House adjourned amid unruly scenes SHIMLA, Aug 22 — The Himachal Pradesh Vidhan Sabha was adjourned here today amidst unruly scenes as the opposition Congress legislators trooped into the well of the House and tried to block proceedings in support of their demand for a CBI enquiry into the “charge sheet” against the BJP-HVC combine government submitted by them to the Governor and dismissal of those ministers against whom allegations of corruption have been levelled. Trouble started right at the start of the morning session when the Leader of the Opposition, Mr Virbhadra Singh, demanded that a discussion be allowed on the “charge sheet” in which serious allegations of corruption and misuse of authority had been levelled against certain ministers and BJP functionaries. The Congress legislators trooped into the well of the House when the Speaker, Thakur Gulab Singh, asked them to maintain order and put forth their point in accordance with the rules and procedures of the House. His pleadings for allowing question hour to continue uninterrupted did not yield positive response as Congress legislators continued raising slogans. The Speaker adjourned the House for thirty minutes. But even after the House reassembled Congress legislators continued to raise slogans. The Speaker went ahead with the business listed in the agenda, but hardly anything was audible. In the din the Treasury benches moved two privilege motions, one against Mr Virbhadra Singh and the other against Mr Ram Lal Thakur and Mr Kuldeep Kumar, for allegedly making certain objectionable remarks against the Chair and trying to obstruct Mr Babu Ram Mandayal (BJP) from speaking. The privilege motions were moved by the Parliamentary Affairs Minister, Mr J.P. Nadda and Mr Mandayal, respectively. The Speaker regretted that the Congress members had flouted rules and violate the decorum of the House. A visibly upset Chief Minister, Mr P.K. Dhumal, said Mr Virbhadra Singh had defied the instructions of the AICC chief, Mrs Sonia Gandhi, by leading the legislators to the well of the House. This indicated the extent of his demoralisation. If the Congress had courage, it should have moved a no-confidence motion against the government in the House. He said, Congress leaders demanding a CBI probe were themselves being probed and the husband of a Congress legislator was recently arrested for allegedly fabricating documents and felling trees. The Chief Minister said the Congress legislators were divided as certain senior leaders were not shouting slogans. Mr Virbhadra Singh reiterated his demand for a CBI enquiry into the charge sheet and dropping of ministers against whom allegations of corruption had been made. He said that the Congress had expected a positive response from Mr Dhumal. Instead he rejected demands outrightly. He said the Congress was united on the issue. Top Punjab terrorist held UDHAM SINGH NAGAR (UP), Aug 22 (PTI) — Top Punjab terrorist Chamkaur Singh, along with his four accomplices, was arrested following an encounter with the Kashipur police last night. Chamkaur Singh was wanted in connection with several crimes committed in Punjab, Pilibhit and Udham Singh Nagar district, Superintendent of Police A.K. Sengar said today. A gun, three home-made revolvers and some cartridges were recovered from their possession. A police team from Punjab was on its way here to interrogate him. |
