NEW DELHI, Feb 24 — The Pakistani armed intrusion in the Kargil sector came as a complete and total surprise to the Indian Government, Army and intelligence agencies and the Jammu and Kashmir Government and its agencies, the Kargil Review Committee report has said.

Surinder Singh indicted
NEW DELHI, Feb 24 — The Subrahmanyam Committee which went into the circumstances leading to the armed intrusion by Pakistan in Kargil sector has severely indicted Brig Surinder Singh, the Brigade Commander of the 121 (1) Infantry Brigade at the time of intrusion, for not taking timely action.

80 hurt as lawyers, cops clash
NEW DELHI, Feb 24 — The nation-wide strike by lawyers today was marred by a clash with the police in Delhi which left nearly 80 injured even as the Union Law Minister, Mr Ram Jethmalani, and bar councils agreed to start a dialogue to thrash out the controversy over the proposed amendments to the Civil Procedure Code.

Congress stages dharna
NEW DELHI, Feb 24 — The Congress today stepped up its opposition on the move by the Gujarat Government to permit its employees to take part in RSS activities by holding a dharna outside Parliament and stalling proceedings inside the House.

NEW DELHI, Feb 24 — Railway Minister Mamata Banerjee will present the Railway budget for 2000-01 in Parliament tomorrow amidst indications that a further hike in fares and freight rates is on the cards.

NEW DELHI, Feb 24 — The Opposition, led by the Congress, today stalled proceedings in both Houses of Parliament and forced their adjournment for the day after they insisted that the Lok Sabha and the Rajya Sabha give precedence to a discussion on their adjournment motion on the decision of the Gujarat government allowing government employees to participate in RSS activities.

DCs empowered to handle revenue cases
CHANDIGARH, Feb 24 — The Punjab Government has decided to authorise the Deputy Commissioners in the state to entertain appeals of revenue cases decided at the collector level. Earlier only Commissioners posted at the division level had such powers. But the powers will not vest with the Commissioners any more.
