President rejects recommendation
NEW DELHI, Sept 25 — President K.R. Narayanan tonight rejected the Union Cabinet’s recommendation for imposition of President’s Rule in Bihar and sent it back to the BJP-led coalition for "reconsideration" giving a major setback to the Vajpayee government.

Indian, Pak offers on CTBT: USA not to lift sanctions
WASHINGTON, Sept 25 — The USA has made it clear that it will not lift sanctions against India and Pakistan merely on the basis of their willingness to sign the comprehensive test-ban treaty and said both countries had a long way to go before the punitive measures could be eased.

NEW YORK, Sept 25 — Is India ready to sign the comprehensive test ban treaty? Going by indications available here, a simple and straight answer is yes, but officially there are numerous buts and ifs attached to the whole exercise. There are reasons for India’s cautious approach on this count.

3 dead, 10 hurt in Pak shelling
JAMMU, Sept 25 — Three civilians were reportedly killed and 10 injured in heavy Pakistani shelling in the Shia-dominated Kargil town today. Normal life in the town, especially in the Kaksar area, which was pounded by Pakistani artillery and motor shells, was paralysed.
