment is so rampant, and on such a staggering scale. But, you are absolutely right. Not everyone is cut-out to be an entrepreneur. The essential qualities required are the willingness to take risks, proactiveness, a high degree of perseverance - even in the face of repeated hurdles, a sense of perspective and an over-arching vision. I have also found successful entrepreneurs to be highly creative, and innovative and ready to roll-up their sleeves and pitch in wholeheartedly into the task at hand, without bothering about protocol. Even if you think you posses most of the qualities mentioned above, it would be wise to gain some practical work experience in a related industry before you decide to establish your own unit. Sound business sense, planning and marketing savvy and good people skills are as important as technical know-how and financial back-up.

I want to become a sanitary inspector. Where is this course conducted and what is the scope?

The All India Institute of Local Self-Government offers a 1-year diploma course in Sanitary Inspection in eleven centres. All you need is a pass in Class X with English as one of the subjects. I presume you are above 18 since that is the minimum age requirement. The course fee is Rs. 6425/-. Admission is on the basis of marks in English in Class X. Preference is given to those who have passed Class XII (Sc) or with higher qualifications i.e. degree. On completing the course you can become a sanitary/food/malaria inspector in municipal bodies like NDMC, MCD, Railways, Airports, Port Trusts, Hospitals, Hotels and industries and organisations dealing with health and sanitation management or even in the armed forces. I joined the marketing department of a state-owned oil company after my graduation. Now that I have worked there for 4 years would doing an MBA at this stage help?

You may join Indian Oil Institute of petroleum management (IIPM), Gurgaon (Haryana) that offers a 1-year MBA programme in Petroleum Management in collaboration with the International Centre for the promotion of enterprises, Ljujana, Slovenia. This institution is run by the Indian Oil Corporation Ltd., and the course is open to middle rank officials of the PSUs including oil sector companies. Though the special emphasis of this 32-week programme is on petroleum management, it also covers a conventional general management principles.

I am a graduate and have been recently appointed as a Probationary Officer in a public sector bank. Could you please tell me how I should further equip myself through different courses in view of the changing technologies and banking scenario itself.

Although you would be given the necessary training, in the future, taking the initiative on your own would boost your image and help you understand the topic better whenever your bank decides to introduce this element in its training module. Do also make it a point to take the relevant CAIIB exams of the IIB (Indian Institute of Bankers), Mumbai which will help greatly in adding to your credentials at the time of promotions. You can also continue your studies through distance education and pursue courses in Business Finance, Management, Chartered Accountancy, Cost Accountancy, CFA or Treasury & Forex Management. ICFAI offers the CIB Program for Investment Banking Professionals, MBA’s, CAs, CWAs, CSs, CAIIBs and other studies. IGNOU has recently introduced an MBA (Banking & Finance) programme in collaboration with IIB that has been specifically designed for bankers. This distance learning programme is offered through IGNOU’s country wide study centres for all those who have cleared the CAIIB exams.
