NEW DELHI, Dec 19 — The standing committee of Inter-State Council today set up a sub-panel to examine afresh proposals for introducing safeguards in invoking Article 356 of the Indian Constitution and presenting a report by January 10 next year.

Punjab seeks "loan" from PSUs
CHANDIGARH, Dec 19 — The political developments in Punjab have overtaken other important issues, announcement of the promised "action plan" on financial strategy being one of them. The Government, having faced embarrassment in recent weeks due to an overdraft of Rs 480 crore, is now desperately trying to convince the departments, boards and corporations to lend money to it on "loan" rather than keeping it with banks.

NEW DELHI, Dec 19 — The Centre today decided to raise the retirement age of doctors working in All India Institute of Medical Sciences here and Post Graduate Institute for Medical Education and Research in Chandigarh from 60 to 62 years, official sources said.
